On the afternoon of March 27, Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to and give opinions on the socio-economic situation in March and the first quarter of 2025, and key tasks in the coming time. Attending the meeting were members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee and departments, branches, districts and cities.

Socio-economic situation in the first quarter is stable, achieving many positive results

In the first 3 months of the year, the province's socio-economic situation was basically stable, with many indicators achieving positive results. The agriculture, forestry and fishery sectors developed stably. The spring rice cultivation area reached nearly 74,000 hectares, of which the machine-planted area reached over 24,100 hectares, an increase of nearly 2,000 hectares over the same period last year. The whole province has 43 communes meeting the advanced new rural standards and 4 communes meeting the model new rural standards.

The province has organized many practical activities at the beginning of the year such as meeting with businesses, starting a number of large projects, contributing to promoting the investment environment and boosting production and business. The disbursement rate of public investment capital in the first quarter is estimated at 14.1% of the capital plan assigned by the Prime Minister. The work of controlling prices, stabilizing the market, ensuring electricity and gasoline for production and consumption has been effectively implemented.

Total retail sales of goods and service revenue in the first quarter of 2025 are estimated to increase by 15.8% over the same period in 2024; export turnover is estimated to increase by 10.1%; import turnover is estimated to increase by 2.9%; transport revenue is estimated to increase by 16.3%; total number of tourists is estimated to increase by 30%. Total state budget revenue in the first 3 months of the year is estimated to reach over VND 13,190 billion, equal to 57.9% of the estimate, up 149.1% over the same period; of which, domestic revenue reached over VND 3,750 billion, equal to 40% of the estimate, up 97.1%.

Investment attraction and business development activities continue to receive attention. As of March 21, the province has approved and adjusted investment policies for 58 projects with a total registered capital of over VND4,800 billion, of which FDI capital reached USD115 million. The cultural and social sectors are synchronously directed, social security is ensured, and national defense and security remain stable.

In his concluding remarks, Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts of all levels, sectors and localities in socio-economic development in recent times.

Regarding the tasks in the coming time, he requested that departments, branches, localities, agencies and units must resolutely direct and operate the tasks with very specific plans and solutions with the highest determination; continue to closely follow the directions of the central government and the province, proactively review and evaluate monthly and quarterly performance targets to propose drastic solutions; regularly grasp the situation, promptly remove difficulties and obstacles for business production; focus on accelerating the progress of site clearance, especially housing development projects, construction of infrastructure in industrial zones and clusters and key transport projects; proactively implement the tasks assigned in the working program of the Provincial Party Committee, the working program of the Provincial People's Committee and other tasks to ensure the progress and quality set out. He also reminded departments, branches and localities of a number of issues related to internal affairs; solving environmental pollution in craft villages; not wasting public assets; Integrated application of equipment and software in traffic management and security and order; management of extra teaching and learning; promoting digital transformation...

Also at the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee gave his opinions on a number of important contents, including: The submission to the Provincial People's Council to issue a Resolution regulating the authority to manage and use public assets; the authority to decide and approve tasks and budget estimates for the procurement of assets and equipment; approve tasks and budget estimates for the renovation, upgrading, expansion, and construction of new construction items in projects that have been invested in and constructed at agencies, organizations, and units under the management of Thai Binh province. He also gave his opinions on the settlement of investment procedures for projects to build and operate industrial cluster infrastructure; carry out procedures related to security land, fire prevention and fighting at industrial clusters in the province; and on adjusting the 1/2,000 scale zoning plan of the Tra Ly riverside area, Thai Binh city.
