Tra Vinh Provincial People's Committee has approved new spending levels for local industrial promotion, the highest of which is 1 billion VND for supporting the construction of demonstration models.
Maximum support 1 billion VND
According to the approved regulations, Tra Vinh adjusted the expenditure levels for 7 contents of the local industrial promotion program. In particular, the expenditure level for the content of supporting the construction of technical demonstration models for industrial and handicraft production, including costs: Construction, purchase of machinery and equipment; completion of documents on technological processes, production processes, serving the highest technical demonstration with 30% of the cost but not exceeding 1,000 million VND/model.
With the same content, Tra Vinh only disseminates and propagates highly effective models with a support level of 30% of the cost but not exceeding 100 million VND/model; supports the construction of pilot models on applying cleaner production in industry with 30% of the cost but not exceeding 500 million VND/model.

Expenses to support the application of advanced machinery and equipment, technology transfer, and scientific and technical advances in industrial and handicraft production, 50% of the cost but not exceeding 300 million VND/facility. In case of expenses to support technological lines, the support level shall not exceed 1.5 times the support level for the application of advanced machinery and equipment, technology transfer, and scientific and technical advances in industrial and handicraft production.
In addition, Tra Vinh also provides attractive funding for other contents, such as: Organizing voting and awarding certificates of typical rural industrial products at the provincial level of 200 million VND/time, at the district level of 100 million VND/time; Supporting 100% of booth rental costs in case rural industrial establishments participate in fairs, exhibitions of rural industrial products, domestic handicrafts, etc.
Continue to affirm effectiveness
Industrial promotion work has been of interest to Tra Vinh Industry and Trade for many years, contributing to the development of industrial production in rural areas of the locality, especially with the content of building technical demonstration models and applying advanced machinery and equipment to production being prioritized.
Recently, the Center for Industrial Promotion and Trade Promotion of Tra Vinh province organized the acceptance of the project "Supporting the application of advanced machinery and equipment in the production of banh tet at the business household of Nguyen Thi Thu Quyen (Da Loc commune, Chau Thanh district).
According to the representative of the beneficiary unit, the facility's banh tet products meet the 3-star OCOP standard, but the production process is still done manually, which takes a lot of time and costs production. To meet market demand and compete, the business household boldly invested in 8 electric banh tet cookers with a total amount of VND 264 million, of which the local industrial promotion fund supported VND 130 million.
Investing in complete machinery and equipment, creating many products helps businesses meet requirements on production time, ensuring product quality and output; saving time and labor, contributing to the economic restructuring of the province's processing industry.
Last year, from the local industrial promotion fund, Tra Vinh supported many establishments to innovate machinery and equipment for production. Accordingly, not only did it help the beneficiary enterprises improve productivity and quality, but it also helped Tra Vinh's rural industrial products increase their competitiveness in the market.
In addition to the above projects, there are also projects: Supporting the application of advanced machinery and equipment in mechanical processing implemented at Vo Van Kiet Business Household; Supporting the application of advanced machinery and equipment in the production of fine art wood implemented at Thach Phan - Phanh Business Household; Supporting the application of advanced machinery and equipment in the production of aluminum doors implemented at Tan Kien Duong Company Limited...
It can be seen that industrial promotion work has gradually affirmed its importance in local economic development. However, according to the representative of Tra Vinh Department of Industry and Trade, the Ministry of Finance issued Circular No. 64/2024/TT-BTC amending and supplementing a number of articles of Circular No. 28/2018/TT-BTC guiding the establishment, management and use of industrial promotion funds.
On that basis, the unit assigned to preside over the implementation of local industrial promotion tasks shall develop an industrial promotion budget estimate and send it to the Department of Industry and Trade for general synthesis in the state budget estimate of the Department of Industry and Trade, and to the Department of Finance (for regular budget) and the Department of Planning and Investment (for development investment expenditure) for synthesis and reporting to competent authorities according to the provisions of the law on budget and the Law on Public Investment.
Therefore, the locality requests the Ministry of Industry and Trade to soon provide guidance on which contents and activities are covered by regular budget sources and which contents and activities are covered by development investment expenditure sources for locality to implement.
