Grassroots effort

Ms. Tran Thi Hang - Standing Deputy Secretary of Hiep Duc District Party Committee said that as of February 25, 2025, the whole district had 88/105 party cells under the grassroots party committees completing the organization of congresses (accounting for 83.8%).

The remaining Party cells will complete their congresses as planned by February 28 (except for the Party cells directly under the District Police Party Committee due to dissolution; the Party cells directly under the newly established Que Tan Commune Party Committee).

As a newly established locality from January 1, 2025 according to Resolution No. 1241 of the National Assembly Standing Committee, the organization of the Party cell congress under the grassroots Party Committee of Que Tan commune (Hiep Duc) was somewhat later than other localities.

Mr. Tang Van Chien - Secretary of the Que Tan Commune Party Committee said that the Party Committee has just directed the successful organization of the model congress of the Thuan An village Party cell to gain experience in implementing in the remaining 8 Party cells to focus on the commune-level congress. Regarding the Que Tan Commune Party Congress for the 2025 - 2030 term, up to now, the commune has developed a plan, established sub-committees and built and approved the draft Political Report (first time).

According to the plan, the Que Tan Commune Party Congress will be held next March. Mr. Chien said that there are difficulties in organizing the congress in the newly merged locality. In particular, there is a large surplus of cadres, and the locality is coordinating with the district's functional departments to continue to arrange and stabilize.

“Despite certain difficulties, right after announcing the decision to establish the commune, the Party Committee and People's Committee leaders thoroughly instilled in the staff a spirit of solidarity, trying to overcome difficulties with the spirit of "one person doing twice or three times as much" so that all work could go smoothly" - Mr. Chien shared.

Regarding the model congress of grassroots party committees, Ms. Tran Thi Hang said that the district chose Thang Phuoc commune to organize the model congress to gain experience in directing the entire district.

Currently, Thang Phuoc commune has completed the preparation of documents and personnel, and submitted them to the Standing Committee of the District Party Committee for comments. The Congress of Thang Phuoc commune Party Committee will take place in March 2025.

Carefully prepare for district congresses

Ms. Tran Thi Hang said that to prepare well for the 10th District Party Congress (term 2025 - 2030), the District Party Committee has established 3 subcommittees: Documents Subcommittee, Personnel Subcommittee and Organization Subcommittee to serve the congress.

The subcommittees have proactively developed regulations, plans, assigned tasks, established working groups, drafted documents, prepared personnel plans, and ensured facilities and material conditions to serve the congress.

The district also established 3 working groups to direct the organization of a model congress for the Thang Phuoc Commune Party Committee, a pilot congress to directly elect the Party Secretary for the Tan Binh Town Party Committee, and a congress of the Que Tan Commune Party Committee (newly established) for the 2025-2030 term.

Regarding the preparation for the 10th District Party Congress, the district has completed the draft Political Report and the Party Committee Review Report to collect comments in accordance with regulations. Regarding personnel work, it is being implemented according to the roadmap, focusing on developing a plan for arrangement and placement before the congress to ensure compliance with regulations.

Along with the preparation for Party congresses at all levels, the district focused on leading and directing the implementation of administrative unit arrangement; streamlining the apparatus and personnel work. Initially completing the arrangement of the apparatus and personnel to put into stable operation the new administrative unit of Que Tan commune.

“Basically, up to this point, the direction of the congress in Hiep Duc district is taking place in the right direction. In the coming time, the District Party Committee and the Standing Committee of the District Party Committee will continue to focus on leading and directing the organization of grassroots Party congresses towards the 10th District Party Congress, especially focusing on directing the organization of model congresses in March, pilot congresses in April and completing the grassroots level in early May 2025.

At the same time, carefully prepare the contents and conditions to organize the 10th District Party Congress (term 2025 - 2030) in July 2025" - Ms. Tran Thi Hang said.
