Inspecting and working at Quan Ngang Industrial Park, a representative of the Provincial Economic Zone Management Board said that as of March 20, 2025, Quan Ngang Industrial Park had 27 projects, of which 16 projects had come into operation. Of the total 27 projects, 10 projects had environmental impact assessment reports approved by the Provincial People's Committee; 5 projects had environmental protection commitments certified by the Gio Linh District People's Committee; 1 project had an environmental protection plan approved by the Department of Natural Resources and Environment; 11 projects were carrying out investment procedures including environmental procedures. Carrying out environmental licensing procedures according to the Law on Environmental Protection 2020, currently 6 facilities have had environmental licenses approved; 5 facilities have been appraised, and are currently supplementing and completing their dossiers; 4 facilities have not yet been able to carry out the procedures.
Regarding the connection to the centralized wastewater treatment system, 11/16 projects that have come into operation have agreed to connect and started construction; 5 enterprises are completing connection procedures.
In the process of implementing the Law on Environmental Protection 2020 at Quan Ngang Industrial Park, the Provincial Economic Zone Management Board encountered a number of difficulties and obstacles. It is worth mentioning that the Quan Ngang Industrial Park Wastewater Treatment System project has a total investment of 104 billion VND but has not yet met the conditions for operation. In addition, some enterprises have not completed environmental procedures; limited capacity to monitor and comply with environmental commitments; lack of technical units and hazardous waste treatment...
At the meeting, the Provincial Economic Zone Management Board proposed that the province support funding to complete the infrastructure of environmental protection works at Quan Ngang Industrial Park. Increase resources to carry out environmental monitoring and inspection. At the same time, it recommended that the central government use green technology and develop separate policies for disadvantaged localities, industrial parks with low emissions and no risk of environmental pollution.
Deputy Head of the Delegation in charge of the Provincial National Assembly Delegation Hoang Duc Thang suggested that the Provincial Economic Zone Management Board and enterprises need to continue to update the Law on Environmental Protection to have the right awareness, thereby proactively and voluntarily complying with the provisions of the law. At the same time, he noted that the Board should focus on completing the best infrastructure for industrial parks and economic zones, paying attention to environmental standards. For wastewater treatment plants, it is necessary to speed up the completion of conditions for early operation.

The Cam Thach vermicelli production village has a total investment of over 10.5 billion VND, built to facilitate the relocation of vermicelli-making households in Cam Thach village, Thanh An commune out of residential areas, and to thoroughly handle environmental pollution. Reporting at the meeting, a representative of Cam Lo district said that environmental treatment in the craft village is basically stable, the wastewater treatment area has been invested in, meeting the production needs of the people. Highly appreciating the wastewater treatment system in the craft village, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang suggested that the locality invest more in the system of covering the treatment pits to reduce odors; plant more trees to separate the residential area from the wastewater treatment area. The district needs to calculate the reserve land fund to expand the scale, have a plan to maintain long-term operation of the system; calculate the financial mechanism and responsibility for people to exploit and use it better.

The monitoring team also inspected the Automatic and Continuous Monitoring System Operation Station at the Center for Natural Resources and Environment Monitoring. This is where enterprises receive automatic monitoring data on wastewater and emissions.
Currently, enterprises with a discharge capacity of 500 m3 /day and night have been connected to the center; discharge data exceeding the permitted threshold will be sent to the center for management, monitoring and processing. In the period of 2021 - 2030, it is expected that the whole province will have 14 monitoring points, of which, in the period of 2024 - 2027, a budget of 45 billion VND has been allocated to build 6 monitoring points. At the meeting, the Center for Natural Resources and Environment Monitoring hopes to continue to receive attention and invest in additional environmental monitoring stations around, related to water and air in industrial parks; and remove some shortcomings in the operating mechanism of autonomous units.
