In the first 9 months of 2024, the socio-economic situation in ethnic minority areas was relatively stable, the lives of ethnic minority people were improved, security, politics and social order and safety were basically maintained. Regarding the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 (National Target Program 1719). In 2024, Dak Lak province was assigned nearly 990 billion VND. With the capital transferred from 2022 and 2023 of more than 724 billion VND, the total capital plan for 2024 is 1,714,224 million VND. By the end of August 31, 2024, nearly 418 billion VND had been disbursed, reaching 24.4% of the plan.
In the past 9 months, the Dak Lak Provincial Ethnic Committee has opened 4 training classes on ethnic languages (Ede language) in 4 districts and towns for 212 students; organized 2 working groups to study and exchange experiences in implementing the National Target Program 1719; 1 working group to study and exchange experiences on early marriage and consanguineous marriage in ethnic minority and mountainous areas in the Northern provinces; 1 training conference to improve legal knowledge and communication skills to mobilize legal advice related to marriage, population and family for 120 local legal reporters.
Regarding policies for Prestigious People, the Dak Lak province's ethnic affairs sector has implemented policies and regimes for Prestigious People in a timely, complete and guaranteed manner. Up to now, the Provincial Ethnic Committee has conducted bidding to supply the Ethnic and Development Newspaper at the end of the month and Dak Lak Newspaper for Prestigious People. At the same time, signed a contract with the Dak Lak Provincial Post Office to distribute newspapers. Issued Plan No. 36/KH-BDT dated September 12, 2024 to organize training to foster knowledge for Prestigious People among ethnic minorities in Dak Lak province in 2024. In addition, authorized by the Provincial People's Committee, the Ethnic Committee organized to bring 6 typical Prestigious People from border communes to attend the 2nd "Focus of the Village" Program in 2024.
Regarding the propaganda work on drug crime prevention and control in ethnic minority and mountainous areas, the Ethnic Minority Committee coordinated with Dak Lak Provincial Police to produce a bilingual television report "Efforts to reduce drug addicts", and coordinated with localities to organize 5 training conferences to improve knowledge on drug prevention and control in ethnic minority and mountainous areas in 2024 in 5 districts and towns.
In the first 9 months of the year, the Dak Lak Provincial Ethnic Minorities Committee guided and organized the 4th Congress of Ethnic Minorities at the district and provincial levels in 2024. Right from the beginning of the year, the Dak Lak Provincial People's Committee established the Steering Committee for the 4th Congress of Ethnic Minorities; issued plans and decisions on organizing the provincial Congress, and assigned responsibility for the area to members of the Steering Committee. Localities have deployed the organization of the Congress to ensure compliance with the plan. By June 28, all 15/15 districts, towns and cities in Dak Lak province had successfully organized the 4th Congress of Ethnic Minorities. Currently, the Ethnic Minorities Committee is urgently preparing carefully for the organization of the 4th Congress of Ethnic Minorities in Dak Lak province in 2024.
In addition, the Ethnic Committee instructed and urged districts, towns and cities to organize a contest to learn about the law on ethnic affairs at the district level. By September 24, districts, towns and cities had completed organizing the contest to learn about the law on ethnic affairs.
Deploying tasks for the last 3 months of the year, the Dak Lak Provincial Ethnic Committee continues to proactively grasp the security, political, social order and safety situation and life and production in ethnic minority areas; deploy contents related to the organization of the 4th Provincial Congress of Ethnic Minorities in 2024, to be completed in the fourth quarter of 2024; organize a contest to learn about laws on ethnic affairs in the province in 2024; inspect and urge the implementation of ethnic programs, projects and policies at the grassroots level to promptly remove obstacles, overcome limitations and weaknesses, and speed up the implementation of ethnic policies.
At the same time, continue to effectively organize and implement the National Target Program 1719. Specifically, direct and guide localities to deploy investment activities, ensuring timeliness and compliance with the plan; focus on removing difficulties and obstacles in mechanisms and policies to improve the investment efficiency of the Program; coordinate with relevant departments, branches and localities to advise on detailed allocation of development investment capital plans from the allocated capital after implementing the National Target Program 1719 in 2024...
At the Conference, delegates listened to presentations and opinions from representatives of districts, towns and cities on many issues related to poverty reduction, education, health, culture, etc. in ethnic minority areas; difficulties that need to be resolved in the process of deploying and implementing the National Target Program 1719. Leaders of the Ethnic Minority Committee and specialized departments also shared the difficulties of the districts, and discussed some issues within their authority so that localities have a basis for implementation.
Concluding the Conference, Head of the Dak Lak Provincial Ethnic Committee Nguyen Kinh highly appreciated the reports on the results of implementing ethnic work, ethnic policies and the National Target Program 1719. Through the opinions reflecting the reality of the implementation of ethnic work and ethnic policies, the leaders of the Ethnic Committee had specific shares and accepted the opinions of the delegates. Hopefully, localities will update data, accurate information, and timely policies so that the Ethnic Committee can coordinate with the Departments and branches to well perform the task of advising the Provincial People's Committee on implementing ethnic work, promoting the great national unity bloc, and enhancing the role of the ethnic work sector.
