In recent times, together with private enterprises and companies, the Center for Application of Science and Technology Advances (KH and CN), public S&T organizations have kept up with the trend and actively transferred technology. Implementing Resolutions No. 18-NQ/TW and 19-NQ/TW dated October 25, 2017 of the Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and "Continuing to innovate the organizational and management system, improving the quality and efficiency of public service units", the province has issued plans and action programs to implement the resolutions. In particular, it has consolidated, rearranged, and reorganized the apparatus structure and functions, tasks, and strengthened the material facilities for science and technology organizations; especially merging 3 Centers: Science and Technology Information and Statistics; Application of Science and Technology Advances; Technical Standards - Measurement - Quality into the Center for Science and Technology Application and Services (Department of Science and Technology). Up to now, the province has 16 public and non-public science and technology organizations operating in the fields of agriculture and rural development, science and technology, medicine and pharmacy, etc., which have been granted certificates of science and technology activities by the Department of Science and Technology. Of which, there are 7 public science and technology organizations: Center for Science and Technology Application and Services; Nam Dinh Center for Aquatic Breeds and Specialties; Nam Dinh Center for Livestock and Poultry Breeds; Xuan Thuy National Park; Nam Dinh Construction Consulting Center - Nam Dinh College of Construction; Nam Dinh College of Industry; The Union of Science and Technology Associations of the province mainly belongs to departments and branches in the province, the main purpose of operation is to advise, support, and implement activities of the branches and managing units. At the same time, participate in research, application, and service activities on science and technology to increase resources and improve the level of the organization.
In the past 10 years, the province has had many policies to support the enhancement of material and technical facilities for public science and technology organizations in the area with the main activities being the repair of working offices; investment in necessary equipment to meet the professional requirements and working conditions of the units. Typical projects are: "Improving capacity of quality measurement standards in Nam Dinh province, phase II", "Building a technology and equipment trading floor and supporting startups in Nam Dinh province", "Renovating and repairing a 9-storey building under the Department of Science and Technology of Nam Dinh province"... Basically, public science and technology organizations have working and production areas that meet the requirements for science and technology activities; investment in equipment, laboratories, and testing that meet standards to serve the research, application, production and business activities of the units. Some organizations with strong investment in equipment are the Center for Application, Science and Technology Services with 51.7 billion VND; the Center for Livestock and Poultry Breeding with 5.2 billion VND; Nam Dinh Industrial College with 5 billion VND... In addition, the units have completed the organizational structure, arranged human resources in each specific job position to meet the research, application, transfer and science and technology services of the unit. In the past, the Center for Livestock and Poultry Breeding has carried out research activities to create new pig breeds with high productivity and quality such as: crossbreeding between the Landrace and Yorkshire breeds of Denmark, between the Duroc breed of Taiwan and Yorkshire to create a herd of high-quality parent gilts, giving birth to many children, beautiful commercial pigs, growing fast... At the same time, continue activities to produce parent livestock and poultry breeds; produce pig semen; preserve cow semen; raise pigs with biosafety. In addition, the Center also implements the project "Building a circular agricultural development model in building model rural areas, new rural areas with sustainable improvement, adapting to climate change"; the solution "Application of biological products Glucan garlic in pig farming for the purpose of disease prevention and control and improving product quality at the Livestock and Poultry Breeding Center of Nam Dinh province" and applying initiatives and technical improvements in livestock farming. Many solutions and initiatives have been replicated and evaluated by all levels and sectors to ensure effectiveness and sustainability; in which, raising pigs on biological litter brings high efficiency, disease safety, and improved product quality.
Currently, most of the science and technology organizations participate in science and technology activities at the provincial and grassroots levels with many topics and projects. A typical example is the Center for Aquatic Specialties with the topics "Solutions to actively increase the use of plankton as food in the process of raising V1 carp from the fry to fingerling stage", "Using ultraviolet (UV) light systems and sound filtration systems in water treatment for intensive shrimp ponds in Giao Thuy district", "White-leg shrimp farming model without using chemicals", "Shrimp farming model without using chemicals". The Provincial Union of Science and Technology Associations has carried out the topics "Research to propose solutions to improve the quality of dike management to meet the requirements of climate change response by 2030", "Investigation and construction of GIS database to serve the management of sustainable development of coastal alluvial land fund in Nam Dinh province"... Thereby directly or indirectly solving urgent practical problems, contributing to the socio-economic development of the province.
In addition to the achieved results, the development process of public science and technology organizations in our province still faces shortcomings and limitations. Although capacity has been enhanced and facilities upgraded, high-quality human resources in public science and technology organizations are still lacking. Facilities serving scientific research tasks have not been synchronized and have not achieved high efficiency as expected. Funding sources for science and technology activities of units are still lacking, mainly from the State budget. International cooperation in science and technology activities face many difficulties. The science and technology market has not yet developed, not creating motivation for science and technology organizations to proactively participate in research activities, application of science and technology at the provincial level. Technology transfer activities in the province have only taken place in one direction, which is receiving technology transfer, there is no technology transfer...
In the coming time, the province will continue to maintain and upgrade science and technology and innovation organizations, including science and technology organizations, universities and colleges, by increasing investment in modern equipment and technology to serve professional work; training and attracting high-quality human resources; mobilizing and connecting with science and technology and innovation organizations of the Central Government, Hanoi and localities in the region. Promoting the formation and development of intermediary organizations and services of the science and technology market. Encouraging, creating favorable conditions, incentives and supporting science and technology organizations, enterprises outside the province and internationally to establish offices and branches of science and technology and innovation organizations in the province./.
