(Dan Tri) - Ho Chi Minh City has implemented regulations on additional income payments for officials, civil servants and public employees since 2018, for more than 7 years now. Thanks to that, the quality of the state apparatus in all fields has been improved.
Income growth factor changes every year
According to the report of the Department of Home Affairs of Ho Chi Minh City, on March 16, 2018, the People's Council of Ho Chi Minh City passed Resolution No. 03/2018/NQ-HDND on promulgating regulations on additional income for cadres, civil servants, and public employees in the state management sector, socio-political organizations and public service units managed by the city.
This is the first time the policy of increasing income for officials has been implemented. Accordingly, officials, civil servants and public employees are entitled to additional income based on the results of quarterly evaluation and classification from the level of completing tasks well or better.
The maximum coefficient for implementing additional income expenditure in 2018 is 0.6 times the salary according to the grade, level, and position. In 2019, the maximum coefficient is 1.2 times.

In 2020, under the impact of the Covid-19 pandemic, the city reduced the income increase coefficient. Accordingly, cadres, civil servants and public employees with a salary coefficient above 3.0 will have their maximum income increase coefficient adjusted for 2020 from 1.2 times to 0.6 times; cases with a salary coefficient of 3.0 or less will be reduced to 0.8 times.
On August 24, 2021, the People's Council of Ho Chi Minh City passed Resolution No. 13/2021/NQ-HDND, deciding that from July 2021 to the end of December 2021, cadres, civil servants and public employees will enjoy an additional income of 1.0 times. Particularly for cadres, civil servants and public employees in the health sector (from city to commune level) and cadres, civil servants and non-professional cadres at ward - commune and town levels, the maximum is 1.2 times.
On April 7, 2022, the Ho Chi Minh City People's Council passed Resolution No. 04/2022/NQ-HDND. Accordingly, cadres, civil servants and public employees will enjoy an additional income of 1.2 times in 2022 until the end of the pilot implementation period according to Resolution No. 54/2017/QH14.
In 2023, the coefficient of additional income expenditure of cadres, civil servants and public employees will be applied according to Resolution No. 27/2022/NQ-HDND of the City People's Council: Maximum is 1.8 times.
In 2023, the National Assembly issued Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, replacing Resolution No. 54/2017/QH14.
The City People's Council then passed Resolution No. 08/2023/NQ-HDND regulating the expenditure of additional income, replacing previous resolutions. This policy has been applied since July 2023.
Accordingly, in the last 5 months of 2023, for groups receiving additional income according to the coefficient, the maximum coefficient is 0.8 times. For groups receiving additional income according to a specific amount, the maximum payment is 3 million VND/person/month.
From 2024 to the end of the pilot period of Resolution No. 98/2023/QH15, the annual expenditure level will be decided by the City People's Council in the annual budget estimate.
In 2024, the City People's Council decided: For groups receiving additional income according to a coefficient, the maximum coefficient is 1.5 times; for groups receiving additional income according to a specific amount, the maximum expenditure is 3 million VND/person/month.
Improve workers' lives
The policy of increasing income under Resolution No. 08/2023/NQ-HDND is assessed more comprehensively when expanding the beneficiaries and regulating detailed assessment and classification of cadres to determine the coefficient of increased income for each cadre, civil servant and public employee.
Resolution No. 08/2023/NQ-HDND has expanded the beneficiaries of additional income to the following cases: People working in political - social - professional organizations, social organizations, social - professional organizations under the city's management; civil servants and public employees working at a number of central agencies who have made positive contributions to the city and many other subjects (such as people working under labor contracts to do support and service work...).
According to the Ho Chi Minh City Department of Home Affairs, the addition of beneficiaries of the policy has created even greater motivation for the city's cadres, civil servants, public employees and workers.
At the same time, this policy also contributes to increasing consumption and income accumulation, increasing investment capital for development; boosting growth rate, improving the city's socio-economic development index.

After 1 year of implementing Resolution No. 08/2023/NQ-HDND, the Ho Chi Minh City People's Committee assessed: "The policy of increasing income expenditure has contributed to reducing difficulties and improving the lives of cadres, civil servants, public employees and workers; inspiring the spirit of creative work, improving work efficiency, consolidating and improving the quality of the state apparatus in all fields".
According to the report, in the third quarter of 2023 and the fourth quarter of 2023, the city's actual expenditure on additional income was VND 3,922 billion. In the first quarter of 2024 and the second quarter of 2024, the city's actual expenditure on additional income was VND 6,537 billion. With this expenditure level, the city spends more than VND 1,000 billion each month to increase income for officials, civil servants, public employees and workers.
