The Ministry of Agriculture and Environment (MARD) is guiding civil servants, public employees and workers to complete procedures to apply for early retirement according to the provisions of Decree 178/2024 of the Government.
According to information shared by a leader of the Ministry of Agriculture and Environment with VietNamNet reporters, after the merger, out of 1,000 cadres, civil servants, and public employees who applied for early retirement, the ministry agreed to accept 3 cases from March 1. The remaining cases are currently being compiled for settlement according to the regime.
"The Ministry will provide specific instructions for each case to implement according to regulations," said the leader of the Ministry of Agriculture and Environment.
Of the total 1,000 civil servants, public employees and workers who applied for early retirement, 717 people (subject to the adjustment of Decree 177 and 178) have submitted their resignation applications. In addition, 283 people have expressed their wish to apply for early retirement (if funding is available).
Of these, there were 596 cases of early retirement (including 195 civil servants, 315 public employees and 86 workers) and 121 cases of resignation. Of the total 717 people with applications, there were 1 head-level leader, 6 deputy leaders of units under the Ministry, 1 Chairman of the Ministry's Trade Union, along with 65 department heads, 111 deputy department heads and other equivalent positions in and directly under the Ministry.
Supplementing policies for civil servants in public service units
Regarding the policy of allowing people to retire early to streamline the apparatus, the Ministry of Home Affairs has submitted to the Government a draft Decree amending and supplementing Decree 178/2024 of the Government, including adding regulations on implementation costs in public service units when civil servants and employees retire early.
This draft not only expands the scope and beneficiaries but also adjusts regulations related to civil servants and employees in public service units.
Specifically, for public service units that are autonomous in regular and investment expenditures, as well as units that are autonomous in regular expenditures, the funds to resolve policies and regimes will be taken from revenue from the unit's career activities and other legal sources of revenue.
In case public service units self-insure regular expenses ordered by the State through service prices but the service prices do not include all the constituent elements to resolve policies and regimes as prescribed in this Decree for civil servants, the source of funding to resolve policies and regimes shall be provided by the State budget.
The draft Decree amending and supplementing Decree 178 adds regulations for those working within the payroll quota and receiving salaries from the state budget at associations assigned by the Party and State at the central and local levels to directly arrange the organizational apparatus, the funding for resolving policies and regimes will be provided by the state budget.
In addition, administrative organizations that are subject to special financial mechanisms such as public service units until December 31, 2024 will have their funding source for policy and regime settlement provided by the state budget.
