The Ministry of Public Security said that through three organizational restructurings, the Ministry of Public Security has reduced 7 general departments; 82 department-level units and nearly 1,900 division-level units.
On February 28, the Ministry of Public Security held a press conference to announce Decree 02/2025/ND-CP dated February 18 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.
At the press conference, answering about the abolition of district-level police from March 1, Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel, Ministry of Public Security said that since 2018, through 3 times of rearrangement and streamlining the organizational apparatus, the Ministry has reduced 7 general departments including: 6 general departments and 1 unit equivalent to the general department level; 82 department-level units, including 55 departments, 7 people's police schools, 20 provincial-level fire prevention and fighting police units and equivalent; nearly 1,900 department-level units, including 1,207 departments, 964 district-level police units.
Mr. Tuyen said that the arrangement of two-level police comes from the new task requirements from the practical work of ensuring security and order from the conversion of working status, digital transformation, innovation and from the practical work of communal police that has basically met the requirements and tasks of ensuring security and order at the grassroots level, directly handling many administrative procedures to serve people and businesses.
According to Major General Tran Van Toan, Deputy Chief of Office of the Investigation Police Agency of the Ministry of Public Security, in order to implement the project of not organizing district-level police, the Ministry has developed a plan from February 18 to organize criminal investigation work for crime prevention and control in local police to ensure regular continuity, without interruption, and without leaving areas vacant. The Ministry of Public Security will strengthen leadership over provincial-level police; increase human resources for commune-level police, and perfect commune-level police to solve security and order issues at the grassroots level.
According to Mr. Toan, the assignment and decentralization of handling the reception of crime reports and investigation of cases and incidents that are under the authority of district-level police will be handled by provincial-level police agencies.
At the same time, the Ministry organizes investigators and investigation officers at the commune level to receive reports of crimes at the grassroots level, and at the same time carry out a number of investigative activities assigned by the provincial police. People who need to report crimes can go to the head of the commune, ward or town police department, the head of the provincial police criminal department or an agency under the Ministry of Public Security.
“For cases being handled by district-level police, the Ministry of Public Security has also issued instructions since February 7. Specifically, for cases being handled by district-level police and cases that have been suspended from investigation, the district-level police investigation agency will review, summarize the entire case, and then transfer it to the provincial-level police investigation agency for settlement in accordance with the law,” said Mr. Toan.
