This morning, March 8, Deputy Prime Minister Tran Luu Quang chaired the 5th meeting of the Central Steering Committee for National Target Programs (NTPs) for the 2021-2025 period with localities on the implementation of NTPs in 2023 and the first two months of 2024; key tasks and solutions in the coming time. Up to now, about 78% of communes nationwide have met new rural standards (NTM), with an average of 17.1 criteria/commune nationwide; 280 district-level units in 58 provinces and centrally run cities have met NTM standards (accounting for 43.6%). The multidimensional poverty rate in 2023 is 2.93%, down 1.1%, meeting the target assigned by the National Assembly and the Government. Disbursement of state budget capital in 2023 (including capital sources in 2022 extended to 2023) is estimated at about VND 40,187,952 billion, reaching a rate of about 61.5%.
Regarding public investment capital, disbursement reached about VND 29,383,096 billion, reaching 83% of the plan. Regarding career capital in 2023, disbursement is estimated at VND 10,804,856 billion, reaching 36.3% of the estimate. The result of disbursement of state budget capital in the first 2 months of 2024 is estimated at about VND 3,292,990 billion, reaching 15%.
In Quang Tri province, the 5-year central budget development investment plan for the 2021-2025 period allocated to localities with a total capital of VND 1,535.141 billion (National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas VND 740.078 billion; National Target Program on New Rural Construction VND 432.890 billion; National Target Program on Sustainable Poverty Reduction VND 362.173 billion). Up to now, the locality has completed the allocation and assignment of the central budget capital plan for the 2021-2025 period and the plans for 2022, 2023, and 2024. Regarding the results of implementing the province's 2023 national target programs, the development investment capital planned for 2022 extended to be implemented in 2023 is VND 242,558 billion. Regarding the career capital source, in 2023, VND 148,927 billion was disbursed, reaching 32%. In 2024, Quang Tri province was allocated 731,188 billion VND (including development investment capital of 368,655 billion VND; career capital of 362,532 billion VND). Currently, the Provincial People's Committee has directed localities and related units to continue to promote the disbursement of long-term capital sources of national target programs in 2024. |
Regarding tasks and solutions for 2024, continue to perfect the system of mechanisms and policies for management and implementation of national target programs to ensure consistency and synchronization between legal documents and guiding documents. Implement Resolution No. 111/2024/QH15 on a number of specific mechanisms and policies for implementing national target programs to remove difficulties and obstacles, and speed up the implementation of national target programs in localities.
Proactively and promptly detect shortcomings and inadequacies in the implementation process to report to the Head of the Central Steering Committee to advise the Government to overcome limitations and loopholes in policies and implementation guidelines. Focus on developing plans to inspect, supervise and urge the implementation of objectives, tasks and capital plans assigned by competent authorities; proactively grasp and handle difficulties and problems of localities according to their authority, take drastic measures to promote the disbursement of central capital and local capital to implement national target programs.

At the meeting, delegates raised a number of difficulties and problems in the implementation of the National Target Programs such as: Contents related to current legal regulations; some investment contents in Project 4, Project 5, Project 6 have implementation areas outside the communes and villages of ethnic minority and mountainous areas as defined in Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister. There are no guidelines on criteria for determining low-income workers according to Decision No. 90/QD-TTg of the Prime Minister.
Regarding the National Target Program on New Rural Development, the process of organizing the assessment and classification of OCOP products in some localities is still confusing and does not closely follow the provisions of Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister. Mountainous communes in particularly difficult areas when meeting the New Rural Development standards from communes in region III, region II to communes in region I will not enjoy social security regimes while the actual conditions in the localities are still difficult...
Concluding the meeting, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to have more drastic, faster, more effective and higher quality solutions in disbursing capital. Provinces and cities need to be proactive and resolute in implementing quickly; review the decentralization of authority to assign specific tasks to individuals to effectively implement the National Target Programs in the localities. Regarding the recommendations and proposals of localities, relevant ministries and branches are requested to respond specifically, coherently, in detail and satisfactorily.
