(Dan Tri) - The Ministry of Home Affairs will guide and urge 51 localities to implement the arrangement of administrative units at district and commune levels for the 2023-2025 period, which has been approved by the National Assembly Standing Committee.

Deputy Minister of Home Affairs Cao Huy has just signed a decision of the Minister of Home Affairs promulgating the Program of practicing thrift and combating waste of the Ministry of Home Affairs in 2025.

The program aims to synchronously and effectively implement solutions in practicing thrift, fighting waste, pushing back challenges, and striving to achieve the highest results in the tasks under the state management of the Ministry of Home Affairs.

Streamlining the apparatus; urging 51 localities to reorganize at the district level

In the decision, the Ministry of Home Affairs requested to tighten discipline in financial and budget management; strengthen management and use of public assets, ensuring compliance with standards, norms and regimes.

In particular, the Ministry of Home Affairs emphasizes focusing on arranging and handling assets, especially houses and land, associated with arranging and streamlining the apparatus.

"Complete the streamlining of the organization in accordance with the goals and requirements, associated with streamlining the payroll and restructuring the staff, civil servants and public employees in the process of merging the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs ," the decision stated.

The Ministry of Home Affairs will guide ministries, branches and localities to implement plans to reorganize the apparatus of state administrative agencies to avoid interruption or omission of work. Implement staff streamlining in conjunction with the team of cadres, civil servants and public employees according to job positions.

This year, the Ministry of Home Affairs will continue to arrange and promote autonomy for public service units of ministries, branches and localities to ensure the goals set out in Resolution No. 19-NQ/TW.

In addition, institutions and policies related to administrative organization, operating mechanisms, and policies for staff are focused on reviewing, amending, and supplementing fully.

Policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of administrative apparatus and units at all levels must be effectively implemented.

Notably, the Ministry of Home Affairs plans to guide and urge 51 localities to implement the arrangement of district and commune-level administrative units in the 2023-2025 period, which has been approved by the National Assembly Standing Committee.

At the same time, continue to review and propose plans to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023 of the National Assembly Standing Committee to proactively plan arrangements in the period 2023-2030.

Screening civil servants and public employees to streamline staffing

In addition to the 10% savings in regular expenditures to create a source for salary reform as prescribed, this year the Ministry of Home Affairs strives to save an additional 10% of regular expenditures, increasing the 2025 budget estimate compared to the 2024 budget estimate to reserve resources to reduce the state budget deficit or for urgent and arising tasks, to carry out social security tasks or to supplement increased public investment spending.

"Implement the arrangement and streamlining of the ministry's apparatus and internal organization (reduce at least 15-20% of internal organizational units, excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the consolidation plan), ensuring adherence to the requirements and orientations for arrangement and streamlining of the apparatus of the Central Steering Committee", the Ministry of Home Affairs stated.

The Ministry of Home Affairs plans to complete the development of criteria and assessment regulations and conduct a review and screening of civil servants and public employees under its management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the budget to reduce staffing according to the plan and roadmap for implementing Decree 178/2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system.

Finally, the Ministry of Home Affairs said it will promote streamlining the payroll in conjunction with reorganizing the apparatus and restructuring, improving the quality of the staff, civil servants and public employees to ensure the goal of the 2021-2026 period, the entire political system will streamline at least 5% of the payroll of cadres and civil servants and at least 10% of the payroll of public employees receiving salaries from the state budget. This is to comply with Conclusion No. 40-KL/TW of 2022 of the Politburo on improving the effectiveness of payroll management of the political system in the 2022-2026 period.

Focus on land, investment, public finance, public assets

The Ministry of Home Affairs requires the development of a plan and focus on organizing inspections of a number of key contents and areas, specifically focusing on the areas of land, investment, public finance, and public assets.

For violations discovered through inspection, examination, and audit, the head of the unit must remedy, handle, or propose and recommend measures to the competent authority. Strictly implement legal regulations on handling violations against heads of agencies, units, and individuals who allow waste to occur.

"Be determined in handling inspection and examination results to recover the maximum amount of money and assets for the State that have been violated, appropriated, misused, or wasted through inspection and examination work," the Ministry of Home Affairs stated.
