Ministry of Construction appraises the Master Plan for Hiep Hoa urban area, Bac Giang province to 2045

On December 31, 2024, in Hanoi, the Ministry of Construction held a conference to appraise the Master Plan for Hiep Hoa Urban Area, Bac Giang Province to 2045, scale 1/10,000. Attending the conference were representatives of the Government Office, ministries, branches, associations, specialized professional associations, representatives of leaders of units under the Ministry of Construction who are members of the Council; leaders of the People's Committee of Bac Giang province. Reporting at the conference, the representative of the People's Committee of Hiep Hoa district stated the reason and necessity of establishing the Project, and also said that the scope and boundary of the planning includes the entire administrative boundary of Hiep Hoa district, Bac Giang province. The scale of the planning area is about 20,599.65 hectares. Planning period: short-term period until 2030, long-term period until 2045.

The planning objective is to concretize the strategic development orientations of the country, the Hanoi Capital region, the Northern Midlands and Mountains region, the Bac Giang Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 219/QD-TTg dated February 17, 2022; to build Hiep Hoa district to meet the criteria of a type IV urban area before 2025 and become a provincial town before 2030, and by 2045 to become a type III urban area.

At the same time, gradually build Hiep Hoa urban area to become one of the new industrial centers of Bac Giang province and Hanoi Capital Region, the driving force for socio-economic development in the western region of Bac Giang province; serve as a legal basis for management, construction planning, urban and rural development in the district; establish zoning plans, rural construction plans, detailed plans, investment projects, develop implementation plans and rationally use resources.

The project forecasts that by 2030, Hiep Hoa urban population will reach about 300,000 people, of which the inner-city population will be about 213,000 people, accounting for 71.7% of the total population; by 2045, Hiep Hoa urban population will reach about 400,000 people, of which the inner-city population will be about 280,000 people, accounting for 70.9% of the total population.

Regarding the orientation of urban space development, according to the Project, Hiep Hoa will focus on exploiting the landscape of agricultural ecosystems, natural drainage channels, Y Son mountain, lake water surface, Cau river to create a natural framework connecting urban functions. For the existing residential area in the center of Thang Ward and the surrounding area, it will be renovated and embellished, creating harmony between the existing renovated area and the newly developed area; adding green spaces, parks, squares, public spaces associated with the existing water surface system; constructing a number of commercial service works, public works, a number of new residential areas to serve the needs of people in the area and the entire urban area with modern architectural forms combined with tradition in the direction of green, smart urban works.

In addition, focus on protecting traditional villages, preserving public spaces, traditional cultural spaces, historical and cultural relics, and natural ecological landscapes to create green buffer zones surrounding the inner city area. Synchronously develop modern infrastructure. Improve people's quality of life. Reasonable planning of residential areas, work areas, service facilities, markets, shops, and entertainment venues within a reasonable radius so that urban residents can reduce their travel by motor vehicles; use urban land effectively and optimally. Organize the main urban traffic system along the North-South, East-West routes and ring roads to limit traffic passing through the existing central area, while shortening travel distances, transporting goods, and distributing the main traffic network evenly throughout the urban area.

The project also provides planning orientations for the inner and outer urban areas of Hiep Hoa; planning orientations for the main urban functional areas; orientations for the development of economic infrastructure systems; urban design orientations; land use planning; orientations for the development of technical infrastructure systems; environmental protection solutions; and implementation organization.

At the conference, the Council's expert members assessed that the content of the Project closely followed the Planning Task approved by the Prime Minister, ensuring quality. However, according to the Council, the People's Committee of Hiep Hoa district needs to focus on investing in developing urban infrastructure, building more waste treatment plants, wastewater treatment plants, and domestic solid waste treatment plants; paying attention to environmental protection; paying attention to developing green, sustainable urban areas; and having solutions to preserve existing values ​​with local identity in the process of urban development.

Concluding the conference, Deputy Minister Nguyen Tuong Van highly appreciated the attention of the Provincial Party Committee and People's Committee of Bac Giang province in investing in infrastructure and developing the urban system in the province, including Hiep Hoa urban area.

Deputy Minister Nguyen Tuong Van summarized the comments of experts and members of the Council and requested the People's Committee of Hiep Hoa district and the People's Committee of Bac Giang province to fully absorb them. In particular, focusing on reviewing data to ensure accuracy and consistency with related reports and documents; focusing on investing in urban infrastructure development; clarifying the driving force for Hiep Hoa urban development as well as clarifying the nature and orientation of functional subdivisions on the basis of closely following the nature of Hiep Hoa urban area; focusing on preserving historical and cultural relics in the area, ensuring national security and defense; promptly completing the Project dossier for the People's Committee of Bac Giang province to submit to the Prime Minister for consideration according to regulations./.
