To ensure that investment in construction and design is in accordance with the planning, in recent times, the People's Committee of Hai Hau district has continued to direct the strengthening of State management of construction; taking advantage of the support of the Provincial People's Committee, all levels and sectors of the province to continue to deploy investment in new projects to serve the task of local socio-economic development. In 2024, the total value of basic construction production of the district will reach 4,120 billion VND (according to 2010 comparative prices), an increase of 15.1% compared to 2023.

To achieve that result, implementing the direction of the District People's Committee, the Economic and Infrastructure Department has proactively coordinated with functional departments and People's Committees of communes and towns to strengthen State management of construction in areas such as: planning establishment and management; construction investment management; management and quality control of construction works; urban development... The district has directed to tighten the establishment, appraisal, and submission for approval of plans in the district to ensure quality, strategic nature, in accordance with current regulations, policies, and laws, positively impacting the local socio-economic life, serving as a basis for investment in construction of works, urban embellishment and development. In 2024, the district has completed the establishment, appraisal, and submission for approval of 51 projects including: approval of urban classification projects, urban development programs for Yen Dinh and Con towns; establish a master plan for Yen Dinh and Con urban areas until 2045 and adjust the master plan for Thinh Long urban area until 2045. Along with that, the district has established, appraised and approved the detailed planning at a scale of 1/500 for concentrated residential projects in Hai Cuong and Hai Ha communes; adjusted the concentrated residential area of Hai Loc commune; 4 items of the Hai Minh clean water plant project; detailed planning at a scale of 1/500 for non-state budget capital projects, schools and parishes in the district; established a detailed planning at a scale of 1/500 for the central area of Hai Hau district and 13 concentrated residential areas in the communes. Review urban planning, rural planning, and specialized technical planning: Inter-regional planning of Hai Hau - Giao Thuy district to 2040 with a vision to 2050, Nam Dinh province planning for the period 2021-2030, with a vision to 2050. Basic planning projects ensure compliance with the requirements and tasks of local socio-economic development, ensuring synchronous implementation with other relevant plans and projects.
In construction management, the Department of Economics and Infrastructure has done a good job of appraising construction investment projects strictly, in accordance with regulations, and decentralized appraisal. Through appraisal, all projects are guaranteed and bring high efficiency to investors and society. All projects ensure feasibility before construction implementation. In 2024, 6 projects under the authority of the District People's Committee for investment decision were appraised; 39 projects decided by the commune for investment; and 5 projects were appraised for design estimates implemented after basic design. The work of inspection, detection, strict and timely handling of organizations and individuals violating planning and construction order, especially in areas along both sides of national highways, provincial roads, and district roads has been strengthened. The District People's Committee has implemented and guided communes and towns on granting construction permits and managing the capacity of organizations and individuals participating in construction activities. In 2024, the work of granting construction permits and managing construction order according to the provisions of the Construction Law has been focused on and promoted. Licenses have been received and granted to 19 projects (excluding projects exempted from construction permits according to the provisions of the Construction Law).
The District People's Committee regularly issues documents directing investors, entities participating in construction activities, and project users to strengthen construction quality management (survey quality management, construction design quality, construction, and construction warranty). Through inspections during construction and inspections of acceptance before putting the project into operation, a number of shortcomings and errors in survey, design, quality management, construction, and construction supervision were discovered and required investors and contractors to correct and amend and supplement in a timely manner. In 2024, 21 projects were inspected for acceptance under their authority, of which 80% of the projects met the requirements and were eligible for use, while the remaining projects were required to correct minor shortcomings and errors before being put into operation; 19 projects were inspected and accepted during construction.
In addition to the achieved results, the State management of construction in the district still reveals some shortcomings and limitations such as: the quality of planning documents and design documents submitted for appraisal by some investors has not met the regulations, requiring supplementation and completion; the situation of violations of construction order in the district has tended to decrease, but still occurs in some localities, especially individual houses built without permission, in violation of permits in urban areas, concentrated residential areas with approved detailed construction plans; the work of coordinating and propagating to the people to carry out site clearance to implement some projects has been given strong attention and direction, but there are still some households and people who have not complied with the State's regulations on site clearance...
In 2025, Hai Hau district will continue to effectively implement the State management of construction in the area. Promote administrative reform, improve the sense of responsibility and public ethics of officials and civil servants, do a good job of guiding and implementing legal documents; raise awareness, consciousness and responsibility of each organization and individual in complying with the law; create positive changes in the field of construction planning, improve the quality of investment projects in the area and strengthen the management of construction and urban order. Continue to implement key planning projects such as: General planning of Yen Dinh urban area, Con urban area to 2045; Adjustment of the General planning of Thinh Long urban area to 2045; Detailed planning at a scale of 1/500 of Hai Hau district center; Detailed planning on both sides of the central axis road of the district, etc.
Focus on implementing the Law on Construction, the Law on Housing, the Law on Real Estate Business and decrees and circulars guiding the Law; Guide the implementation of innovative contents according to the provisions of the Law and guiding decrees; promptly detect and handle problems in the implementation process to study and propose amendments and supplements to suit the reality. Strengthen the inspection and control of construction quality, especially projects using non-budgetary capital; strengthen the inspection of compliance with regulations on construction quality management by construction entities in the stages of survey, design, construction, acceptance, warranty and maintenance of works. Organize appraisal and approval of detailed planning for the construction of commune centers and detailed planning for the construction of residential areas to meet criterion No. 01 (planning) in the set of criteria for advanced new rural communes in the period of 2021-2025... Continue to direct the acceleration of the construction progress of key works and projects: Water plants in Hai Minh and Hai Trung communes; construction of urban areas and concentrated residential areas in communes and towns; central district roads; roads from the coastal road to the Nam - Dong district road (section through Hai Loc commune); roads from Con - Van Ly urban area to the coastal road.
