On February 21, the Government held an online conference with localities to implement the Central Committee's Conclusions and the National Assembly's and Government's Resolutions on economic growth. Prime Minister Pham Minh Chinh chaired the conference at the Central bridge. Also attending were Deputy Prime Ministers and representatives of leaders of ministries, branches, agencies and central units.
At the Bac Giang bridge, comrades: Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Viet Oanh - Chairman of the Provincial People's Committee chaired the conference. Also attending were Vice Chairmen of the Provincial People's Committee: Pham Van Thinh, Phan The Tuan; representatives of leaders of departments, branches and units in the province.
Many drivers for economic growth
At the conference, the leader of the Ministry of Planning and Investment said that in 2024, Vietnam's GDP will reach over 470 billion USD, with per capita income of about 4,700 USD. In 2025, in the context of the forecast situation, there will be opportunities, advantages, difficulties and challenges intertwined, which can have a significant impact on economic growth. To create momentum, position and force for double-digit growth in the coming years, in 2025, the whole country must strive for GDP growth of at least 8%.
In 2025, ministries, branches and localities will have many growth drivers such as: The country's achievements after 40 years of innovation; lessons learned in directing and managing growth have been summarized and drawn by the Central and Government; many new thinking, new ways of doing things, new institutions, breakthroughs and flexible, synchronous and creative policies and solutions in implementation in localities; completing the arrangement of the apparatus organization towards streamlining, compactness, effectiveness and efficiency...
According to the leader of the Ministry of Planning and Investment , the Government conference with localities aims to review and promote the implementation of tasks and solutions, ensuring the achievement of the 8% growth target in 2025, creating the premise for double-digit growth in the coming period.
Discussing at the conference, delegates said that economic growth is a particularly important but also very difficult task, requiring the drastic, synchronous, joint efforts and consensus of the entire political system, business community and people nationwide. To achieve the growth target of over 8%, according to delegates, there must be synchronous development and growth of all sectors and fields. At the same time, promoting the growth drivers of digital economy, green economy, circular economy, knowledge economy, exploiting new development spaces... Through analyzing the difficulties and obstacles, delegates also proposed many solutions that need to be focused on and resolved soon, creating momentum for economic growth.
Bac Giang determined to achieve double-digit economic growth
Speaking at the Bac Giang Provincial People's Committee bridge, Chairman of the Provincial People's Committee Nguyen Viet Oanh emphasized that in 2025, Bac Giang province determined that this would be the year to accelerate and break through to the finish line of the 5-year Socio-Economic Development Plan 2021-2025, consolidate new development foundations, and not "miss a beat" in implementing the Socio-Economic Development Plan for the period 2026-2030. Therefore, the province continues to be determined to build a scenario of double-digit economic growth of 13.6%.
Chairman of the Provincial People's Committee Nguyen Viet Oanh said that the province has a lot of room to implement the double-digit economic growth scenario. In particular, the positive signal is that the province's economy has always maintained a double-digit growth rate from 2022 to present, with an estimated growth rate of about 14.1% in the 2021-2024 period. The province also has many advantages in developing the fields of agriculture, industry, services, tourism, etc. In particular, in recent years, the province has received foreign investment capital and continued to maintain a high growth rate, with a number of high-value industrial production sectors ensuring production orders for the whole year of 2025.
To achieve the growth target of 13.6% by 2025, Bac Giang province has issued quarterly growth plans and scenarios, assigning specific tasks to agencies, units, and localities associated with the time and tasks of the leaders.
Chairman of the Provincial People's Committee Nguyen Viet Oanh proposed that the Prime Minister allow the province to study and adjust the overall planning of Bac Giang province in 2025. Because Bac Giang province is the first province to have its planning for the 2021-2030 period with a vision to 2050 approved by the Prime Minister; while many regional, sectoral, and national planning were approved after the provincial planning.
The Prime Minister is requested to pay attention to directing the early study of investment in the Hanoi - Lang Son railway line in the period of 2025-2030 and create favorable conditions for Bac Giang as well as neighboring provinces to invest in urban railway systems connecting with Hanoi's urban railway system. The Ministry of Transport is requested to pay attention to directing the acceleration of the implementation of the Xuong Giang and Cam Ly bridge construction projects to soon remove traffic congestion in the locality.
Chairman of the Provincial People's Committee Nguyen Viet Oanh said that the province has identified investment in science and technology development, innovation, and digital transformation as a key factor, a top priority solution, creating new development momentum and a breakthrough in growth. Currently, the province has prepared the ground, the ecosystem for electronics industry, manufacturing and processing, science and technology development, and innovation.
Therefore, the province hopes that the Prime Minister, Deputy Prime Ministers, Ministries, departments and branches will consider establishing research and testing centers and national key laboratories in the province; pay attention to supporting the introduction of reputable investors in the fields of logistics, semiconductor industry, research and development to build the province's semiconductor industrial ecosystem...
High determination, great effort, drastic action, complete growth target
Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the reports and recommendations of ministries, branches and localities. The Prime Minister assigned relevant ministries and agencies to synthesize and absorb the opinions, promptly complete and submit to the Prime Minister for issuance of a Directive for implementation. The Prime Minister also commended Bac Giang and Quang Ninh provinces for setting high growth targets, of which Quang Ninh set a target of 16%, higher than the target assigned by the Government (12%).
Faced with many difficulties and challenges in the world and the region, directly affecting the country's economic growth target, the Prime Minister requested ministries, branches and localities to be highly determined, make great efforts, take drastic actions, focus on key points, complete each task; assign tasks to ensure clear people, clear work, clear responsibilities, clear time, clear products; continue to do a good job of inspection, control and supervision.
Promote the proactiveness, positivity, and self-responsibility of local authorities at all levels, ensuring timely resolution of difficulties and problems and best serving the people and businesses. Improve the effectiveness of coordination between levels, sectors, and localities, especially for inter-sectoral and inter-regional issues; proactively propose solutions to issues beyond their authority.
Continue to improve institutions, improve the effectiveness of law enforcement; ensure a streamlined, effective and efficient apparatus; promote administrative reform and digital transformation. By 2025, strive to disburse public investment capital to over 95%; maintain macroeconomic stability, control inflation; ensure social security; strengthen natural disaster prevention and control, respond to climate change; further promote the prevention and control of corruption, negativity and waste; strengthen foreign affairs, international integration, maintain a peaceful, stable, cooperative and developing environment.../.
