Building Trang An into the center of the Heritage City

The Ninh Binh Provincial Party Committee has set out the determination to build Ninh Binh into a Millennium Heritage City and a centrally-governed city by 2035. It can be said that this is a goal consistent with the potential of the ancient capital of Hoa Lu and the general development trend around the world.

Currently, the vestiges of the ancient capital Hoa Lu in Truong Yen commune, Hoa Lu district (Ninh Binh) are one of the four core areas of the Trang An Scenic Landscape Complex with two outstanding cultural and natural factors, recognized by UNESCO as a World Cultural and Natural Heritage in 2014.

This is also the first and only dual World Heritage Site in Southeast Asia. Trang An Scenic Landscape Complex currently has 429 relics, including 2 special national relics, 21 national relics and 36 provincial relics, distributed throughout 18 communes and wards. This was the first capital of Dai Co Viet state, containing many famous historical and religious relics, unique natural and cultural values.

Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee - said that on August 23, 2023, the Ninh Binh Provincial Party Committee issued a Resolution on the arrangement of district and commune-level administrative units in Ninh Binh province for the period 2023 - 2030, in which the goal is to merge Ninh Binh city and Hoa Lu district by 2025, and at the same time arrange the subordinate commune-level administrative units, associated with shaping the nature of the new administrative unit after the merger as "Ancient Capital - Heritage Urban Area", based on unique values ​​of natural geography - ecology, culture - history, and possession of World Cultural and Natural Heritage.

“The determination to build Ninh Binh province into a typical Millennium Heritage City and become a centrally-governed city by 2035 is a goal that is consistent with the potential of Ninh Binh land and the general development trend around the world,” said Mr. Ngoc.

Also according to Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc, since Trang An was honored as a World Heritage Site, the provincial State management agency has fully implemented UNESCO's recommendations, from consolidating the organizational apparatus and enhancing the role, functions and tasks to supplementing human resources, training and improving the quality of the heritage management staff; developing and promulgating legal documents and regulations to protect world heritage sites; developing and implementing Management Plans; planning and investing financial resources to implement projects to protect, restore, embellish and prevent risks of negative impacts and influences at world heritage sites.

In particular, the development of infrastructure, services, tourism; strengthening scientific research work... are focused. Thereby, contributing to raising awareness of the importance of protecting and promoting heritage values ​​in Ninh Binh, making a practical contribution to the construction and development of the country and locality, changing the face of many rural areas in the heritage area.
