On the afternoon of February 6, Prime Minister Pham Minh Chinh - Chairman of the National Committee on Digital Transformation chaired the 10th Meeting (in the form of online nationwide) to summarize the activities of the National Committee on Digital Transformation (ĐS) and Project 06 in 2024, directions and key tasks in 2025. Attending at the Central bridge were Permanent Deputy Prime Minister Nguyen Hoa Binh; representatives of leaders of ministries, branches, agencies and central units.

At the Bac Giang bridge, Chairman of the Provincial People's Committee Nguyen Viet Oanh - Head of the Provincial Steering Committee for Digital Transformation chaired the conference. Attending the conference were members of the Provincial Steering Committee for Digital Transformation; members of the Working Group of Project 06 provinces; representatives of leaders of a number of agencies and units of the province.
In 2024, Vietnam will rise to 71st place out of 193 countries in the United Nations e-Government rankings (announced in September 2024), up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with an e-Government Development Index (EGDI) at the "Very High" level. The rate of households with fiber optic internet reached 82.4%, exceeding the set target. The rate of online records nationwide reached 45%, up 2.5 times compared to 2023.
Regarding the digital economy, by 2024, the country's retail e-commerce revenue will reach 25 billion USD, an increase of about 20%. Vietnam is among the top 10 countries with the highest e-commerce growth rate in the world. The annual growth rate of cashless payments increases by more than 50%, leading Southeast Asia.
Regarding digital society, the whole country has over 55.25 million activated VNeID accounts, exceeding the target of 40 million user accounts in Project 06/CP; 90% of people participating in insurance have electronic health books; 100% of students have digital learning records; 100% of hospitals, public health centers, and higher education institutions implement cashless payments.
With the theme “Comprehensive digital transformation to develop the digital economy, creating new momentum for economic growth”, in 2025, the National Committee on Digital Transformation will focus on directing the implementation of comprehensive digital transformation in all sectors and fields, contributing to achieving the economic growth target of 8-10%.
Discussing at the conference, representatives of leaders of ministries, branches and localities focused on analyzing the existing problems and limitations in the implementation of digital transformation and Project 06. According to the delegates, in 2024, although the rate of online records nationwide increased 2.5 times compared to 2023, the rate is still not high (reaching 45%). The deployment of national databases is still slow. People's digital skills are not uniform, especially people in rural, mountainous and disadvantaged areas do not have much access to digital services. Cybersecurity faces many challenges, online fraud, transnational high-tech crimes, increasingly complex cyber attacks, etc. Thereby, the delegates proposed many key solutions to continue implementing digital transformation to create breakthroughs, determined to complete the set digital transformation targets and tasks.
At the conference, Prime Minister Pham Minh Chinh and Permanent Deputy Prime Minister Nguyen Hoa Binh, along with representatives of ministries, branches and units, pressed the button to activate the health sector data coordination system.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts, attempts and achievements of ministries, branches and localities; the drastic direction of the members of the Steering Committee for Digital Transformation and Project 06 has made many positive and important contributions to the overall success of the whole country.
Based on a number of contents and tasks that have been completed, the Prime Minister emphasized the key issues of digital transformation that need to be implemented in 2025, including the need to diversify the content, form and implementation results, continue to apply science and technology to digital transformation, serving people and businesses.
Closely follow the world, domestic and practical situation; respond to policies promptly and effectively. Continue to promote decentralization and delegation of authority, along with resource allocation, combined with strengthening inspection, supervision and control of power; promote the responsibility of leaders. Effectively use monitoring and evaluation tools in direction and administration activities; effectively carry out policy communication work to gain consensus among people and businesses.
The Prime Minister also requested ministries, branches, units and localities to further raise awareness of the role, position, importance and influence of digital transformation and Project 06 on the development of the country. Implement solutions to develop synchronized data from the central to local levels, including national databases, databases of ministries, branches and localities. In 2025, focus on directing and operating the administrative apparatus from the central to communal levels to ensure 100% use of digital signatures in the network environment.
Members of the Steering Committee promote their leadership and direction roles, complete the tasks of digital transformation and Project 06 in 2025. Continue to review, innovate methods and ways of working and promote the roles and responsibilities of leaders in the spirit of clear people, clear work, absolutely do not push the issue, promote the removal of difficulties and obstacles, especially land databases for people and businesses, do not waste resources...

Speaking at the Provincial People's Committee bridge, Chairman of the Provincial People's Committee Nguyen Viet Oanh requested relevant departments and branches to closely follow the Central Government's directive documents on digital transformation, review the tasks managed by the branches and units, and have plans and implementation plans so that digital transformation work in the province continues to be effective in the coming time . The Department of Information and Communications coordinates with telecommunications units to expand 5G coverage so that digital transformation work in the province is smooth, especially in the implementation of administrative procedures and the management of records of state agencies and units. Focus on updating population data and administrative boundaries in merged and separated areas, without affecting the implementation of administrative procedures of people and businesses./.
