Comrade Hoang Tien Dat, Party Secretary and Chairman of the People's Council of Hop Hung Commune, said: "The Party Committee of the commune always thoroughly grasps the viewpoint of perceiving economic development as the central task, Party building as the key. From there, it always focuses on comprehensive Party building in all aspects: politics, ideology, organization and ethics; combining studying and following Ho Chi Minh's ideology, morality and style. Strengthening leadership and direction in implementing solutions for economic, cultural and social development, and building new rural areas". The Party Committee innovates the content and methods of propaganda and education on Marxism-Leninism and Ho Chi Minh's ideology for cadres and party members to raise political and ideological awareness, the role of advising, formulating orientations, policies and solutions for economic, cultural and social development, and at the same time concretizing them into criteria suitable to the characteristics of the locality. The Commune Party Committee develops plans, organizes the dissemination, study and serious implementation of directives and resolutions of the Central Committee and Party Committees at all levels; directives and instructions from higher levels on building a clean and strong Party, studying and following Ho Chi Minh's ideology, morality and lifestyle. Typically, it continues to implement Resolution 4 of the Central Committee (12th tenure) on "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party"; implementing Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle to ensure compliance with the set requirements. Organize for the entire Party Committee to thoroughly understand and study the Central Committee's resolutions, thematic resolutions of the Provincial Party Committee and thematic topics on: "Studying and following Ho Chi Minh's ideology, morality and style on building Nam Dinh culture and people for comprehensive development" (2023); "Studying and following Ho Chi Minh's ideology, morality and style on practicing democracy and caring for people's lives" (2024). Organize online expanded Party Committee conferences to quickly report the results of the 8th, 9th and 10th Central Conferences (term XIII). The work of studying, thoroughly understanding and implementing the Party's directives and resolutions has been innovated, ensuring practicality and effectiveness; the rate of cadres and Party members participating in studying has reached over 85%, thereby creating unity in perception and action throughout the Party Committee. The Party Committee and Party cells in the Commune Party Committee develop action programs, concretize implementation in line with the characteristics of the Commune Party Committee and its affiliated Party cells. In addition, the Commune Party Committee promotes studying and following Ho Chi Minh's ideology, morality and lifestyle and carries out patriotic emulation movements, upholds the sense of responsibility and exemplary role of leaders of Party committees, authorities, cadres and Party members, promotes creativity and good practices of collectives and individuals and replicates advanced models, aiming to complete the goals of socio-economic development, national defense, security, Party building and the political system.
Notably, in recent times, the Party Committee of Hop Hung commune has focused on directing the task of building advanced and exemplary new rural areas. The Party Committee of the commune has issued a resolution on building new rural areas, and the People's Committee of the commune has developed a plan to implement the national target program on building new rural areas in the period of 2021-2025. From a purely agricultural commune with many economic difficulties, with dynamism and creativity, Hop Hung has mobilized the combined strength of the entire political system and the people to create a breakthrough, overcoming resource barriers, focusing on investing in building advanced and exemplary new rural areas. The commune has mobilized more than 171 billion VND to invest in building new rural areas, of which: the commune budget has mobilized more than 25 billion VND, enterprise capital is more than 76.6 billion VND, people have contributed more than 24.2 billion VND and donated 34,457m2 of land to build commune and village works. In 2023 alone, the commune mobilized over 50 billion VND to invest in building, renovating and upgrading traffic routes and welfare works such as Lap Vu Kindergarten, primary schools, cultural houses, medical stations... supporting villages to purchase outdoor sports equipment to create a new look for the homeland. All secondary and primary schools have multi-purpose gymnasiums, forming clubs and building physical education models for students to practice physical strength, skills and endurance. The commune's kindergartens, primary schools and secondary schools all meet national standards at level 2, have achieved level 3 education quality accreditation, and are green - clean - beautiful - safe schools. The commune has 3 relics ranked as historical and cultural relics, 100% of villages have cultural houses. Currently, the whole commune has 11 folk dance clubs, a cheo singing club; 96% of families are cultural families.
Regarding economic development, Hop Hung commune continues to promote the restructuring of agricultural production, build large-scale fields, introduce mechanization into production, focus on developing and building key agricultural products such as: clean rice meeting 3-star OCOP standards of Bon Thuan Cooperative, products with value chain linkage of Long Phu rabbit breeding cooperative, 3 multi-crop farm models, 23 stable and effective household economic models. The commune advocates expanding small-scale handicraft industries, creating favorable conditions for households to boost production and business. In the area, there are currently 3 sewing establishments and 1 cooperative purchasing agricultural products, creating jobs and stable income for over 200 workers. Hop Hung commune builds an electronic information portal, handles administrative procedures online and meets level 4 standards. Environmental protection and people's health care are implemented synchronously and promptly. Preferential policies for people with revolutionary contributions and social security policies are implemented correctly, sufficiently, and promptly to the beneficiaries. Social security, order, and safety are maintained and upheld.
From a difficult commune, Hop Hung has developed and achieved the criteria for the new rural area; in 2022, it reached the advanced new rural area target and in 2023, Hop Hung was recognized by the Provincial People's Committee as a model new rural area with outstanding achievements in the field of Education, with 3/11 villages achieving the model new rural area target, and Noi Che village achieving the smart rural area target. In 2024, the commune continued to promote the movement of "joining hands to build new rural areas", mobilizing 37.6 billion VND, investing in upgrading welfare works and implementing well the contents of the set of criteria for advanced new rural areas in the period 2021-2025; building and having 3 more villages of Thi An, Dong Lac, and Luong My achieving the model new rural area target. Ms. Pham Thi Thanh, a resident of Hop Hung commune, shared: "I am very happy and proud to see my hometown increasingly prosperous, the roads are paved with clean concrete, the economic and spiritual life of the people is constantly improving. My family and the people in the commune will continue to join hands with the local government to maintain and improve the quality of the achievements made in the past time."
The socio-economic development along with the increasingly improved appearance of the new rural areas of Hop Hung has affirmed the leadership role of the Party Committee and local authorities in bringing the study and following of Ho Chi Minh's ideology, morality and style in conjunction with the implementation of the Resolution of the 13th National Party Congress and the Resolutions of Party Congresses at all levels into practical and effective life, contributing to building the Party and the political system increasingly clean and strong, being the core of leadership in successfully implementing the local political tasks. In the coming time, the Party Committee of the commune will continue to strengthen the work of Party building, improve the leadership capacity, fighting strength of the Party organization and the quality of the contingent of cadres and Party members. Continue to promote the study and following of Ho Chi Minh's ideology, morality and style in conjunction with patriotic emulation movements. Determined to maintain the economic growth rate, continue to maintain and improve the quality of the criteria for building model new rural communes and villages; develop production models to increase income for people. Promote the construction of e-government, digital transformation, and administrative reform. Determined to successfully complete the targets and tasks set forth in the resolution of the 23rd Party Congress of the commune. Focus on preparing to successfully organize Party congresses at all levels; the 24th Party Congress of the commune, term 2025-2030.
