On November 10, 2023, the Government approved the Ninh Thuan Provincial Planning for the 2021-2030 period, with a vision to 2050, with a strategic vision of "Ninh Thuan - Land of Convergence of Different Values", creating different values to create economic competitiveness, exploit potentials and strengths, and create room for growth.
The planning opens up a new development space, affirming Ninh Thuan's aspirations to rise with the goal of striving by 2030, Ninh Thuan will become a province with an average income in the upper middle group of the country, developing dynamically, rapidly and sustainably with marine economy and urban economy as the driving force for growth; focusing on development in the southern region of the province to create the basis for the formation of a coastal economic zone; having a synchronous socio-economic infrastructure, high resilience to natural disasters, epidemics and effective adaptation to climate change, especially water resources need to be ensured for use, regulated, and distributed reasonably to meet socio-economic development goals.

The planning is built to ensure synchronization, unity, science, multi-dimensionality, multi-sectorality, opening the door for Ninh Thuan to develop in the new period with higher, more comprehensive and inclusive goals, pointing out the development drivers of the province. In particular, 5 breakthrough clusters are identified: energy, renewable energy; high-quality tourism; processing and manufacturing industry; high-tech agriculture; construction and real estate market and 2 new growth drivers: marine economy and urban economy. The planning focuses on developing 3 corridors including: Expressway, coastal route and expanding development along the East-West axis to create regional and inter-regional connections.
Planned as the central urban area of the dynamic urban area, Phan Rang - Thap Cham City has identified key tasks that need to be focused on. After the provincial planning was approved, the city coordinated with departments, branches, and advised the Provincial People's Committee to adjust the general planning of the city and surrounding areas in conjunction with the expansion of the city's urban space; implementing the steps to prepare and adjust the zoning plans for each ward and commune to be consistent with the provincial planning. Currently, the Provincial People's Council has issued a Resolution approving the Project to adjust the overall planning of Phan Rang - Thap Cham City to 2040, with a vision to 2050. Accordingly, the administrative boundary of Phan Rang - Thap Cham City is expanded to include Khanh Hai urban area and the area along Dam Nai in Ninh Hai district, part of the area South of Dinh River in Ninh Phuoc district, with a total planning area of about 10,054 hectares.

To implement, the planning is divided into two phases. From now until 2030, the city will focus on developing social infrastructure related to education and training, administration, trade - services, and sports. At the same time, develop coastal resort tourism projects and urban projects. From 2030 to 2040, the urban area will be expanded in two directions: East - West along National Highway 27 towards the North - South Expressway and Road 705B, developing urban areas of airports, education, and knowledge. The North - South direction will expand from the center to Dam Nai area to develop urban areas combining mixed commerce and health care.
Ninh Thuan province's planning identifies the Southern key economic zone with an area of 43,900 hectares as a new growth pole, an important driving force to promote the province's potential and advantages in terms of seaports, dry ports and logistics service centers, industrial parks, urban areas, tourism, aiming to be qualified to establish a coastal economic zone of the country by 2025. The province prioritizes the development of key areas, forming a synchronous ecosystem to create a driving force to promote the development of industrial production and processing projects and the province's pillar industries.
Comrade Chau Thanh Hai, Secretary of Thuan Nam District Party Committee, said that aiming to become the key economic zone in the South of the province, the district has mobilized resources to invest in a synchronous, modern, interconnected and multi-purpose socio-economic infrastructure system, especially traffic, irrigation and seaport infrastructure. Along with that, the district has implemented planning according to the 2024 and 2025 plans, and coordinated with the Department of Construction, Department of Industry and Trade, etc. to develop zoning plans under the Southern coastal tourism planning project of the province and the Ca Na urban planning project. Implementing the adjustment of the Ninh Thuan Province Urban Development Program for the period 2021-2025 and orientation to 2030 of the Provincial People's Committee, the district is implementing the Dam Ca Na Urban Area project invested by ACT Holdings Joint Stock Company with a total area of 64.46 hectares and a total investment of more than VND 4,490 billion.

Currently, many tourism projects in Thuan Nam district are being implemented by investors. The district is urgently completing in 2024 the following projects: Van Lam - Son Hai Road; the road connecting the North - South Expressway with National Highway 1 and Ca Na General Seaport; at the same time, carrying out procedures to invest in upgrading and expanding Route 709; the road connecting the district administrative center with Van Lam - Son Hai Road and the road connecting from the district administrative center to Ca Na Industrial Park to ensure traffic connection.
The year 2024 has passed with a good impression, a year with many important and meaningful events. The successful organization of the Conference by the Provincial People's Committee to announce the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, and to promote investment in Ninh Thuan province has paved the way for the province to move forward on the journey of creativity, innovation and development.
