Lieutenant Colonel Pham Thanh Nguyen, Head of the Mobile Police Department (Provincial Police) said: The Mobile Police force has proactively done a good job of grasping, analyzing, forecasting the situation, advising the Party Committee and the Provincial Police Department on armed security work, ensuring social order and safety. Organizing armed forces to absolutely protect the safety of delegations of Party and State leaders visiting and working in the locality; targets, special shipments, political, cultural and social events of the province; effectively resolving cases of mass gatherings causing insecurity and disorder (ANTT), "hot spots" of rural security, fighting and destroying major criminal, economic and drug cases. The CSCĐ force has also organized thousands of officers and soldiers to patrol, control and handle complicated cases and incidents related to security and order, and coordinate with search and rescue forces, prevent and overcome the consequences of natural disasters, storms, floods, epidemics, etc. In the process of performing tasks, CSCĐ always plays a core role, is a solid and trustworthy shield, together with other forces to maintain political security, social order and safety, create a stable environment to serve the cause of innovation and socio-economic development of the locality, and is trusted and highly appreciated by authorities at all levels and the people.
In the coming years, the task of building the Nam Dinh Police force in general and the CSCĐ force in particular will take place in the context of many favorable situations in the world, region, country and in the province. The political, economic and social situation of the province continues to be stable and developing; the intellectual level and living standards of the people continue to be improved; the national defense and security posture continues to be maintained, the prestige and position of the province continues to be enhanced... The attention and direction of leaders at all levels, especially the Party Committee and the Director of the Provincial Police, the coordination and facilitation of departments, branches, organizations and the attention and support of the people will further strengthen human and material resources for the work of building the Police force in general and the CSCĐ force in particular. At the same time, after nearly 50 years of building, fighting and growing, the CSCĐ force has grown stronger, drawn many valuable lessons to apply, continued to innovate all aspects of work more effectively, and built a more regular, elite and modern force.
In addition to the advantages, the task of ensuring security and order and building the provincial police force in general, and the mobile police force in particular, is expected to face some difficulties. That is the complicated and unpredictable developments in the world and the region; traditional and non-traditional security threats are intertwined. Hostile and reactionary forces are constantly increasing their sabotage activities, taking advantage of issues related to land, complaints, loopholes, and shortcomings in the implementation of policies, laws, state management, and personnel work... to promote sabotage activities, especially taking full advantage of cyberspace to propagate sabotage, attract and incite bad elements to oppose the government. Our province is in the stage of promoting the socio-economic development plan, implementing many economic development programs and projects, attracting investment, production and business activities, especially in the industrial sector, which is forecasted to continue to lead to many complicated problems of security and order related to land, illegal immigration. Social evils, some types of crimes are increasingly dangerous, and the methods of operation are increasingly sophisticated and cunning.
In the above situation, the implementation of Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation", in which it is determined that the mobile police force will advance to modernity by 2025, is very suitable for the requirements and tasks set out in the current situation. In order to strive to build a mobile police force of the provincial Public Security to advance to modernity to meet the requirements and tasks in the current situation, it is necessary to focus on implementing well the Mobile Police Law effective from January 1, 2023, documents regulating equipment, working procedures, and operating mechanisms of mobile police so that the mobile police force can perform its tasks of ensuring security and order, preventing all types of crimes and violations of the law more effectively. Strengthening Party building work, improving the quality and effectiveness of political and ideological work in the CSCĐ force, building a contingent of officers and soldiers who are politically steadfast, disciplined and disciplined. Paying attention to directing activities of gratitude, taking care of families with meritorious services, families with revolutionary contributions, and families in especially difficult circumstances with practical and meaningful actions, contributing to strengthening the rear, creating confidence for officers and soldiers to work and fight with peace of mind, and successfully completing assigned tasks. Innovating and improving the quality of training and education, building a contingent of CSCĐ officers and soldiers who are strong, good at expertise, proficient in professional skills, and able to master modern and high-tech equipment and weapons to meet mission requirements. Regularly studying and grasping the situation to perfect, supplement and develop training plans for CSCĐ combat plans in accordance with practical requirements. Investing in facilities, equipping modern and synchronous means, weapons and support tools for CSCĐ. Focusing on mobilizing resources, developing projects and plans for land allocation, investing, building, upgrading and renovating the barracks system for CSCĐ forces to ensure synchronization, ensuring conditions for training grounds and training grounds for training...
