Issuing the Government's Action Program to implement Conclusion 91 of the Politburo

The Government issued Resolution No. 51/NQ-CP dated March 18, 2025 promulgating the Government's Action Program to implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".


The Resolution aims to thoroughly grasp the guidelines and requirements of the Politburo in Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration"; raise awareness, responsibility and determination of ministries, central agencies, localities, organizations, units, especially leaders in organizing the implementation of Conclusion No. 91-KL/TW, determined to complete the set goals.

Identify and specify key tasks and solutions for ministries, agencies and localities to focus on directing in order to continue to seriously implement the viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training set out in Resolution No. 29-NQ/TW and Conclusion No. 91-KL/TW.

Improve the capacity and effectiveness of state management of education and training; continue to perfect mechanisms, policies and laws, creating strong changes in fundamental and comprehensive innovation of education and training according to the Party's policy.

Accordingly, the Government requested to assign key tasks and solutions so that relevant ministries, agencies and localities can focus on directing and fully implementing viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training according to Resolution No. 29-NQ/TW and Conclusion No. 91-KL/TW.

The implementation process must create synchronization, connectivity, and be linked to the implementation of Party Resolutions related to education and training development. At the same time, there must be a specific roadmap for the implementation of tasks of ministries, branches, and localities; inspection, examination, and supervision of implementation and evaluation of implementation results must be strengthened.

The Resolution clearly states 8 specific tasks and solutions, including: Thoroughly grasping, raising awareness, enhancing leadership and direction responsibilities of Party committees and authorities at all levels in organizing and implementing the Party's policies and State laws on fundamental and comprehensive innovation of education and training.

Focus on perfecting institutions, mechanisms, policies and laws on education and training in a scientific, modern, synchronous and interconnected direction, in line with the international integration process and domestic socio-economic development conditions, promptly removing bottlenecks, ensuring a complete, synchronous and feasible legal framework, meeting the requirements of education and training innovation. Promote decentralization and delegation of authority; ensure synchronization and interconnectivity between education levels and training levels.

Continue to improve the quality of comprehensive education at all levels: preschool, general education, continuing education, political education, ideology, ethics, national defense and security education; physical education, school sports activities for students.

Focus on investing in modernizing vocational education, university education and enhancing scientific research potential in educational and training institutions.

Continue to improve the national education system in an open, flexible, and interconnected direction, promoting a learning society and lifelong learning; promote digital transformation in education and training.

Developing a team of teachers and educational managers; attracting and employing talented people to work in the education sector.

Continue to innovate management mechanisms, ensure adequate facilities and financial resources for education and training development.

Promote international integration in education and training; focus on improving foreign language skills of students, gradually making English the second language in schools; increase the promotion of Vietnamese language and culture abroad.

The Government assigned Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to step up the direction, dissemination, and more serious and drastic implementation of the fundamental and comprehensive innovation of education and training to achieve the goals set out in Resolution No. 29-NQ/TW and Conclusion No. 91-KL/TW.

Based on the assigned tasks in Conclusion No. 91-KL/TW and this Action Program, develop action plans for ministries, branches, and localities and implement them according to their functions, tasks, and authority. The funding for implementing this Action Program is in accordance with the law on decentralization of the state budget and other funding sources in accordance with the law.

The Ministry of Education and Training (MOET) is assigned to preside over and coordinate with relevant ministries, branches, agencies and localities to advise the Government and the Prime Minister in directing, monitoring, urging and inspecting the implementation of this Action Program. Periodically review, summarize and synthesize reports to the Government and the Prime Minister on the results of the implementation of the Action Program.

During the implementation process, if there are any inappropriate issues that require amendments or supplements to specific contents of the Action Program, ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities shall proactively propose adjustments and send them to the Ministry of Education and Training for synthesis and reporting to the Government and the Prime Minister for consideration and decision.
