Bac Ninh announces Decisions on organizational arrangement and personnel work

February 27, Bac Ninh province held a conference to announce the decisions on the arrangement of the apparatus and personnel work according to Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ-TW. After nearly 3 months of implementation, Bac Ninh province has completed the arrangement of the government apparatus and reduced 172 focal points of agencies and units.

The Standing Committee of Bac Ninh Provincial Party Committee awarded Certificates of Merit and presented flowers to individuals who retired early and were pioneers and exemplary in implementing organizational restructuring.

According to Director of Bac Ninh Department of Home Affairs Le Hong Phuc, implementing the Politburo's policy on reorganizing and streamlining the apparatus, with the motto "running while queuing" in the spirit of "the Central does not wait for the locality, the province does not wait for the district, the district does not wait for the grassroots", while closely following the principles and practical requirements, the Provincial Party Committee, People's Council, and People's Committee of Bac Ninh province have focused on leading and directing the drastic implementation of tasks and solutions to ensure the correct roadmap and progress of the set plan.

Up to now, after nearly 3 months of implementation, Bac Ninh province has completed the arrangement of the provincial government apparatus and has reduced 172 focal points of agencies and units to ensure synchronization and consistency with the Central's arrangement plan.

Authorized by the Chairman of the Provincial People's Committee, the Director of the Department of Home Affairs of Bac Ninh province has announced decisions on the arrangement, organization, and staff of departments, branches, and sectors under the Provincial People's Committee. Specifically:

Awarding the Decision to establish the Department of Finance and appointing the department's leaders.

The Department of Finance was established on the basis of merging the Department of Finance and the Department of Planning and Investment; Mr. Nguyen Viet Hung, Provincial Party Committee member, Director of the Department of Construction, was appointed as Director of the Department of Finance and 6 Deputy Directors of the Department.

The Department of Agriculture and Environment was established on the basis of merging the Department of Natural Resources and Environment; the Department of Agriculture and Rural Development. Mr. Ho Nguyen Hong, Provincial Party Committee member, Director of the Department of Natural Resources and Environment was appointed as Director of the Department of Agriculture and Environment and 5 Deputy Directors of the Department.

Awarding the Decision to establish the Department of Construction and appointing the department's leaders.

Department of Construction on the basis of merging the Department of Transport and the Department of Construction: appoint Mr. Nguyen Minh Hieu, Provincial Party Committee member, Director of the Department of Transport as Director of the Department of Construction and 5 Deputy Directors of the Department.

The Department of Science and Technology was established on the basis of merging the Department of Information and Communications; the Department of Science and Technology, appointing Mr. Nguyen Trung Hien, Provincial Party Committee member, Director of the Department of Information and Communications as Director of the Department of Science and Technology; appointing 4 Deputy Directors of the Department.

At the conference, representatives of the Department of Home Affairs announced the decision to establish the Traffic and Agricultural Project Management Board; the Provincial Civil and Urban Development Project Management Board and appointed leaders of the two boards; and at the same time announced the decision to appoint 10 Deputy Directors of the departments after restructuring and rearranging the apparatus.

Notably, to recognize and commend individuals with a spirit of volunteerism and exemplary pioneering in reorganizing the apparatus, at the conference, the Standing Committee of the Bac Ninh Provincial Party Committee decided to reward 9 individuals; and awarded early retirement decisions to comrades Nguyen Dinh Xuan, Director of the Department of Planning and Investment; Nguyen Song Ha, Director of the Department of Agriculture and Rural Development.

Awarding the decision to appoint Deputy Directors of departments after completing the apparatus and committees under the Provincial People's Committee.

On behalf of the Provincial Party Standing Committee, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan respectfully thanks and expresses gratitude to the comrades who have requested early retirement, creating favorable conditions for the work of reorganizing the provincial apparatus.

The Secretary of the Bac Ninh Provincial Party Committee affirmed: The retired comrades all made important contributions to the province, localities and units during their work, and above all, they all have a high sense of responsibility for the common work of the province. At the same time, he hoped that with their experience and capacity, they would continue to contribute to the province when they no longer work in the state administrative apparatus.

Comrade Nguyen Anh Tuan requested the Provincial Party Committee's Organizing Committee and relevant agencies to continue researching the most optimal policies and regimes, creating favorable conditions for comrades who have retired.

Comrade Nguyen Anh Tuan, member of the Party Central Committee, Secretary of Bac Ninh Provincial Party Committee delivered a concluding speech at the conference.

Congratulating the newly appointed comrades and those who have received new assignments, the Secretary of the Bac Ninh Provincial Party Committee hopes that the leaders of departments, branches and sectors will continue to promote their capacity and strengths together with the new collective to successfully complete the assigned duties and tasks, ensuring that the new apparatus operates smoothly and without interruption.

Affirming that Bac Ninh has basically completed the arrangement of the organizational apparatus in accordance with the spirit of Resolution 18, the Secretary of the Bac Ninh Provincial Party Committee requested that in the coming time, in addition to resolutely implementing major tasks such as implementing the criteria of a class 1 urban area, moving towards becoming a centrally-run city, implementing key projects, etc., units need to pay special attention to the organization of Party congresses at all levels according to the set plan and schedule.
