Actively implement policy building activities
The local Department of Industry and Trade informed that last year, the drafting of legal documents was a bright spot in the Department's work implementation.
Accordingly, the Department has completed the dossier and submitted to the Government for signing and promulgation of two decrees: Decree No. 32/2024/ND-CP on management and development of industrial clusters and Decree No. 43/2024/ND-CP detailing the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of handicrafts.

Develop and submit to the Ministry's leaders for signing and promulgation Circular No. 14/2024/TT-BCT of the Ministry of Industry and Trade regulating the periodic reporting regime on industrial clusters, the national industrial cluster database and a number of sample documents on the management and development of industrial clusters.
After the above legal documents were issued, the Department organized conferences to disseminate the contents of the documents nationwide.
The local Department of Industry and Trade has also developed and submitted to the Ministry's leaders a Decision to promulgate administrative procedures issued in the field of industrial clusters under the management scope of the Ministry of Industry and Trade; a Decision to promulgate newly issued and abolished administrative procedures in the field of handicrafts under the management scope of the Ministry of Industry and Trade.
Complete the draft dossier of the Decree amending and supplementing a number of articles of Decree No. 45/2012/ND-CP of the Government on industrial promotion, submit to the Ministry's leaders to sign Submission No. 10693/TTr-CTĐP dated December 27, 2024 to the Government to ensure progress.
In addition, the Department has also done a good job of monitoring local Industry and Trade, preparing documents and accompanying the Ministry's leaders to work with 19 localities, and has resolved recommendations and proposals from provinces and cities.
Comments on industrial cluster development plans of provinces and cities; comments on proposals to adjust and supplement industrial cluster planning of some provinces and cities (Hanoi, Dak Lak); handling recommendations of more than 40 localities/agencies on management and development of industrial clusters...
Well implement the work of developing small-scale industry and enterprises; the national target program on new rural construction and other assigned tasks.
Focus on implementing industrial promotion work
Regarding industrial promotion, according to the local Department of Industry and Trade, in 2024, the total national industrial promotion budget plan approved by the Ministry of Industry and Trade is 130 billion VND/106 projects. The Department has guided localities and units to complete documents and implement projects that have been allocated budget according to regulations.
In coordination with the Department of Industry and Trade, the Industrial Promotion Center of Hanoi City, Kien Giang Province successfully organized the Industrial Promotion Conference and Exhibition Fair of typical rural industrial products in the North and South regions.

Develop and organize plans for inspection teams to monitor the implementation of the national industrial promotion project in 2024 in 8 localities. Guide localities and industrial promotion service organizations to develop industrial promotion plans for 2025...
However, according to the local Department of Industry and Trade, the national industrial promotion budget in 2023 only reached 34.6% of the plan, which affected the activities of the Department, the public service units performing industrial promotion tasks nationwide, and the Center for Industrial Promotion and Industrial Development Consulting 1.
However, last year, the local Department of Industry and Trade made efforts to coordinate with localities to effectively implement many programs and projects. Continuing to promote this spirit, in 2025, the local Department of Industry and Trade will organize the quality and effective implementation of the national industrial promotion plan for 2025, ensuring maximum utilization of existing resources and capacities of rural industrial establishments nationwide.
Advise on the development of a plan to summarize the National Industrial Promotion Program for the period 2021-2025 and develop the National Industrial Promotion Program for the period 2026-2030. Deploy the work of voting for typical national rural industrial products in 2025.
Organize the implementation of industrial cluster management according to authority; guide and respond to recommendations from localities related to cluster management; organize the construction and operation of a national industrial cluster database (if allocated funding); organize a number of inspection teams to evaluate the management and development of industrial clusters in a number of provinces and cities and carry out tasks and activities to develop industrial clusters in 2025.
At the same time, continue to monitor the Draft Decree of the Government on amending and supplementing a number of articles of Decree No. 45/2012/ND-CP of the Government on industrial promotion;
Develop a Circular regulating the organization of voting for typical rural industrial products (replacing Circular No. 26/2014/TT-BCT dated August 28, 2014 and Circular No. 14/2018/TT-BCT dated June 28, 2018 of the Minister of Industry and Trade) after the Decree amending and supplementing a number of articles of Decree No. 45/2012/ND-CP of the Government on industrial promotion is issued.
Strengthen the development of a network of consultants supporting small and medium enterprises. The focal point of the Ministry of Industry and Trade recognizes, manages, monitors and evaluates the activities of the network of consultants supporting small and medium enterprises in the industry and trade sector. Monitor the activities of industrial and handicraft villages, collective economy, industrial and handicraft cooperatives.
Report to the Ministry's leaders for approval of the plan to consider and confer the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 6th time.
In 2024, the total national industrial promotion budget plan approved by the Ministry of Industry and Trade is 130 billion VND/106 projects, tasks for 38 localities, 14 units and a number of tasks directly implemented by the local Department of Industry and Trade. The national industrial promotion budget allocated in 2024 is 45,546 billion VND (accounting for 34.6%). The Department has guided localities and units to complete documents and implement national industrial promotion projects that have been allocated budget according to regulations. |
