The Standing Secretariat has signed the Politburo's Notice on adjusting the scope and subjects of policy application for cadres, civil servants... in implementing the organizational arrangement of the political system.
On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed the Notice of Conclusion No. 75-TB/TW dated March 7, 2025 of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Specifically, at the meeting on February 20, 2025, after listening to the Government Party Committee's report on adjusting the scope and subjects of application of Decree No. 178/2024/ND-CP, dated December 31, 2024 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system (Submission No. 08-TTr/DU, dated February 13, 2025); opinions of agencies, the Politburo discussed and concluded as follows:
Basically agree on the policy of adjusting the scope and subjects of application of Decree No. 178/2024/ND-CP, dated December 31, 2024 of the Government; To address some shortcomings in policies and regimes, the Politburo agreed to make adjustments to the following groups of subjects: Cadres who are not old enough to be re-elected or re-appointed and cadres who are old enough to be re-elected or re-appointed to the same-level Party Committee with a working period from the date of the congress starting from 30 to 60 months are old enough to retire and cadres who are participating in Party Committees in Party Committees must end their activities and consolidate the organization and apparatus, and have 60 months or less are old enough to retire, and who wish to retire early to create conditions for personnel arrangement and are approved by competent authorities (stipulated in Clauses 1, 2, 3, 4, Article 2, Decree No. 177/2024/ND-CP, dated December 31, 2024 of the Government).
Cadres, civil servants, public employees, and workers receiving salaries from the state budget according to the provisions of the labor law before January 15, 2019 who have 5 years left until retirement age in public agencies and units of the Party, the State, and socio-political organizations from the central to district levels and the armed forces are not directly affected by the reorganization of the apparatus but must implement streamlining of the payroll, streamlining the apparatus, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees of the political system.
People working within the payroll quota and receiving salaries from the state budget at associations assigned tasks by the Party and State at the central and local levels due to the direct impact of the implementation of organizational arrangement, consolidation and merger.
The Politburo assigned the Government Party Committee to absorb the Politburo's opinions and direct the Ministry of Home Affairs to carefully review the provisions of the Decree to make reasonable adjustments to thoroughly resolve problems arising in practice and feasibility during implementation, ensuring consistent implementation of policies, in line with objectives, creating favorable conditions for the implementation of organizational arrangements of the political system; retaining qualified, capable and talented people, streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees to meet the requirements of national development tasks.
Based on the policy of the Politburo, the Government Party Committee urgently directed the institutionalization for implementation.
Agencies, units and localities strengthen political and ideological education, propaganda work, public opinion orientation, creating consensus and unity in organization and implementation.
