Knowing how to rely on local advantages, combined with the State's synchronous and effective support policies, the mountainous district of Mu Cang Chai (Yen Bai province) has created stable livelihoods, aroused the desire to escape poverty, helped people promote internal strength, and eliminated the mentality of waiting and relying on others.
Based on the advantages of land, climate and soil conditions, many areas in Mu Cang Chai district have formed specialized areas for concentrated production of specialty agricultural products, applying advanced organic farming processes, bringing high economic efficiency. In particular, the district focuses on exploiting the potential and strengths of culture and natural landscapes to develop tourism, create jobs, increase income, and stabilize the lives of thousands of farming households.
Mr. Le Trong Khang - Chairman of Mu Cang Chai District People's Committee said that in recent years, the district has implemented many synchronous solutions to sustainably reduce poverty, including many policies to support production development to increase productivity and enhance the value of key agricultural products. The district mobilizes people to change crop structure, implement land and forest allocation, gradually forming large-scale commodity production areas; giving many households opportunities to get rich, actively contributing to sustainable poverty reduction.
After many efforts, by the end of 2024, the poverty rate of Nam Khat commune will decrease from nearly 54% in 2020 to 12.5%, with average income per capita reaching over 42 million VND/year. To sustainably reduce poverty, commune leaders have focused on building and transferring models of growing cold-loving specialty vegetables and flowers with high economic efficiency to be widely replicated. Typically, the continuous expansion of the planting area of stone lettuce, lingzhi mushrooms and French roses... creating a concentrated specialized area of hundreds of hectares.
Mr. Thao A Phenh - Chairman of Nam Khat Commune People's Committee (Mu Cang Chai District) said that the commune has supported farmers in borrowing capital, learning a trade, converting crops and livestock, and accessing science, technology, and market information. Up to now, most of the land area for annual crops has been converted to grow high-value specialty crops, creating year-round jobs, helping people escape poverty, and gradually become rich right on their homeland.
As Secretary of the Youth Union, Mr. Giang A Sau - Hang De Dai village, Khao Mang commune is always aware of the pioneering spirit and proactively approaches community tourism. Starting from the homestay model, Mr. Giang A Sau has created a stable income of tens of millions of VND per month from many jobs: opening a homestay, performing arts, being a local tour guide, selling agricultural products... The model is widely replicated and is expected to help many young people escape poverty and become rich sustainably.
Changing the mindset of traditional farming and self-sufficiency to intensive farming, commodity production, and linking to build concentrated production areas not only helps the majority of people make the most of their advantages but also helps them escape poverty quickly and sustainably... has helped the locality reduce poor households by an average of over 8% per year over the past many years; the appearance of the countryside has changed a lot, and the quality of life of people in the highlands has improved significantly.
According to the Department of Labor, War Invalids and Social Affairs of Mu Cang Chai district, at the end of 2020, the district's multidimensional poverty rate was over 54%, and by the end of 2024 it had decreased to nearly 29%, equivalent to nearly 4,000 poor households. It is expected that the district's poverty rate will be over 23% in 2025, making it one of the few particularly disadvantaged districts with the fastest poverty reduction rate in the country.
To achieve this impressive poverty reduction result, Mu Cang Chai district has implemented many creative, synchronous and practical methods. First of all, it is necessary to do a good job of propaganda, mobilization and persuasion to liberate the mentality of waiting and relying on others; at the same time, change the thinking, awareness and actions of poor households; promote the spirit of self-reliance, self-respect, build confidence and aspiration to escape poverty.
Secretary of Mu Cang Chai District Party Committee Giang A Cau said that the most important thing is to equip knowledge and have a mechanism that is adequate and timely to support and help poor households and poor people change their awareness, thinking and actions to escape poverty; raise awareness of self-reliance, self-escape poverty, and self-registration to escape poverty, thereby eliminating the mindset of waiting and relying on others in the poor people's thinking.
“Changing mindsets, proactively striving to escape poverty is to solve the root cause of poverty and reduce the rate of poor households in a sustainable way. Only when the awareness of poverty escape, the spirit of self-reliance and daring to think and act of the poor is raised, will the support of the government be effective. Support measures such as: loans, providing seeds, farming techniques, land allocation for production, market search... will be effective” - Mr. Giang A Cau said.
Mr. Do Cong Chung - Head of the Department of Labor, War Invalids and Social Affairs of Mu Cang Chai district said that the district has improved the poor's access to production services, basic social services, and paid attention to vocational training, especially general occupations and short-term training... thereby significantly improving the awareness, capacity and responsibility of the poor in hunger eradication and poverty reduction.
