Provincial People's Committee Symposium in February: Voting to approve the organizational structure of specialized agencies under the Provincial People's Committee after reorganization and some important contents

On the morning of February 19, the People's Committee of Bac Giang province held a thematic conference to discuss and vote to approve a number of contents on the draft Decision of the Provincial People's Committee on approving the organizational structure of specialized agencies under the Provincial People's Committee after the reorganization; merging 2 units under the People's Committee of Bac Giang city, the Project into 01 unit under the Provincial People's Committee and the Resolution of the Provincial People's Council on Regulations on the level of support for the protection and development of rice-growing land, etc. Comrade Nguyen Viet Oanh - Chairman of the Provincial People's Committee chaired the conference.

Attending the conference were comrades: Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Mai Son - Permanent Vice Chairman of the Provincial People's Committee; Phan The Tuan - Vice Chairman of the Provincial People's Committee; comrades of the Provincial People's Committee and representatives of leaders of departments, branches and agencies of the province.

At the conference, the leaders of the Department of Home Affairs presented the draft Decision of the Provincial People's Committee on approving the organizational structure of specialized agencies under the Provincial People's Committee after the reorganization; Project to establish the Provincial Land Fund Development Center under the Provincial People's Committee; Merging the Construction Investment Project Management Board No. 2 and the Construction Investment Project Management Board under Bac Giang city; Merging the Land Fund Development Center, Industrial Cluster No. 2 and the Land Fund Development Center and Industrial Cluster under Bac Giang city; Resolution of the Provincial People's Council on the level of payment for the State to supplement the lost rice-growing land area or increase the efficiency of rice-growing land use; principles, scope, support levels, and use of funding sources for protecting and developing rice-growing land in Bac Giang province.

Regarding the draft Decision of the Provincial People's Committee on approving the organizational structure of specialized agencies under the Provincial People's Committee after the reorganization, the leader of the Department of Home Affairs said that after the reorganization, the Provincial People's Committee will have 12 specialized agencies, including the Departments of: Finance; Construction; Agriculture and Environment; Science and Technology; Home Affairs; Provincial People's Committee Office; Ethnicity and Religion; Health; Education and Training; Industry and Trade; Culture, Sports and Tourism; Justice.

Speaking about this content, Chief of Office of the Provincial People's Committee Le Tuan Phu said that through the assessment of the submitted contents, it was complete according to regulations; regarding the format and form of the submitted documents, the submitted documents were in accordance with regulations; however, regarding the content, it continued to review and edit the sentences and words for accuracy in spelling; the submitted documents ensured consistency and legality with current regulations; and at the same time, it was based on the practical situation of the locality. He requested the Department of Home Affairs to regularly contact the Government Steering Committee on the summary of Resolution 18 to update the direction on the arrangement of the Inspection sector, and promptly advise on adjustments (if any). Regarding the submitted documents, the Office of the Provincial People's Committee agreed and requested the Chairman of the Provincial People's Committee to approve this meeting.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Viet Oanh requested the Department of Home Affairs to receive, edit and complete the review opinions.

The Chairman of the Provincial People's Committee emphasized that after making a decision, agencies, departments and branches must pay attention to selecting cadres, arranging cadres, and internal organizational structures to ensure objectivity, impartiality and compliance with regulations; selecting leaders of departments and units who are capable, ensuring transparency. At the same time, pay attention to promptly resolving regimes and policies for cadres according to Government regulations. The Department of Home Affairs regularly updates information from the Government Steering Committee to make timely adjustments.

He requested departments and branches to focus on urgently arranging and preparing conditions to stabilize the organizational apparatus; ensuring effective, smooth operation without interruption of work, especially one-stop departments.

Next, the leader of the Department of Home Affairs presented: The project to establish the Provincial Land Fund Development Center under the Provincial People's Committee, accordingly, the Provincial Land Fund Development Center under the Provincial People's Committee will be established on the basis of reorganizing the Land Fund Development and Archive Center under the Department of Natural Resources and Environment; merging the Inter-agency Housing Management Board and Student Housing under the Department of Construction.

Merge the Construction Investment Project Management Board No. 2 and the Construction Investment Project Management Board of Bac Giang city into the Bac Giang City Construction Investment Project Management Board, a public service unit under the People's Committee of Bac Giang city. Provide public services, serve state management in the field of construction economy in Bac Giang city.

Merge the Center for Land Fund Development and Industrial Cluster No. 2 and the Center for Land Fund Development and Industrial Cluster of Bac Giang city into the Center for Land Fund Development and Industrial Cluster of Bac Giang city, performing the function of providing public career services, serving state management in the city in the field of economic resources and environment; is a public career unit under the People's Committee of Bac Giang city.

The leaders of the Department of Finance presented the Draft Resolution of the Provincial People's Council on the level of payment for the State to supplement the lost area of specialized rice-growing land or increase the efficiency of rice-growing land use (hereinafter referred to as the money for protecting and developing rice-growing land); principles, scope, support levels, and the use of funds for protecting and developing rice-growing land in Bac Giang province. This Resolution replaces Resolution No. 11/2016/NQ-HDND dated July 5, 2016 of the Bac Giang Provincial People's Council on the level of payment for protecting and developing rice-growing land in the province.

At the conference, delegates agreed and voted to approve the above contents. At the same time, they unanimously voted to approve a number of draft documents: Decision to abolish Decision No. 29/2024/QD-UBND dated September 27, 2024 of the Provincial People's Committee amending and supplementing a number of articles of the Regulation on functions, tasks and powers of a number of specialized agencies under the People's Committee of Bac Giang province; Decision to specify the functions, tasks and powers of the Departments: Home Affairs; Finance; Construction; Agriculture and Environment; Science and Technology; Culture, Sports and Tourism; Education and Training; Health; Ethnicity - Religion; Industry and Trade; Justice and the Office of the Provincial People's Committee.

Leaders of the Provincial People's Council and People's Committee presented flowers to congratulate the comrades who applied for early retirement.

On this occasion, to facilitate the implementation of the Central Committee's policy on innovation and reorganization of the political system, comrades Tran Quang Tan - Director of the Department of Industry and Trade; Tran Minh Chieu - Director of the Department of Information and Communications requested early retirement from March 1.
