Request for urgent report on the case of Venerable Thich Chan Quang doing his PhD in 2 years

On the afternoon of June 25, the Ministry of Education and Training issued an urgent document, requesting Hanoi Law University to report on the enrollment and training process (including the submission of documents for review, thesis defense...) and provide evidence related to the case of PhD student Vuong Tan Viet (aka Venerable Thich Chan Quang) receiving a doctorate in just 2 years, which is causing a stir in public opinion.

The Ministry requested Hanoi Law University to report on the incident on June 26.

This afternoon (June 25), Hanoi Law University officially announced the doctoral training process of student Vuong Tan Viet (Venerable Thich Chan Quang). Accordingly, Mr. Viet studied for a doctorate in 2 years and 3 months.

Citing regulations (Law on Higher Education 2018, Circular 08/2017 of the Ministry of Education and Training on regulations on admission and training for doctoral degrees; Decision No. 261/2019 of Hanoi Law University, 2019 admission announcement of the school), Hanoi Law University affirmed that student Vuong Tan Viet is eligible to apply for the school's doctoral training program because he graduated with a bachelor's degree in law with honors.

This student is also eligible to study directly for a doctorate when he has a good law degree, is the author of a scientific report published in the proceedings of an international scientific conference with peer review in 2017, and has foreign language proficiency (a university degree in English).

Mr. Vuong Tan Viet was admitted and recognized as a doctoral student according to Decision 5114/2019 of Hanoi Law University, majoring in Constitutional and Administrative Law.

From December 2019 to June 2021, graduate student Vuong Tan Viet completed the full master's training program (including 43 credits of subjects in the major/specialization out of a total of 60 credits - exempted from thesis 12 credits and foreign language 5 credits according to the provisions of Point b, Clause 3, Article 3 of Circular 08/2017 of the Ministry of Education and Training).

From 2020 to 2021, doctoral students complete 7 modules of the doctoral training program.

Hanoi Law University affirms that PhD student Vuong Tan Viet has completed additional courses and doctoral courses; has published 2 reports in foreign languages ​​in the proceedings of international conferences with peer review; has been approved by the group or PhD supervisor to register for thesis evaluation at a professional unit; has completed the defense of the overview topic and 3 thesis topics.

In September 2021, the doctoral student completed the Department-level Comments on the thesis; defended it at the professional unit level (base level) on September 26, 2021.

On October 3, 2021, graduate student Vuong Tan Viet submitted a request to shorten his training period.

On December 3, 2021, the doctoral student defended his thesis at the school level according to Decision No. 3696/2021 of Hanoi Law University.

After the doctoral student completed the above training program, on January 20 and 24, 2022, Mr. Vuong Tan Viet submitted his thesis to the library of Hanoi Law University and the National Library.

On March 17, 2022, the doctoral student was awarded a PhD degree from Hanoi Law University.

The total training time of student Vuong Tan Viet from the time he was recognized as a doctoral student (December 2019) to the decision to recognize his degree and grant his doctoral degree (March 2022) was 2 years and 3 months, meeting and complying with the Doctoral Training Regulations of Circular 08/2017 of the Ministry of Education and Training and Decision No. 261/QD-DHLHN of Hanoi Law University.

Previously, in an interview with Dan Tri newspaper, a leader of Hanoi Law University said that immediately after social media appeared with questions about Venerable Thich Chan Quang receiving his doctorate in law in 2021 - just 2 years after receiving his bachelor's degree in law in 2019, the school conducted a thorough review.

A representative of Hanoi Law University affirmed that the training process and recognition of doctoral degree for graduate student Vuong Tan Viet (real name of Venerable Thich Chan Quang) was carried out correctly and fully according to the regulations of the Ministry of Education and Training.

Venerable Thich Chan Quang is the abbot of Thien Ton Phat Quang Pagoda (Ba Ria-Vung Tau province).

On June 19, Venerable Thich Chan Quang was disciplined and ordered not to preach in any form or to preside over events that gather large crowds at Thien Ton Phat Quang and other locations for two years.

Zen Master Phat Quang and Venerable Thich Chan Quang must withdraw all the Three Jewels Refuge Sects that contain self-correction of one of the five precepts that are not in accordance with the Five Precepts established by the Buddha in Buddhist precepts; remove all sermons that cause social confusion.
