Create a breakthrough mechanism for scientific and technological development
At the conference, Chief of the Office of the City Party Committee Tran Thanh Ha announced the Decision to establish Steering Committee 57 of the Hanoi City Party Committee and the Steering Committee 57 Support Team. Accordingly, Steering Committee 57 of the City Party Committee consists of 18 members and is headed by Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City Bui Thi Minh Hoai as Head of Steering Committee 57.
Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh is the Deputy Head of the Standing Committee of Steering Committee 57; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong is the Deputy Head of the Steering Committee 57, Head of the Working Group assisting the Steering Committee 57; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan is the Deputy Head of the Steering Committee 57.
The 14 members of the Steering Committee are members of the Standing Committee of the City Party Committee, Chairman of the City Fatherland Front Committee, Heads of Party Committees, leaders of the Standing Committee of the City People's Council, City People's Committee, City Party Committee Office and a number of departments.
The conference also heard the announcement of the decision to establish a Steering Committee Support Team consisting of 21 comrades with Standing Deputy Secretary of the City Party Committee Nguyen Van Phong as Team Leader.
At the conference, members of Steering Committee 57 also gave their opinions on the Draft Working Regulations of Steering Committee 57 of the City Party Committee and the Draft Assignment of Tasks to Comrades in Steering Committee 57 of the City Party Committee.
The draft Working Regulations of the City Party Committee's Steering Committee 57 are expected to include 4 chapters and 14 articles. Of which, Chapter 1 is general regulations, Chapter 2 is tasks and powers, Chapter 3 is working regime and working relations, Chapter 4 is implementation organization.
Steering Committee 57 of the Hanoi Party Committee has the tasks of researching and proposing to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee to consider and decide on policies and orientations on mechanisms, policies, and breakthrough solutions for the development of science, technology, innovation, and digital transformation in the city as a basis for implementation at all levels and sectors.
At the same time, direct, urge, coordinate with Party committees and organizations at all levels, guide, inspect, and supervise the implementation of directives, resolutions, and regulations of the Central Committee and the City Party Committee, policies and laws of the State on science and technology development, innovation and digital transformation; review mechanisms, policies, laws, and administrative procedures related to science, technology, innovation and digital transformation to request competent authorities of the City to consider, implement or recommend to the Central Committee to consider and resolve according to their authority.
The conference also gave comments on the Draft Action Program of the Standing Committee of the City Party Committee to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and digital transformation" in Party agencies, government, Vietnam Fatherland Front and socio-political organizations of Hanoi City.
Opinions emphasized that the Action Program needs to clearly demonstrate the feasibility and substance of the contents, especially to specifically identify goals and targets that are worthy, focused, and key, clarifying what is the key to creating a breakthrough in science and technology to promote Hanoi's growth to double digits in the new period. Opinions suggested the need to apply AI to improve governance capacity; organize a consulting group that plays the role of a "task force" in digital transformation. At the same time, establish a system of policy mechanisms for implementation, such as a mechanism to attract talent, a mechanism to support technology enterprises and product groups; a mechanism to encourage innovation, protect cadres who dare to think and dare to do; apply new mechanisms recently passed by the National Assembly and the 2024 Capital Law into implementation; form a venture capital fund; build a large data center...
Developing science and technology in a practical and effective way
Concluding the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested Chairman of the City People's Committee Tran Sy Thanh to preside over the completion of the Action Program of the Steering Committee based on specific comments from each member of the Steering Committee. The Office of the City Party Committee completed the Working Regulations and announced the assignment of tasks to members of the Steering Committee. Permanent Deputy Secretary of the City Party Committee Nguyen Van Phong - Head of the Steering Committee's Working Group chaired the assignment of tasks to members and immediately deployed the work to help the Steering Committee quickly deploy tasks from next week.
The Secretary of the City Party Committee emphasized that immediately after the Politburo issued Resolution No. 57-NQ/TW, the Standing Committee and the Standing Committee of the City Party Committee met to discuss and clearly identify this as an important political task, determined to take the lead and quickly implement the Resolution into the life of the Capital to ensure no delay. The Secretary of the Hanoi Party Committee pointed out that the Steering Committee has taken the initiative to develop an Action Program. Agreeing with the idea of reviving Hoa Lac High-Tech Park, the Secretary of the City Party Committee directed to focus on comprehensive investment in basic infrastructure and social infrastructure, connecting to form a complete and attractive "ecosystem" to attract both investment and workers.
