As reported by Tuoi Tre Online , last night, October 21, the Ministry of Education and Training announced the results of the verification of the supplementary cultural level III degree of Mr. Vuong Tan Viet (Venerable Thich Chan Quang), after carefully reviewing Mr. Viet's training process and coordinating with relevant agencies to verify the legitimacy of the degree.

Mr. Vuong Tan Viet admitted that using a level III degree was illegal.

According to the Ministry of Education and Training, the results determined that Mr. Vuong Tan Viet used his supplementary high school diploma (high school diploma - PV) illegally and Mr. Viet also admitted this.

Previously, the Ho Chi Minh City Department of Education and Training sent a document to the Government Committee for Religious Affairs - Ministry of Home Affairs to verify Mr. Vuong Tan Viet's high school diploma.

Urgent request to revoke the diploma granted to Mr. Vuong Tan Viet

According to the department, on July 30, the department had a working session with the inspection team of the Government Committee for Religious Affairs - Ministry of Home Affairs to verify the learning process of Mr. Vuong Tan Viet.

The Ho Chi Minh City Department of Education and Training confirmed the results of the review of Mr. Vuong Tan Viet's (born in 1959) high school graduation exam records as follows: his name is not on the list of candidates and the score sheet in the 1989 supplementary high school graduation exam of the Ho Chi Minh City Department of Education and Training; his name is not on the list of candidates granted supplementary high school graduation certificates for the course of June 6, 1989 of the Ho Chi Minh City Department of Education and Training.

Using a fake degree can result in criminal prosecution.

Previously, Mr. To Van Hoa - Vice Principal of Hanoi Law University - said that if Mr. Vuong Tan Viet's high school diploma is fake, the school will follow the conclusions and instructions of the competent authority to handle Mr. Viet's bachelor's and doctoral degrees granted by the school.

In a report sent to the Ministry of Education and Training, Hanoi Law University affirmed that granting a degree to Mr. Viet was in compliance with regulations.

However, under current regulations, any advanced degree of an individual will be revoked or annulled if their high school diploma is invalid, even if the advanced study process has been carried out properly.

According to lawyer Nguyen Van Hau - Vice President of the Ho Chi Minh City Bar Association, the act of using fake diplomas and educational certificates, depending on the severity, the user will be subject to administrative sanctions or criminal prosecution.

"The Ministry of Education and Training has issued many sets of regulations on admission and training for bachelor's, master's and doctoral levels.

The regulations of the regulations clearly state that if a student commits fraud in preparing documents to obtain a diploma or certificate (using a fake diploma in the registration file), he or she will be forced to leave school, and any diplomas that have been granted will be revoked or canceled according to regulations," Mr. Hau emphasized.

Dr. Nguyen Duc Nghia - former vice director of Ho Chi Minh City National University - said: "Logically, if a person does not graduate (does not have a degree) at this level, he/she cannot study (and take exams) at a higher level (national education system framework and national qualifications framework).

So of course, if you don't have a high school diploma, you can't go to university, then get a master's or doctorate."

Revoke undergraduate and doctoral degrees and cancel graduate student admission results

The Ministry of Education and Training has also requested relevant higher education institutions to urgently revoke the diploma granted to Mr. Vuong Tan Viet according to the provisions of law, and at the same time review the training organization process to avoid similar cases.

According to Hanoi Law University, before applying for a PhD, Mr. Vuong Tan Viet graduated with a bachelor's degree in English in 2001 from the University of Foreign Languages ​​(now Hanoi University); and graduated with a bachelor's degree in law in 2019 from Hanoi Law University (second degree, part-time program).

Regarding doctoral training, PhD student Vuong Tan Viet completed the training program. On December 9, 2021, the PhD student successfully defended his thesis at the university level; on March 17, 2022, the PhD student was awarded a doctoral degree.

Besides, Mr. Vuong Tan Viet is currently a researcher, studying for a doctoral program at the University of Social Sciences and Humanities (Vietnam National University, Hanoi).

In June 2024, speaking with Tuoi Tre , a representative of the University of Social Sciences and Humanities (Vietnam National University, Hanoi) confirmed that Mr. Vuong Tan Viet applied for the second round of doctoral admission in 2023 based on the assessment of professional records and was admitted to the doctoral program in religious studies, according to the subject of consideration from master's degree.

"PhD student Vuong Tan Viet has completed 3 compulsory courses and is working on an essay to complete the course," the school representative added.

According to the school, Mr. Vuong Tan Viet's application file includes all documents required by the admission notice.

Mr. Vuong Tan Viet's specific qualifications include: a bachelor's degree in law from Hanoi Law University granted in 2019 (with notarized transcript); a bachelor's degree in English from Hanoi University, distance learning system, in 2001 (a copy from the original certified by the principal of Hanoi University); a doctorate in law from Hanoi Law University granted in 2022 (with notarized transcript of additional courses in the master's training program).
