Economic - Budget Committee of the Provincial People's Council: Reviewing the contents submitted to the 19th session of the Provincial People's Council

At the working session, members of the Economic - Budget Committee of the Provincial People's Council approved 12 contents of the review. The majority of delegates agreed with the contents of the drafts. However, there were some contents that needed to be adjusted and supplemented.

Specifically, for the draft Resolution on the list of projects allowed to change the purpose of using rice-growing land to other purposes in Tay Ninh province in 2025 - phase 1, the total number of projects allowed to change the purpose of using rice-growing land to other purposes under the authority of the Provincial People's Council in this phase is 18 projects, with a total area of ​​35.99 hectares.

The Economic - Budget Committee of the Provincial People's Council has comments on the project "High-quality inter-level education complex". This is a project that must change the land use purpose, has an area of ​​rice land to auction land use rights, bid to select investors to implement projects using land, however, the project has not yet ensured land recovery procedures according to the provisions of Article 80 of the 2024 Land Law (the project has not yet had a decision approving the investment policy, and at the same time approving the investor).

Therefore, the Economic - Budget Committee proposed that the Provincial People's Committee not include this project in the list of projects allowed to change the purpose of rice-growing land to other purposes this time.

The Economic - Budget Committee also requested the submitting agency to clarify the suitability of current rice land use targets in the province, including clarifying the land use targets for rice cultivation that the province has implemented and plans to implement for key projects and works in the province by 2025, expected to 2030.

When allocating the permitted quota for converting rice-growing land to other purposes, the Committee recommends that the Provincial People's Committee prioritize the allocation of rice-growing land to implement key projects of the province, which are expected to be implemented in the near future.

Regarding the draft Resolution adjusting and supplementing the medium-term public investment plan for the 2021-2025 period, local budget sources, the total medium-term investment capital plan from local budget sources for the 2021-2025 period after adjustment is about 19,850 billion VND (the total medium-term investment capital plan before adjustment is about 19,900 billion VND, adjusted down by about 49.5 billion VND).

Of which, the adjusted medium-term investment capital from the provincial budget is about 15,339 billion VND, allocated to sectors, fields, districts, towns and cities.

Adjust the medium-term public investment capital plan for the 2021-2025 period of 7 projects by about VND 210.8 billion to supplement the increased capital plan for the projects.

The Standing Committee of the Provincial People's Council has approved the adjustment and supplementation of the medium-term public investment plan from the source of increased revenue and expenditure savings of the provincial budget in 2024, transferred to 2025, adding about 517 billion VND to the medium-term public investment plan to supplement the list and capital level for 5 projects: road to Ben San Residential Area; DT781 section from Su 5 intersection to Tam Hap intersection; upgrading and expanding Pham Hung Street (section from Nguyen Van Cu to National Highway 22B); Chiu Liu Street; upgrading internal roads in the resettlement area of ​​Trang Bang Industrial Park.

Regarding the draft Resolution on adjusting and supplementing the 2025 public investment plan - local budget source. Adjusting down the 2025 capital plan assigned to the Tay Ninh City Wastewater Collection and Treatment System Project Phase 1 - the budget deficit source to supplement the 2025 capital plan for the Mekong Sub-region Urban Development Corridor Project in Moc Bai, Tay Ninh province is 0.001 billion VND.

Adjusting the capital plan for 2025, assigned to 9 projects that are unlikely to fully disburse the assigned capital of about 255.2 billion VND to supplement and increase the capital plan for projects and targets.

Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Thi Kim Quyen requested that the drafting agencies, departments and branches receive and coordinate with the committees of the Provincial People's Council to supplement and complete the content of the submissions and draft resolutions to submit to the upcoming 19th session of the Provincial People's Council.
