On the afternoon of July 21, the Ministry of Planning and Investment (MPI) held a national online conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2023. Comrade Nguyen Chi Dung, member of the Party Central Committee, Minister of MPI chaired.
Attending the conference at Cao Bang bridge were leaders of the Department of Planning and Investment and a number of departments and branches.
In the first 6 months of the year, the Ministry of Planning and Investment has researched, monitored, evaluated, and closely forecasted the situation, continuing to do a good job of advising the Government and the Prime Minister on scenarios and solutions to achieve the socio-economic development goals set out. Prioritizing the building and improvement of institutions; reviewing and proposing amendments and supplements to legal documents under its management. Strengthening inspection, urging, and accelerating the disbursement of public investment capital at ministries, central agencies, and localities. Focusing on removing difficulties, promoting the improvement of the investment and business environment; developing enterprises, collective economy, and cooperatives; encouraging innovation, start-ups, and creativity. Strategic solutions for directing, operating, planning, and planning socio-economic development, public investment, ensuring macro balance, and planning targets advised by the Ministry have been highly appreciated by competent authorities.
Regarding the implementation of regional planning, the Ministry of Planning and Investment shall preside over and coordinate with relevant ministries and localities to study and develop a draft decision of the Prime Minister promulgating a plan to implement the Mekong Delta Regional Planning for the period 2021 - 2030, with a vision to 2050. For the planning of the remaining 5 regions, urgently organize the selection of planning consultants in accordance with the provisions of law and Resolution No. 61/2022/QH15 of the National Assembly. Regarding the implementation of provincial planning, up to now, 44/63 provinces have completed the appraisal, 11/63 provincial plans are in the process of appraisal, 6/63 provincial plans are in the process of completing the draft to send for comments, 1/63 provincial plans are in the process of selecting planning consultants.
Do a good job in bidding management, management of industrial parks and economic zones; promote green investment attraction, sustainable development, green growth and circular economy. Actively reform and modernize administration; the Ministry of Planning and Investment is ranked first out of 17 ministries and ministerial-level agencies in terms of digital transformation. Proactively and resolutely resolve recommendations and proposals from localities, ministries and branches. By July 10, 2023, the Ministry had completed processing 166/177 recommendations, reaching 94%.
In his concluding remarks, Minister of Planning and Investment Nguyen Chi Dung requested the entire sector to continue to effectively implement Resolution No. 01/NQ-CP dated January 6, 2023 of the Government on key tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the business environment, enhance national competitiveness in 2023 in the spirit of the management theme "Solidarity, discipline, courage, flexibility, innovation, creativity, timeliness and efficiency" with 6 viewpoints, focusing on directing and operating 11 groups of tasks, key solutions and 142 specific tasks of sectors and fields. Proactively update the situation, improve forecasting capacity to have appropriate policy advisory solutions . Timely grasp and remove difficulties and obstacles for businesses and localities. Promote disbursement of public investment capital and other investment capital sources from society, attract foreign direct investment. Promote Strongly apply information technology and digital transformation; improve the quality and efficiency of coordination between units and localities.
