Accordingly, implementing Decision No. 216/QD-BCT dated February 10, 2023 of the Ministry of Industry and Trade on implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2023 period, the Department of Industry and Trade of Tuyen Quang is assigned to support the construction of a two-way trade model to promote the consumption of products in ethnic minority and mountainous areas and supply essential goods to the locality.
In November 2023, with the "Two-way Trade Model" opened at Thang Loan Store of Hoang Thi Loan Business Household, located in Doan Ket village, Luc Hanh commune, Yen Son district, Tuyen Quang province, for ethnic minority households living in communes in region III - a particularly difficult commune in ethnic minority and mountainous areas.

Luc Hanh Commune is a commune in Zone III, located in a difficult area of Yen Son District. The commune has 3,700 people, 80% of whom are ethnic minorities, and the poverty rate is 40.86%. The "two-way trade model" built in the commune is really necessary for a commune without a rural market like Luc Hanh. With this model, people will be provided with essential products of clear origin, with better quality assurance, and at the same time, it is a place for people to exchange local products and regional products of the province.
Tuyen Quang province is one of 7 provinces supported by the Ministry of Industry and Trade to build a “Two-way Trade Model”. The model is both an essential point of sale and a point of purchase and consumption of typical products of ethnic minority and mountainous areas.
Regarding this issue, Mr. Loc Kim Lien - Deputy Director of the Department of Industry and Trade of Tuyen Quang said: Building a two-way trade model will both provide essential goods to people in remote areas, and at the same time purchase and consume products made by people to generate income, improve the quality of life, and ensure social security.

The "two-way trade model" has contributed to raising people's awareness in applying science and technology in production and processing, many good products with food safety control will be brought to the market. This is also a step to bring regional products and goods of ethnic minorities into domestic consumption channels", the Deputy Director of the Department of Industry and Trade emphasized.
In addition, the two-way trade model will create opportunities for businesses, cooperatives, and households trading essential goods to access the local market, gradually expand and build a network of distribution channels, expand the market of essential goods points of sale in the whole province; create conditions for people to access products with diverse designs and types, ensuring quality, with prices suitable for the income of ethnic minorities, ensuring social security goals, contributing to the effective implementation of the national target program on socio-economic development in ethnic minority and mountainous areas in the period of 2021 - 2025.

Along with building a "two-way trade model", the Department of Industry and Trade has organized a training course to improve trade promotion capacity and market development for officials of the District People's Committee, Commune People's Committee, enterprises, cooperatives, business households and farmers producing, trading, and small traders in ethnic minority and mountainous areas in Yen Son district.
The class equips students with skills in accessing information technology applications, digital transformation, using internet search tools; marketing skills, customer care, communication and sales on digital platforms; skills in managing e-commerce booths and trade promotion, enhancing product value, expanding markets... From there, they can apply them to organizing activities, production and business, expanding markets, improving efficiency, contributing to economic and social development in the new period.
The "two-way trade model" in Tuyen Quang has just been deployed but has initially been positively received by people in ethnic minority areas. Connecting local supply and demand with local, business with business, goods are circulated smoothly in two directions, contributing to increasing the proportion of Vietnamese goods in wholesale and retail systems and establishments.
