1. When looking back and forth to learn about the policy of streamlining the apparatus of the political system, it is easy to see that this policy is not something that our Party and State have just implemented. In each historical period, to suit the context of national development, our Party and State have implemented the streamlining of the apparatus step by step and at each level and sector.

The merger of Hanoi city, Ha Tay province, Me Linh district (Vinh Phuc province) and some communes of Luong Son district (Hoa Binh province) in 2008 has shown proud results, with the shape of the thousand-year-old capital becoming wider and longer, creating a suitable space for development towards culture, civilization and modernity.

Many valuable lessons have been drawn, leading to success, and one of them is the work of arranging cadres, organizing the administrative apparatus as well as ensuring investment and development to ensure uniformity and sustainability among localities. These valuable experiences are still valuable for competent authorities to apply in the current period.

Next is to abolish the General Departments under the Ministry of Public Security; to rearrange and adjust the organization of units under the Ministry of National Defense... also to build a modern Vietnamese State, suitable to the changing geopolitical context in the world.

In a broader view, the results of streamlining and streamlining the administrative apparatus as well as merging localities with similar conditions and development levels can clearly only bring progress and success.

Therefore, this time, following the policy of streamlining the organizational apparatus, in the new context, our Party and State continue to implement Resolution No. 18-NQ/TU (dated October 25, 2017) of the 12th Central Executive Committee "Some issues on continuing to innovate and streamline the organizational apparatus of the political system to be streamlined, effective and efficient" in a comprehensive and thorough manner, that is, the entire political system; merging administrative units according to the 2-level local government model.

With the motto of "running and lining up at the same time", the work of arranging and streamlining the organization of the political system has achieved positive results and is continuing to urgently and resolutely carry out the merger of administrative units according to the 2-level local government model.

Notable information has just been directed by the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TU in Official Dispatch No. 43-CV/BCĐ (dated March 20, 2025) on the Plan to continue to reorganize the apparatus of the political system, which is the competent authority to submit the Project to reorganize administrative units at all levels and build a model of organizing 2-level local government to report to the Central Executive Committee before April 1, 2025.

One thing worth noting is that from the end of 2024 until now, in parallel with the task of arranging and streamlining the apparatus of the political system, our Party and State have paid special attention to the leadership and direction of socio-economic development, with a strong and consistent orientation of economic growth of 8% or more this year and reaching double digits in the coming years.

In this direction, many major policies and decisions on socio-economic development to bring our country into a new era have been highly agreed upon and supported by the people of the whole country, such as: Developing the private economy to become the most important driving force for GDP growth; developing science and technology as the main driving force for developing modern productive forces, perfecting production relations, innovating national governance methods; tuition-free policy for students of public schools...

Reforms in the apparatus have gradually created more favorable conditions for people and businesses. They no longer have to go through many intermediary layers, reducing overlapping procedures and unnecessary costs. This is concrete evidence that administrative reform is practically serving life and production and business activities.

The two especially important tasks of the country carried out in parallel are bringing about encouraging results and more meaningfully, these tasks complement and support each other to reach a good destination.

That is, while many agencies and units after the reorganization and streamlining have new apparatuses that operate smoothly, ensuring leanness, compactness, strength, efficiency, effectiveness, and efficiency, without work interruption, people and businesses benefit greatly when unnecessary administrative levels are gradually eliminated, thereby reducing compliance costs, reducing administrative procedures to be resolved, contributing to economic growth.

The following figures are cited to confirm the above argument: In the first two months of this year, total state budget revenue reached 499.8 trillion VND, up 25.7% over the same period last year; total foreign investment capital registered in Vietnam reached nearly 6.9 billion USD, up 35.5%; more than 49.8 thousand enterprises registered for new establishment and returned to operation, up 19.3%...

The administrative apparatus after the arrangement operates smoothly and stably and the economy continues to grow, which is a solid premise for good things to come.

2. General Secretary To Lam in the article "Refined - Lean - Strong - Effective - Effective - Efficient" emphasized: "The time of 100 years of our country under the leadership of the Party and 100 years of the founding of the country is not far away. To achieve strategic goals, it not only requires extraordinary efforts, outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step; to do so, it is necessary to urgently carry out a revolution in streamlining the organization of the political system".

That's right, the innovation and reorganization of the political system to be lean, compact, strong, efficient, effective and efficient is an urgent requirement and is expected and welcomed by cadres, party members and people with strong support throughout society.

In the meeting between the Government Standing Committee and enterprises on tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era that took place in early February 2025, Chairman of the Board of Directors of FPT Corporation Truong Gia Binh, Head of the Private Economic Development Research Department, affirmed: "At this time, the whole country is excited and has great hope that Vietnam is entering a new era. Vietnam will be a powerful and prosperous country, standing among the most advanced countries in the world. This is the time when the country's fortunes come, we must do everything possible to develop, we cannot miss it".

Because the officials in office are all qualified and capable of the task. They determine their positions and assigned tasks with a new mindset to best serve the people and businesses.

As for the cadres who are on leave and are affected by the restructuring and streamlining of the apparatus, our Party and State take good care of them, ensuring their legitimate rights and interests, thereby contributing to relieving their worries and creating favorable conditions in the restructuring process.

Streamlining the apparatus of the political system is an important task, which our Party has implemented carefully, systematically and effectively. This will open up new space and opportunities for national development. As General Secretary To Lam affirmed in his meeting with the Economic - Social Subcommittee of the 14th National Congress of the Party on March 17: Streamlining the apparatus of the political system, merging provinces, not organizing district levels, merging communes is not simply a matter of adjusting administrative boundaries but also a matter of adjusting economic space, adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources for development.

Furthermore, the head of our Party also emphasized: Reorganizing the apparatus and administrative units at all levels is an opportunity for us to be ready to screen the staff, building a team that truly meets the requirements of national development in the coming period.

The strategic convergence point after 40 years of national renovation is bringing a historic opportunity to bring the country into an era of strong, prosperous development.

This historical and glorious responsibility is being realized by our Party with a long-term vision and a revolution to streamline the apparatus to build a truly lean, compact, strong, effective, efficient, and effective political system, for the future of the country and for the happiness of the people.
