The policy of exempting tuition fees for students from preschool to general education is practical support for students and parents, creating fairness in education among students in localities across the country.
At the Politburo meeting on February 28, after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus, the Politburo decided to exempt all tuition fees for students from kindergarten to high school nationwide.
Implementation time from the beginning of the new school year 2025-2026 (September 2025 onwards).
The Politburo assigned the Government Party Committee to direct the Ministry of Education and Training (MOET), the Ministry of Finance, a number of relevant ministries, branches and localities to coordinate in concretizing and seriously implementing the above decision.
No more worries about tuition fees
This is good news for all students and parents nationwide. Ms. Hoang Thi Thu, a parent whose child is studying in grade 10 at Bac Kan High School (Bac Kan province) expressed her joy and gratitude.
Ms. Thu believes that with this tuition-free policy, many children will have the opportunity to go to school and study in a better environment without worrying about tuition fees.
Receiving this good news, Pham Khanh Van, a student at Thanh Loi Secondary School (Vu Ban District, Nam Dinh Province) said that this is a very humane policy, helping to reduce the financial burden on families, especially those with low and middle incomes like her family.
Not only students and parents, but also teachers expressed their joy when the Politburo decided to exempt all tuition fees for students from kindergarten to high school nationwide.
Ms. Duong Thi Minh Tuoi, a teacher at Ba Trai Secondary School (Ba Vi District) expressed her gratitude to leaders at all levels for their concern for students from preschool to high school in all areas. This decision is truly meaningful for students in mountainous areas with many difficulties such as in Ba Vi District.
Ms. Tuoi said that currently, the school's students pay tuition fees according to the school's mountainous area, which is much lower than that of students in the district area, but given the difficult socio-economic conditions, not having to pay tuition fees is good news for the students' families. "When they don't have to spend money on tuition fees, families have more resources to take better care of their children's education," Ms. Tuoi said.

Hearing the news that the Politburo decided to exempt tuition fees for all students, Mr. Ho Tuan Anh - Principal of Quynh Phuong Secondary School (Nghe An) could not hide his joy and believed that this policy would contribute to improving the quality of education.
According to Mr. Tuan Anh, this is good news not only for students and parents but also for all those working in education.
For more than 30 years, whether as a teacher or a school administrator, Mr. Tuan Anh has always wished that our country would have enough resources to exempt tuition fees for all students from kindergarten to high school.
Mr. Tuan Anh recalls a time more than ten years ago, when he was still a homeroom teacher, every time he had to urge students to pay tuition fees, he felt guilty. Now, as a principal, Mr. Tuan Anh has often posted on his personal Facebook page to ask for tuition and health insurance money for students. "There are many cases where we are "powerless", but I am determined not to let any student drop out of school due to difficulties," Mr. Tuan Anh shared.
Therefore, Mr. Tuan Anh believes that exempting tuition fees for students is a great and very meaningful social security policy.
Talking to PV of Dai Doan Ket Newspaper, Dr. Nguyen Tung Lam - Vice President of Vietnam Association of Educational Psychology, Chairman of the Education Council of Dinh Tien Hoang High School (Hanoi) commented: "In addition to the Ministry of Education and Training issuing Circular 29/2024/TT-BGDDT regulating extra teaching and learning, today, receiving the good news that the Politburo decided to exempt tuition fees for all students from preschool to general education, I fully support it".
Dr. Nguyen Tung Lam said that this is a humane policy, contributing to the development of education, bringing happiness to all people. This policy is also suitable for the development of the country in the era of rising up.
However, in addition to the tuition-free policy, Dr. Nguyen Tung Lam expressed his opinion that the Politburo should continue to pay more attention to the investment mechanism for educational development in line with the international market economy, creating conditions for schools to be autonomous.
"In addition, I really hope the Politburo will pay more attention to the teaching staff and soon decide on teachers' salaries to attract talented people," Dr. Nguyen Tung Lam hopes.
Funding to implement the tuition-free policy for students
Regarding the budget for implementing the tuition exemption policy, on the afternoon of February 28, information from the Ministry of Education and Training said that, based on the reports of 46 provinces/cities directly under the Central Government up to the present time and recent documents and reports, the Ministry of Education and Training based on the minimum tuition fee level as prescribed in Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP of the Government to estimate the need for State budget funds to pay to implement tuition exemption for all students from preschool to high school.
Accordingly, the State budget expenditure required to implement the tuition exemption policy for the above subjects is about 30 trillion VND (if deducting the local budgets of provinces/cities that have implemented tuition exemption, the central budget will have to implement less than this amount).
In fact, the budget level that needs to be ensured will depend on the specific tuition fee level of each province/city under the Central Government, decided by the Provincial People's Council based on the Government's regulations on the floor and ceiling tuition fees.
