Inspection efficiency
Comrade Nguyen Manh Hien, member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Commission (PCI), said: In 2024, with a proactive and resolute spirit, Party committees, Party organizations, and PCI at all levels in the Provincial Party Committee focused on leading, directing, and organizing the comprehensive implementation of inspection and supervision tasks in accordance with the provisions of the Party Charter and the goals set out in Resolution No. 08-NQ/TU dated June 18, 2021 of the Provincial Party Committee on "Improving the quality and effectiveness of inspection, supervision, and Party discipline enforcement; strengthening inspection when there are signs of violations, preventing and combating corruption and waste in the 2021-2025 period". Accordingly, Party committees at all levels inspected 930 Party organizations and 1,418 Party members. In particular, the Standing Committee of the Provincial Party Committee inspected 4 Party organizations and 5 Party members on the leadership, direction and organization of the implementation of Party directives, resolutions and regulations; programs and plans of the Provincial Party Committee related to the following contents: "Strengthening the Party's leadership in the work of receiving citizens and resolving complaints and denunciations"; "Responsibilities of Party leaders in receiving citizens, having direct dialogue with people and handling people's reflections and recommendations"; "Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period"; "Strengthening the Party's leadership in the work of preventing and combating corruption and waste"; leadership and direction activities in organizing the implementation of local defense and military tasks... Through the inspection, the Standing Committee of the Provincial Party Committee pointed out a number of limitations and shortcomings such as the coordination between departments and offices in advising Party committees and authorities in handling and resolving denunciations and complaints is not very effective; The implementation of the information regime and reporting on the results of handling petitions and letters is still limited, and the conclusion notice after the citizen reception session has not been fully issued, leading to the situation of citizens submitting petitions and complaints for a long time, going beyond the level. The organization of research, study and dissemination of Resolution No. 21-NQ/TW, dated June 16, 2022 of the Party Central Committee (13th tenure) on "Strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period" in some grassroots organizations is still slower than the set plan; the quality of party cell activities in some places is still low, the content of thematic activities is still intertwined with regular party cell activities; the rate of new party members admitted each year has not met the set target. The Standing Committee of the Party Committee requires the inspected party organizations and party members to seriously review, draw experience and develop plans to overcome the limitations and shortcomings that have been pointed out.
Local Party Committees and units inspected 926 Party organizations and 1,413 Party members, including 783 Party Committee members. The inspection content for Party organizations is the leadership, direction and organization of the implementation of resolutions, directives, regulations and conclusions of the Party in the fields of building advanced and exemplary new rural areas; State management of land; local defense and military work; improving the quality of Party activities. Inspection of Party members in the performance of assigned duties and tasks, focusing on inspection of receiving citizens, handling petitions, denunciations and complaints... Through inspection, it was concluded that 5 Party organizations under the Nam Dinh City Party Committee had violations and shortcomings but not to the extent of requiring disciplinary action; 1 Party member under the Cong Hoa Commune Party Committee (Vu Ban) had violations and had to be disciplined in the form of reprimand.
In addition to inspection activities according to the program and plan, Party committees at all levels have inspected when there were signs of violations against 2 Party organizations and 1 Party member; in which, the Standing Committee of Vu Ban District Party Committee inspected the Party Committee of Dai Thang commune for the 2010-2015 and 2015-2020 terms on leadership and direction of the implementation of State management of land in the commune; the Party Cell of the Center for Vocational Education - Continuing Education (Party Committee of Y Yen district) inspected 1 Party member with signs of violations of ethics and lifestyle. Through inspection, it was concluded that 2 Party organizations had violated to the extent that disciplinary action must be taken, and the process of considering legal handling is currently being carried out.
Along with the activities of the Party Committee, the District and grassroots Party Inspection Committees have conducted inspections when there are signs of violations against 1 Party organization and 21 Party members, including 15 Party Committee members. Through the inspection, it was concluded that 1 Party organization and 21 Party members all had violations; 20 Party members had to be disciplined; to date, 19 Party members have been disciplined... In addition, inspection activities of lower-level Party organizations performing the tasks of inspection, supervision and enforcement of Party discipline have been strengthened.
Expanding the field of supervision
Along with the inspection work, the field of supervision of party organizations and party members has also been promoted by Party committees and Inspection Commissions at all levels in many appropriate forms. In regular supervision, Party committees at all levels have proactively supervised lower-level Party organizations, Party committee members, and cadres under the management of Party committees in leading, directing, and implementing resolutions, directives, regulations, and conclusions of the Party, and policies and laws of the State; assigned Party committee members in charge of localities and fields to attend activities of lower-level Party organizations to grasp the situation, promptly give opinions to remove difficulties, obstacles, and complex and outstanding issues. Inspection Commissions at all levels assign tasks to each member and cadre to monitor and supervise localities and fields; clearly stipulate the reporting regime on the results of grasping the situation of localities and units; link the responsibility of cadres monitoring localities with the results of performing tasks of the localities and units in charge; Through supervision, request party organizations to promptly overcome and correct shortcomings, defects, and violations pointed out.
Regarding thematic supervision, Party committees and Inspection Commissions at all levels supervised 1,094 Party organizations and 1,670 Party members. Through supervision, the advantages, limitations, and shortcomings of the Party organizations and Party members under supervision were clearly pointed out. From the results of supervision, negativity, corruption, and degradation in political ideology, ethics, and lifestyle of cadres and Party members were promptly prevented and stopped, and the responsibility of heads of Party committees, Party organizations, and cadres and Party members in leading and directing the implementation of assigned tasks was enhanced.
Strictly handle violations
During the year, Party committees at all levels disciplined many Party organizations and Party members who violated the law. In particular, the Standing Committee of Vu Ban District Party Committee disciplined the Minh Thuan Commune Party Committee for the 2010-2015 and 2015-2020 terms with a warning due to violations in leadership and direction of land management in the commune. In addition, Party committees at all levels and Party cells disciplined 437 Party members, including 67 Party committees, with the following forms: 354 reprimands, 60 warnings, 12 dismissals, and 11 expulsions. Notably, the Standing Committee of the Party Committee dismissed all Party positions for Party member Vu Trong Dan, District Party Committee member, Party Secretary of Dien Xa Commune (Nam Truc) due to violations of working regulations, lack of responsibility, lax leadership and direction, allowing many violations of land laws in the commune. The District Party Committee, the Standing Committee of the District Party Committee and equivalent levels disciplined 19 party members. The grassroots Party Committee disciplined 87 party members. The grassroots Party cell disciplined 330 party members.
The Inspection Committees at all levels have disciplined 65 party members, including 20 committee members, in the following forms: 13 reprimands, 12 warnings, and 40 expulsions. Of which, the Provincial Party Committee's Inspection Committee reprimanded 1 party member. The District Party Committee's Inspection Committee and equivalents disciplined 58 party members. The grassroots Party Committee's Inspection Committee disciplined 6 party members. The disciplinary action was carried out by competent authorities strictly, reasonably, and emotionally; ensuring the correct guidelines, principles, procedures, and disciplinary forms appropriate to the violations and shortcomings. Through the disciplinary action against party organizations and violating party members, it has had the effect of educating, deterring, and maintaining strict discipline of the Party, gaining the approval of cadres, party members, and the people.
2025 is the year of Party Congresses at all levels leading up to the 14th National Party Congress, the final year to implement the goals and targets of the entire term, so the inspection, supervision and disciplinary enforcement work within the Party by Party Committees and Inspection Commissions at all levels continues to be strengthened. Through inspection, supervision and disciplinary enforcement activities, the Party contributes to maintaining strict discipline and order, and motivating collectives and individuals to strive to comprehensively complete assigned tasks.
