Network planning has a big impact on universities

The plan for the network of higher education and pedagogical institutions recently approved by the Government aims to have all universities meet standards by 2023. According to the assessment, the goal of the plan will have a positive impact on universities.


Improve training quality

According to the planning of the network of higher education and pedagogical institutions to 2030, with a vision to 2050, from now until 2030, the capacity of existing higher education institutions will be consolidated, arranged and enhanced.

For higher education institutions, branches of higher education institutions that do not meet standards or do not complete the establishment of legal status according to the provisions of law will cease operations before 2028 and dissolve before 2030.

The planning also requires the arrangement and reduction of the number of public higher education institutions; only consider establishing new public universities when necessary and with favorable conditions.

The plan aims to have all universities meet the standards by 2023. Associate Professor, Dr. Nguyen Thanh Chuong - Chairman of the Council of the University of Transport, assessed that the goal of the plan will have a positive impact on universities. This plan will help schools improve the quality of training.

Dr. Cao Ba Cuong - Vice Principal of Pedagogical University 2 also assessed that the State's focus on investment resources in key schools will contribute to improving the quality of training. Schools will have to make efforts to improve quality to meet the increasingly high demands of society.

Regarding higher education institutions training teachers, according to Mr. Cuong, planning helps balance the supply and demand of teaching human resources, avoiding local surpluses and shortages; creating development opportunities for prestigious schools. Key and key pedagogical schools will have the opportunity to expand their scale, improve training quality, and at the same time play a leading role in guiding the development of other schools.

According to the plan, Hanoi National University of Education 2 is one of 14 key higher education institutions training teachers nationwide. Dr. Cao Ba Cuong said that this orientation requires the school to improve the quality of training, focusing on program innovation, improving the quality of the teaching staff, and applying technology in training. In addition, the school ensures the quality of student output, while promoting the school's strengths in teacher training.

Motivating but increasing pressure

Talking to reporters of Dai Doan Ket Newspaper, Associate Professor Dr. Nguyen Phong Dien - Deputy Director of Hanoi University of Science and Technology said that planning the university education network will create motivation but also pressure for leaders, staff and lecturers of the schools.

One of the planning directions is to develop a network of higher education institutions training in STEM fields.

According to the plan, 5 schools including Hanoi University of Science and Technology, Hanoi University of Civil Engineering, University of Transport, University of Posts and Telecommunications, Ho Chi Minh City University of Technical Education will be focused on investment and upgrading to become key national universities in engineering and technology, with quality and reputation on par with the region.

Among these, Hanoi University of Science and Technology is ranked among the top universities in Asia.

Regarding the planning orientation, Associate Professor Dr. Nguyen Phong Dien said that this is both good news and recognition but also a great pressure for the school to continuously innovate. Because engineering and technology is a field that changes every day, especially cutting-edge technology like AI. Hanoi University of Science and Technology is always interested in this change to meet the output quality needs of bachelors and engineers, meeting the increasingly high demands of the human resource market.

According to Mr. Dien, currently, the block of public schools providing specialized technical training has discussed and created a close cooperation mechanism without separating "each person goes their own way" to develop the quality as well as increase the quantity of training in the STEM field.

Mr. Dien also said that for schools not in the key investment portfolio, the planning does not close opportunities for schools. Similar to urban planning, the planning of the university education network will be arranged and reduced by field, region and based on practical conditions, not setting targets and parameters that are too far away.

According to the Vice President of Hanoi University of Science and Technology, the policy of terminating operations or dissolving unqualified higher education institutions inevitably creates public opinion and conflicting views.

However, Mr. Diem stated his opinion: “This planning is reasonable in the current context, requiring schools to try harder to achieve minimum targets on expertise, digital learning materials, output quality, etc. If any school fails to meet those targets, it must accept that it will be merged or dissolved.

Thus, in the long term, new schools can exist on the map of Vietnamese higher education.

Regarding the impact of planning on higher education institutions, Deputy Minister of Education and Training Hoang Minh Son affirmed that one of the biggest goals of planning the higher education network is not to dissolve schools but, importantly, to invest, consolidate and modernize, aiming for no unqualified schools by 2030.

Schools will have expanded development space and investment in facilities. In particular, national universities, regional universities, and key schools will have their quality improved and their scale expanded. According to Mr. Son, this is the most important thing in the planning.
