Kinhtedothi - Regarding the work of adding water from West Lake to To Lich River, Chairman of Hanoi People's Committee Tran Sy Thanh said that the city's leaders have decided to urgently implement the project and assigned the Department of Construction to preside and localities to speed up the project's progress.
On the morning of December 2, Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai and Party Central Committee member, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh inspected the progress of the Yen Xa Wastewater Treatment System Project and implemented measures to clean up the To Lich River.
Also attending was Standing Committee Member of the City Party Committee, Vice Chairman of the City People's Committee Nguyen Trong Dong.
Wastewater treatment capacity 270,000m3/day and night
According to the report of the Project Management Board (PMU) for investment in construction of technical infrastructure and agriculture, the project's goal is to improve the living environment, natural ecosystem and sanitary conditions in the central urban areas of the To Lich River basin, the left bank of the Nhue River and the Lu River basin by investing in developing a drainage system to collect and treat wastewater generated by human activities in order to enhance the sustainable development of the Capital.
The scale of the project implementation, construction of a wastewater treatment system in the basin area (S2) is about 4,874ha including a wastewater treatment plant with a capacity of 270,000m3/day and night and a collection sewer system, sewer enclosure, connecting sewer system (along the two banks of To Lich River, Lu River, Ha Dong District and New Urban Area) with a total length of sewers of all types of about 41.362km, diameter from 400mm - 2,400mm.
Regarding construction, the project has been implemented since 2019 with 4 main construction packages. Right from the beginning, the project encountered many difficulties. However, with the close direction of the City Party Committee, the City People's Committee, and the participation of the city's departments and branches, the project has resolved the problems and shortcomings. Up to now, for package 01 (construction of Yen Xa wastewater treatment plant with a capacity of 270,000m3/day and night), on December 1, 2024, the Project Management Board began to organize the trial operation of the plant according to the approved environmental license.
For package 2 (construction of the sewer system for To Lich River and the main sewer), the completed volume to date has reached about 98% compared to the contract. Of which, 100% of the entire pipeline has been completed and wastewater has been brought to the Factory since May 29, 2024. Currently, the steps to restore the site are being carried out, and the entire package is expected to be completed in 2024. The Project Management Board is directing the Contractor to focus on construction to complete in December 2024.
Regarding package 3 (construction of a sewer system for the Lu River), due to the contractor's capacity not being met, the Project Management Board reported and the City approved the termination of the contract from November 2023. The Project Management Board has carried out the procedures to terminate the contract with the contractor and carried out the procedures to recover the advance payment according to regulations. Currently, the dossier is being completed to submit to the Prime Minister for approval of the policy to adjust the capital source from ODA to the City budget to ensure progress.
Package No. 4 (construction of a sewer system for part of the Ha Dong area and the new urban area) has signed an addendum to the contract extension since November 2023 and has resumed construction on-site since February 2024. Currently, about 22% of the work has been completed. The Project Management Board is focusing on urging the Contractor to speed up the progress, striving to complete it in 2025.
Regarding disbursement, in 2024, the project was allocated capital of VND 1,133 billion. To date, the project has disbursed VND 534.71 billion (47.2%). In fact, the completed construction volumes basically ensure the disbursement of all assigned capital in 2024.
The Management Board of Investment and Construction of Technical Infrastructure and Agriculture Projects also requested the City to consider two recommendations. Specifically, regarding the treatment of sludge from the project, to ensure long-term stability of the factory's operations as well as the general treatment of sludge in the City, it is recommended that the City People's Committee consider directing relevant agencies to immediately implement the Project to build a drainage waste dump in Chuong Duong commune, Thuong Tin district, Hanoi (X16) to be completed before 2030 (before the time when the Yen So C mud dump closes).
Regarding ensuring the flow of To Lich River, it is recommended that the City People's Committee consider directing the competent agencies to study the plan to add water from the Red River to West Lake and add water from West Lake to To Lich River through separate pipelines. Deployment ensures progress as committed
At the working session with relevant units and localities after Secretary of the City Party Committee Bui Thi Minh Hoai and Chairman of the City People's Committee Tran Sy Thanh inspected the field, the Management Board of Investment and Construction of Technical Infrastructure and Agricultural Works and the Hanoi Department of Construction discussed contents related to the project's sludge treatment and water supply from West Lake to To Lich River.
Concluding the meeting, Chairman of Hanoi People's Committee Tran Sy Thanh highly appreciated the Project Management Board for Investment in Construction of Technical Infrastructure and Agriculture and departments, branches and partners for their efforts to complete packages 1 and 2 of Yen Xa wastewater treatment plant.
The Chairman of the City People's Committee said that in 2022 and 2023, there were seemingly insurmountable difficulties in the project implementation process, but thanks to the efforts of all parties, factory No. 1 was completed on schedule, and package No. 2, although behind schedule, was also completed. At the same time, he hoped that packages No. 3 and No. 4 would be implemented to ensure progress as committed.
Regarding the work of adding water from West Lake to To Lich River, the Chairman of the City People's Committee said that the city's leaders have decided to urgently implement the project. At the same time, the Department of Construction was assigned to preside over departments, branches, project management boards and localities to speed up the project's progress; giving a deadline of 3 months for completing procedures and 6 months for construction.
“The project must be completed by September 2, 2025, under any circumstances or conditions,” emphasized Chairman of the City People’s Committee Tran Sy Thanh. At the same time, he noted that during the implementation of this project, special attention must be paid to the plan to protect the ecological environment, the West Lake ecosystem, and the issue of adding lake water to the To Lich River.
