Indonesian President Prabowo Subianto warmly welcomed General Secretary To Lam and his wife, along with the high-ranking delegation of the Vietnamese Party and State, on their state visit to Indonesia; emphasizing that the General Secretary's visit has special significance in the year the two countries celebrate the 70th anniversary of diplomatic relations, and is a great driving force to bring the relationship between the two countries into a new stage of development, increasingly strong, deep and substantial.
The Indonesian President shared his fond memories of the country and people of Vietnam during his visit to Vietnam in September 2024; expressed his admiration for President Ho Chi Minh and Vietnam's history of fighting for independence as well as his feelings for the country and people of Vietnam. President Prabowo Subianto affirmed that the two countries have many similarities in history, fighting together against colonialism, sharing common values, which are independence, sovereignty and prosperity, happiness for the people, sharing the same vision, both hoping to become advanced, high-income countries by 2045 - the year of the 100th anniversary of the founding of the country.
The Indonesian President congratulated Vietnam on its achievements over nearly 40 years of reform, including important results in the process of socio-economic recovery and development. The President affirmed that Vietnam has always been an important partner of Indonesia in the region and that Indonesia wishes to further develop relations with Vietnam.
General Secretary To Lam expressed his pleasure in visiting the beautiful and hospitable country of Indonesia; thanked the Government and people of Indonesia and President Prabowo Subianto personally for their warm, thoughtful and fraternal welcome; and sincerely thanked President Prabowo Subianto for his special affection for President Ho Chi Minh, the country and people of Vietnam. General Secretary To Lam emphasized that Vietnam always attaches importance to and gives high priority to relations with Indonesia, a country with a leading and important role in the region. General Secretary To Lam highly appreciated the Indonesian Government for its drastic and effective implementation of many major policies in recent times, strengthening national self-reliance and development, taking people as the center, promoting its role and position in the region and the world, and actively contributing to peace, stability and development; firmly believe that Indonesia will continue to successfully implement its visions and development goals, achieving a high growth rate of 8% per year, becoming a developed country by the time of the 100th anniversary of its founding (August 17, 1945 - August 17, 2045). The General Secretary informed about the situation in all aspects of Vietnam and the whole country is striving to enter a new era, the era of the Vietnamese people's rise.
The two leaders expressed their delight at the strong development of the Vietnam-Indonesia friendship, founded by two outstanding leaders, President Ho Chi Minh and President Sukarno, over the past 70 years, becoming increasingly substantive and effective, especially after the establishment of the Strategic Partnership in 2013. Based on the solid achievements, the two sides agreed to upgrade the Vietnam-Indonesia relationship to a Comprehensive Strategic Partnership. Vietnam is Indonesia's first Comprehensive Strategic Partner in ASEAN; affirming that this is a historic event, bringing the Vietnam-Indonesia relationship into a new era of deeper, more comprehensive and substantive cooperation, for the benefit of the people of the two countries as well as peace, development and prosperity of ASEAN and the world.
General Secretary To Lam and President Prabowo Subianto agreed to continue deepening political trust between the two countries through promoting exchanges and contacts, especially at high levels, through all channels of the Party, State, Government, Parliament, people-to-people exchanges, businesses and local connections; effectively implementing bilateral cooperation mechanisms, promptly building an Action Program to effectively exploit and enhance cooperation in all fields. The two sides agreed to further promote defense and security cooperation, promote information exchange, search and rescue, and increase experience sharing in preventing and combating transnational crimes, especially online fraud, human trafficking, forced labor and terrorist threats.
General Secretary To Lam and President Prabowo Subianto agreed to expand and deepen economic cooperation; promote connectivity between the two economies in the spirit of mutually beneficial cooperation and development; remove difficulties and trade barriers, support businesses in implementing import and export activities, especially agricultural and aquatic products, striving to soon reach 18 billion USD in bilateral trade turnover in a balanced direction; promote agricultural cooperation and ensure food security; encourage and facilitate businesses of the two countries to invest in each other's markets, especially in new areas such as digital economy, green economy, energy conversion, development of electric vehicle ecosystem, e-commerce, smart delivery, digital payment, design and software processing for manufacturing plants, build new technological solutions based on AI technology, halal products. President Prabowo Subianto highly appreciated and hoped that large Vietnamese enterprises such as Vingroup and TH True Milk would continue to expand their business and investment in Indonesia.
The two sides also agreed to promote cooperation in specialized fields, expand cooperation in science and technology, innovation, information technology, towards building a digital partnership, digital economy, and strengthening cooperation in new areas such as green economy, digital economy, innovation, science and technology, and digital transformation. The two leaders agreed to promote people-to-people exchanges, especially among the younger generation, through cultural exchanges, sports, education and training, tourism, and aviation connections.
The two leaders appreciated the two countries' regular coordination and mutual support at regional and international forums and organizations, especially at ASEAN, the United Nations, the Non-Aligned Movement, etc. They affirmed their desire for the two countries to coordinate more closely within ASEAN to build a strong ASEAN, promote its central role, and strengthen solidarity within the bloc.
Discussing regional and international issues of mutual concern, the two sides emphasized the importance of maintaining peace, security, stability, safety and freedom of navigation and aviation in the East Sea; peacefully resolving disputes, not threatening or using force, resolving disputes by peaceful means, in accordance with the principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), not conducting activities that could escalate tensions, affecting peace and stability in the East Sea. The two leaders agreed to call for full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), promoting negotiations on a substantive, effective Code of Conduct of Parties in the East Sea (COC) in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, the General Secretary respectfully invited President Prabowo Subianto to visit Vietnam and invited Indonesian leaders to attend the 4th Summit on Green Growth and the Global Goals (P4G) in Hanoi next April. President Prabowo Subianto happily accepted the invitation and wished to visit Vietnam again soon.
After the talks, General Secretary To Lam and President Prabowo Subianto witnessed the exchange of cooperation documents and met with the press to inform about the results of the talks; officially announcing the upgrading of Vietnam - Indonesia relations to a Comprehensive Strategic Partnership.
