Yen Bai - Never before has our country had such widespread political activities as it does today. Everywhere we hear stories of mergers, organizational structures, no intermediate organizations, streamlining of staff... Cadres, civil servants, party members, businessmen, traders, farmers... all participate in discussions, sharing the information and knowledge they have. A common feeling in those stories is the support of the majority of cadres, party members and people for the major policies of the Party and State.

In early December 2024, the online conference was organized by the Politburo and the Secretariat to thoroughly grasp and summarize the implementation of Resolution 18 of the 12th Party Central Committee, the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks. The conference was attended by about 1.3 million delegates from the Central to the grassroots levels.

In front of a large number of delegates, General Secretary To Lam clearly stated his view that, more than ever and without delay, the country has enough power and strength; has enough will and determination to enter a new era, an era of national development and prosperity. This is also the time, the opportunity; the urgency, the objective necessity for the revolution in streamlining the organization of the political system so that the apparatus can operate effectively and efficiently.

It is a joy that the country has positive economic growth, a stable society and is well prepared to enter a new era of development! "Comrade leaders, heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of "running and lining up at the same time"; "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, then only discuss doing, not retreating"...

These are messages that are both directive and demonstrate the high determination of the entire political system. Therefore, just 30 days after the National Conference to thoroughly implement Resolution No. 18, the Politburo and the Secretariat announced the Decision on the functions, tasks, powers, organizational structure, and working relationships of 13 central agencies after the merger. Implementing the Central Committee's conclusion, the Standing Committee of the Yen Bai Provincial Party Committee promptly completed the merger projects, ended operations, and established Party Committees.

On February 3, 2025, the Provincial Party Standing Committee announced the decisions on the establishment of the Provincial Party Committee, the Provincial People's Committee Party Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission. Then, on February 20, in Yen Bai, a conference was held to announce the resolutions and decisions of the Provincial Party Standing Committee, the Provincial People's Council, and the Provincial People's Committee on organizational structure and personnel work.

In particular, the province established the Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; established the Department of Finance on the basis of merging the Department of Planning and Investment with the Department of Finance; established the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; established the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; established the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; established the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee and took over the function of State management of religion from the Department of Home Affairs. It can be seen that we have seriously and effectively implemented the direction of the General Secretary that: "This is a very urgent issue, it must be done, the sooner it is done, the more beneficial it is for the people and the country".

Up to now, after 1 month of merging and putting into operation, it shows that departments, agencies and branches ensure stability, the task transfer is carried out urgently, no areas are left vacant, and operations are not interrupted. The operations of State administrative agencies in Yen Bai are maintained, without affecting the service to the people and businesses.

Thanks to the stability and consensus and support of businesses and people, patriotic emulation movements continue to be promoted, contributing to the implementation of the goals according to Action Program No. 246-CTr/TU of the Provincial Party Committee. Assessing the situation in the first two months of 2025, the Provincial People's Committee assessed that the socio-economic situation continued to develop stably; many indicators had high growth compared to the same period in 2024.

Specifically, the state budget revenue in the area reached 730.4 billion VND, up 40.6%; industrial production value increased by 9.8%; goods export value reached 73.5 million USD, up 20%; total retail sales of goods and consumer service revenue increased by 20.1%; the number of tourists to Yen Bai increased by 21.4%; total development investment capital reached 2,700 billion VND, up 3.3%.

Regarding agricultural production, the province maintained a main herd of over 800,000 animals, an increase of 6.3% over the same period last year; afforestation was estimated at over 6,400 hectares, an increase of 3.8% over the same period; the area of ​​spring crops was guaranteed. Culture and society continued to receive attention and care; the quality of education and training, and health care for the people were improved. By implementing vocational training, job creation and social security policies well, the province created new jobs for 2,872 workers, and provided vocational training for over 2,100 people; the program to eliminate temporary and dilapidated houses mobilized the widespread participation of the community.

Preparations for the Lunar New Year 2025 were carried out carefully, focusing on the grassroots level, paying attention to taking care of policy families, poor households, and people in difficult circumstances; spring festival activities took place in a lively and healthy manner, creating a joyful and exciting atmosphere among the people and tourists...

These are encouraging signs for us to strive to complete the set goals, in which we strive for growth in 2025 to reach 8.2%, 0.2% higher than the national average growth. Based on the growth scenario, the Provincial People's Committee has directed that under favorable conditions, we strive to reach 10.5%. Compared to the same period in 2024, the results of the first two months of this year were all higher, creating good conditions for Yen Bai to grow higher.

The issue for all levels, sectors and localities is to always grasp the situation, do a good job of forecasting, responding accurately, proactively and flexibly; identify key and key tasks to focus on directing and operating; clearly assign people, work, time, responsibility and products. The important thing in the process of implementing the streamlined apparatus revolution is that agencies and units need to attach importance to building the existing team to achieve "7 dares": dare to think - dare to speak - dare to do - dare to take responsibility - dare to innovate, be creative - dare to face difficulties and challenges - dare to act for the common good. That is the inevitable requirement for a "lean - lean - strong - efficient - effective - efficient" apparatus.

In the coming time, the agencies, units and localities of the province related to the arrangement will continue to focus on stabilizing the organization, apparatus, cadres and civil servants, fully promulgating regulations on functions, tasks and working regulations; not allowing the activities of the agencies to be interrupted or missing work. In particular, resolutely implementing and ensuring the progress of the work of arranging and organizing the apparatus, especially implementing steps related to disorganizing the district level, merging commune-level administrative units, etc.

According to the Project on rearranging and reorganizing the administrative apparatus at all levels and building a 2-level local government model that the Standing Committee of the Government Party Committee is finalizing, after the rearrangement, the local government will have 2 levels: provincial level and grassroots level. The number of provincial-level administrative units will also be reduced by nearly 50%, and grassroots-level administrative units will be reduced by more than 70% compared to present. According to General Secretary To Lam, this is a particularly important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system.

The General Secretary emphasized: "More than ever, cadres and party members must uphold their sense of responsibility, set an example in performing their duties in the spirit of putting the common interest above all, boldly innovating, creating, making breakthroughs, and courageously sacrificing for the country's development."
