On February 28, Quang Ninh Provincial Police held a ceremony to announce the Decision of the Minister of Public Security on the functions, tasks, powers, and organization of the Provincial Police and the Decision of the Provincial Police Director on the transfer of leaders at the department and district levels according to the Project of the Central Public Security Party Committee.
At the ceremony, Quang Ninh Provincial Police organized the reception of 5 functions and tasks from departments and branches. Specifically, the task of state management of network information security from the Department of Information and Communications; the task of state management of aviation security from the Northern Airport Authority and Van Don International Airport; the task of state management of drug addiction treatment and post-drug addiction treatment management from the Department of Labor, Invalids and Social Affairs; the task of state management of testing and granting of road motor vehicle driving licenses from the Department of Transport; the task of state management of judicial records and the implementation of public services of issuing judicial records from the Department of Justice.
The parties agreed to hand over the functions, tasks, facilities, data systems, management software, technical equipment systems, and a part of the personnel in their original state, as directed by the Ministry of Public Security and other ministries and branches. The handover process must not cause disruption or affect the normal operations of agencies, organizations, and people.
Quang Ninh Provincial Police also announced the Decisions of the Minister of Public Security on dissolving the District, Town and City Police and on the organization of the Provincial Police; Decision on the transfer of 64 leaders of the Department and District Police according to the Project of the Central Party Committee of Public Security.
Speaking at the announcement ceremony, Chairman of Quang Ninh Provincial People's Committee Pham Duc An requested the Provincial Police to quickly stabilize the organization; urgently direct the immediate implementation of all aspects of work, amend and supplement the working regulations of agencies and units to ensure the full implementation of new functions and tasks. The departments and branches that have just handed over their tasks and functions to the Provincial Police continue to closely coordinate, share experiences and provide professional support; ensure that activities take place normally and effectively, especially those related to people, organizations and businesses.
Praising the merits, contributions, dedication and sacrifices of the district-level police force, Colonel Tran Van Phuc, Director of Quang Ninh Provincial Police, requested the heads of police units to maximize the role, responsibility and capacity, and expertise of leaders, commanders and officers transferred from the district-level police to the unit. At the same time, urgently stabilize the organization, immediately get to work, stick to the grassroots area, absolutely do not allow interruptions, breaks or leave the area vacant.
Functional units continue to closely coordinate with departments and branches in transferring state management functions on drug addiction treatment, criminal records, driving license testing and issuance, and information security to ensure that there are no interruptions or breaks that affect the quality of service to the people.
