Hanoi focuses on preventing and fighting corruption and negativity from the grassroots and party cells.

Kinhtedothi - On the afternoon of January 14, the Hanoi Party Committee's Steering Committee on Anti-Corruption and Negativity (PCTNTC) met to assess the situation and results of activities in 2024; and deploy key directions and tasks in 2025.

Member of the Politburo, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai - Head of the Steering Committee chaired the meeting.

Attending the meeting were Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, members of the Standing Committee of the City Party Committee, Deputy Head of the Steering Committee and members of the Steering Committee.

Deploy tasks systematically and synchronously

Concluding the meeting, Secretary of the City Party Committee Bui Thi Minh Hoai highly appreciated the work efficiency in 2024 of the Steering Committee, members of the Steering Committee and the City Party Committee's Internal Affairs Committee - the standing body of the Steering Committee.

According to the Secretary of the City Party Committee, since the beginning of the year, the work of preventing and combating corruption, waste and negativity has been directed and implemented methodically and synchronously by the City Party Committee, the Standing Committee of the City Party Committee, and the Steering Committee of the City Party Committee, in conjunction with comprehensively promoting the work of Party building and rectification and the political system; drastically and synchronously from the city to the locality, achieving many specific results.

In particular, the Standing Committee of the City Party Committee and the Steering Committee of the City Party Committee have led and directed the serious implementation of the conclusions and recommendations of the Working Groups and Inspection Groups of the Central Steering Committee. District, town, city Party Committees, Party Committees directly under the City Party Committee; departments, agencies and branches of the City continue to well implement and summarize Program No. 10-CTr/TU dated March 17, 2021 of the City Party Committee on "Improving the effectiveness of anti-corruption work; practicing thrift and combating waste in the period of 2021 - 2025". Inspection, supervision and audit work have been strengthened, focusing on sensitive areas, prone to corruption and negativity; focusing on inspecting and strictly handling party organizations and party members with signs of violations related to cases and incidents. Synchronously combining party discipline with administrative discipline and criminal handling.

At the meeting, the City Party Committee's Steering Committee added the task of preventing and combating waste according to Regulation No. 199-QD/TW dated November 20, 2024 of the Secretariat on "functions, tasks, powers, organizational structure, working regime, and working relations of the Steering Committee for preventing and combating corruption, waste, and negativity of provinces and centrally-run cities".

The Standing Committee of the City Party Committee has deployed and completed 1 supervision (for 6 party organizations, 11 party members); 1 inspection (for 48 party organizations, 14 party members); 2 inspections when there are signs of violations (for 4 party organizations); The Steering Committee of the City Party Committee has deployed and completed 2 inspections; inspected 3 topics under the direction of the Central Steering Committee, the Standing Committee of the City Party Committee... Party committees at all levels, party organizations, agencies and units have strictly implemented the direction mechanism of the Central Steering Committee in coordinating to detect and handle corruption and negativity through inspection, supervision, investigation, prosecution, trial and execution of judgments; transferred 89 cases with signs of crime to the investigation agency for handling according to the law.

Investigation, prosecution and trial work continued to be promoted, promptly investigating and strictly handling many serious and complicated corruption and negative cases that attracted public attention. The two-level prosecution agencies of the city accepted and resolved 316 cases/661 defendants; prosecuted 219 cases/500 defendants; tried 189 cases/482 defendants at first instance for corruption and negative crimes. The City People's Court brought to first instance trial 3 cases that the Central Steering Committee on Anti-Corruption, Waste and Negative Crimes monitored and directed; the Supreme People's Procuracy assigned the City People's Procuracy to exercise the right to prosecute and supervise the first instance trial; the City People's Court tried the first instance trial.

For 54 cases and incidents under monitoring and direction, the Steering Committee agreed with the proposal of the Standing Committee of the Steering Committee to end the direction of resolving 46 cases under the monitoring and direction of the Steering Committee because the resolution has been completed according to the provisions of law or the City has no authority to resolve them. The Steering Committee continues to monitor and direct 6 cases and incidents (because 2 cases were merged into 1 case); the Party Committees of the judicial agencies continue to direct the City's prosecution agencies to resolve 1 case. The Steering Committee agreed with the proposal of the City's prosecution agencies, agreeing to put the case of "Fraudulent appropriation of property, money laundering, failure to report crimes" that occurred in Cau Giay district under monitoring and direction.

Speed up the resolution of corruption and negativity cases

Regarding the key tasks in 2025, Secretary of the City Party Committee Bui Thi Minh Hoai requested to continue to closely follow the direction of the Central Steering Committee; focus on leading and directing the promotion of anti-corruption work in the city, focusing on 8 key task groups.

In particular, the Secretary of the City Party Committee noted to continue directing the effective implementation of the Party's guidelines, the State's policies and laws on anti-corruption; fully and promptly implementing the conclusions and directions at the meetings of the Central Steering Committee, meetings of the Standing Committee of the Central Steering Committee; and the directions of the Standing Committee of the City Party Committee on anti-corruption.

Continue to thoroughly grasp and effectively implement the Politburo's regulations on power control, improve the effectiveness of solutions to prevent corruption, waste and negativity. Directive No. 24-CT/TU, dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline and responsibility in handling work in the political system of Hanoi City". Focus on directing the settlement of complaints, denunciations, reflections and recommendations on corruption, waste, negativity, prolonged complaints and denunciations; especially complaints and denunciations related to leaders and managers at all levels to prepare well for the personnel of the Party Congresses at all levels in the next term.

The Steering Committee also determined to focus on leading and directing the work of detecting and handling corruption, waste, and negativity; directing the strengthening of inspection, supervision, and examination of areas prone to corruption, waste, and negativity, and of prominent, pressing issues of public concern. At the same time, improving the effectiveness of self-inspection and inspection to detect and handle corruption, waste, and negativity within the organization; directing the continued strict implementation of the coordination mechanism in detecting and handling corruption and negativity through inspection, investigation, prosecution, trial, and execution of judgments.

“Direct and urge Party committees, Party organizations and functional agencies to handle and speed up the resolution of complicated corruption, waste and negative cases that are of public concern. Speed up the resolution of cases, investigation, prosecution and trial of corruption and negative cases under the supervision and direction of the Central Steering Committee and the City Party Committee Steering Committee” - the City Party Committee Secretary stated.

The Secretary of the City Party Committee also requested to step up propaganda and education on anti-corruption. Persistently build a culture of integrity, no corruption, waste, and negativity among cadres, party members and the people. Create strong changes in anti-corruption work according to the motto of anti-corruption from the grassroots and party cells.

At the same time, continue to direct the development of regulations on publicity, transparency and accountability in the organization and operation of agencies, organizations and units. Effectively implement regulations on controlling assets and income of people with positions and powers. Along with that, continue to direct the rectification and handling of the situation of "fear of responsibility"; handle and prevent the situation of harassment causing trouble for people and businesses in solving work...
