On July 26, Deputy Minister of Agriculture and Rural Development (MARD) Nguyen Quoc Tri chaired an online conference with localities on removing difficulties in the forestry sector (regarding changing forest use purposes, reforestation, forestry planning) to implement key national projects in the transport sector.
Comrade Nguyen Trung Thao, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference at Cao Bang bridge. Attending were leaders of the Department of Agriculture and Rural Development, the Forest Protection and Development Fund, and the Provincial Traffic Construction Investment Project Management Board.
Cao Bang currently has a total forest and forestry land area of 547,035.51 ha, accounting for 81.6% of the province's natural area, of which the forest land area is 380,099.04 ha (natural forest 358,391.41 ha, accounting for 94.3% of the forest land area); planted forest 16,840.89 ha, accounting for 4.4% of the forest land area; planted forest not yet formed into forest 4,866.74 ha, accounting for 1.3% of the forest land area.
In the period of 2022 - 2030, the expected area of forest use conversion in the province is about 3,918.36 hectares, of which 19.60 hectares are planned for special-use forests, 1,887.50 hectares are planned for protection forests, 1,988.41 hectares are planned for production forests, and 12.85 hectares are natural forests outside the forestry planning. The forest areas in need of conversion are mainly for the construction of the province's transport infrastructure, mountainous transport, remote areas with difficult travel conditions, and key socio-economic development projects of the province. From 2019 to present, the province has 6 project groups that need to change the purpose of forest use to other purposes with a total proposed area of 345.18 hectares (planned protection forest 87.2 hectares, production forest 249.78 hectares, natural forest outside the planning 8.2 hectares).
However, during the implementation, the data on the three types of forests of the forestry sector and the land data of the natural resources and environment sector were inconsistent. When specifically identifying the names and numbers of land plots and forest lots, there were inconsistent results in the application for conversion of forest use purposes. The national target program mostly affects the area of natural forests. During implementation, many difficulties were encountered, hindering the socio-economic development of the locality, especially the transportation system for ethnic minorities in mountainous, remote and isolated areas of the province. The appraisal of the application for conversion of forest use purposes to other purposes (natural forests) under the authority of the Prime Minister took a long time, thus not ensuring the progress of implementation as well as disbursement of projects in the province. Difficulties in implementing Circular No. 25/2022/TT-BNNPTNT dated December 30, 2022 of the Ministry of Agriculture and Rural Development regulating replacement forestation when converting forest use to other purposes...
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Trung Thao proposed: The Ministry of Agriculture and Rural Development reports to the Prime Minister for consideration and decentralization to the Provincial People's Council to decide on the policy of converting the purpose of using natural forests to other purposes with an area of less than 20 hectares for urgent projects and important socio-economic development projects of the locality. For urgent traffic projects that have impacted natural forests, but have not been implemented in time or have not fully implemented the process and procedures for converting the purpose of using forests, it is recommended that the Ministry of Agriculture and Rural Development propose to the Government to allow the Provincial People's Committee to complete the procedures for converting the purpose of using forests and replanting forests according to regulations.
At the conference, delegates discussed and made recommendations to the Ministry of Agriculture and Rural Development on difficulties and problems related to the forestry sector (change of forest use purposes, replacement forest planting, forestry planning) to implement key national projects in the transport sector...
In his concluding remarks, Deputy Minister of Agriculture and Rural Development Nguyen Quoc Tri requested the Forestry Department to continue working with localities related to the issue of converting forest land use purposes. In the coming time, the Ministry of Agriculture and Rural Development will continue to accompany and remove difficulties and obstacles in the process of converting forest land use purposes in localities in accordance with legal regulations. Localities need to properly implement the adjustment of 3 types of forests, especially adjusting the time, content, and procedures for adjustment. Localities should review the forest planting area, especially the location of forest planting, the unit price of forest planting... and amend a number of circulars regulating forest planting support; advance funding and procedures. Provinces should soon supplement urgent projects and remove difficulties and obstacles in planting replacement forests and supplementary forests.
