Expert Vu Vinh Phu: Immediately after the Government issued Decree No. 40/2025/ND-CP, effective from March 1, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, on February 28, the Ministry of Industry and Trade reassigned the tasks of the Ministry's leaders in accordance with the new organizational model.
There are many changes in the Ministry's task structure, such as the Department of Domestic Market Management and Development was established based on the functions, tasks and apparatus of the General Department of Market Management and the Department of Domestic Market. The Ministry of Industry and Trade transferred the status quo of the Provincial Market Management Department under the General Department of Market Management to the People's Committees of provinces and centrally run cities to establish the Market Management Sub-Department under the Department of Industry and Trade before June 1.

Improve the effectiveness of marketing work
- According to the new organizational structure, the Ministry of Industry and Trade has reduced 6 units, from 28 to 22 focal points. Notably, the Department of Domestic Market Management and Development has been established from the General Department of Market Management and the Domestic Market Department. As someone who is passionate about domestic market development, how do you evaluate this innovation?
Expert Vu Vinh Phu: The domestic market is a very important sector for the country's development, and is one of the three factors contributing to GDP growth. Therefore, the role of the Department of Domestic Market Management and Development is important.
Accordingly, this new model has new points, but also old points. For example, the old point is that the Market Management Departments are assigned to local authorities, while the new point is that the General Department of Market Management is merged into the Domestic Market Department.
This is reasonable because the issue of state management cannot be separated from market control and inspection. Production, distribution and circulation must be linked to market management and control, reducing negative aspects of food safety, trade fraud, counterfeit goods, etc. The functions of market management and domestic market have overlaps and in my opinion, the merger is successful, helping to improve the effectiveness of state management.
In my observation, in recent years, the market management force has uncovered many large and important cases, contributing to the overall success of the Industry and Trade sector. However, the situation of smuggling and trade fraud is becoming more and more complicated. While the market management force is still thin, it is inevitable that there will be times when, in some places, they cannot meet the requirements.
In that context, transferring the Market Management Departments to the local level is also a suitable solution, helping to further improve efficiency. Because no one understands the area better than the local people. Market management activities cannot be separated from the area and locality.
I hope that in the coming time, the model of the Department of Domestic Market Management and Development will help the Ministry of Industry and Trade to perform well its market management role, and to advise on domestic market development. At the same time, it will promote the responsibility of localities in coordinating the management of counterfeit goods, fake goods, and trade fraud. Because localities play the best role in grasping the situation and monitoring.
Promoting the role of business
- Regarding the foreign market segment, how will the merger of the two foreign markets impact foreign trade activities, sir?
Expert Vu Vinh Phu: Import and export is a bright spot of the economy and Vietnamese goods are increasingly known and favored by many markets. However, import and export activities are becoming more and more complicated as goods are subject to many technical barriers. In addition, the more Vietnamese goods are exported to many markets, the more likely they are to face trade defense barriers from other countries. Therefore, I think that combining these two units is right, helping to achieve consistency and consistency in foreign market management activities.
In addition, in recent years, I have highly appreciated the activities of Vietnamese Trade Offices abroad. Many trade offices have promptly provided information to businesses as soon as foreign markets fluctuate. This has greatly helped businesses in finding markets and avoiding unnecessary risks. This is something that needs to be promoted in the future.
The Foreign Market Department also needs to coordinate better with the Trade Defense Department to combine market development with early warning of trade defense measures for businesses.
I think that currently, Vietnamese export enterprises still focus on processing, the added value is not high, and there are not many Vietnamese trade centers in other countries for enterprises to export under their own brands. Hopefully, in the future, with the new model, there will be many state management measures on foreign markets, helping to improve the efficiency of Vietnam's foreign trade activities.

- With the new organizational model of the Ministry of Industry and Trade, what do you expect?
Expert Vu Vinh Phu: With the new apparatus, I think the Ministry of Industry and Trade needs to continue to overcome the weaknesses that existed in the previous period to move activities to a new page in the spirit of more market development, continuing to be transparent and public, especially in issues of production, energy, essential goods, foreign affairs, etc.
Besides, focusing on human factors, focusing on personnel management to further improve the quality of human resources in the Industry and Trade sector.
Furthermore, when corporations and general companies return to the Ministry of Industry and Trade, they must continue to be transparent in their production and business activities so that people can monitor and trust the ministry's operations. I believe that the satisfaction of the people and businesses is the most effective measure of the quality of the Ministry of Industry and Trade's operations.
