(Dan Tri) - The Government submitted to the National Assembly for permission to allocate 63,725 billion VND of the general reserve fund of the Medium-Term Public Investment Plan for the fields of national defense, security, state management, science and technology and transportation.
On the morning of January 16, the Government submitted to the National Assembly the plan to supplement the Central Budget Medium-Term Public Investment Plan for the 2021-2025 period from the general reserve source corresponding to the increased revenue of the Central Budget in 2022 for public investment tasks and projects. Accordingly, the Government submitted to the National Assembly a plan to allow the use of VND 63,725 billion from the general reserve source of the Medium-Term Public Investment Plan for the 2021-2025 period corresponding to the increased revenue of the Central Budget in 2022. This total capital is expected to be allocated to 5 sectors and fields including: National Defense, Security, State Management, Science and Technology and Transport.

Of which, 500 billion VND is expected to be allocated to the science and technology sector, and arranged for the Ministry of Planning and Investment to invest in purchasing equipment for the national innovation center. In the field of state management, the Government submitted a plan to allocate 1,000 billion VND to the Central Party Office to invest in 5 projects to renovate and repair offices and guest houses. In addition, the Government plans to allocate 1,490 billion VND to the Ministry of Finance to invest in 2 projects, including the project to build the office of the Thu Duc City Tax Department (HCMC) and the project to purchase luggage scanners and mobile container scanners for customs. This is to modernize inspection and supervision work, improve the effectiveness of preventing smuggling, trade fraud and illegal transportation of goods across the border. The transport sector has allocated more than VND 57,700 billion for 32 projects to focus on investing in the construction and completion of a synchronous and modern strategic infrastructure system, especially key and important national transport infrastructure projects, expressways, coastal roads, airports, seaports, etc. The Government has set a target of striving to complete the target of having over 3,000km of expressways by 2025. The Government also proposed mechanisms and policies for projects, including assigning annual plans to projects. According to Article 53 of the Law on Public Investment, the condition for annual capital allocation is that the program or project must be included in the Medium-term Public Investment Plan and be decided by a competent authority.

Therefore, to arrange the annual capital plan, the project must have an investment decision. The fastest time to approve the investment decision from the time the project has an investment policy is 6-8 months. "Of the 50 tasks and projects, 33 tasks and projects have been approved for investment policies and need time to make investment decisions; 17 projects do not have investment policies yet," according to the Government's report. In addition to the above content, the Government also submitted to the National Assembly to allocate more than VND 2,500 billion (out of the total capital of more than VND 37,300 billion not yet allocated to ministries, central and local agencies) to Vietnam Electricity Group to implement the project of supplying electricity from the national grid to Con Dao district, Ba Ria - Vung Tau province. According to the agenda, these contents, after the discussion session in groups and the hall on January 16, will be voted on on the morning of January 18, in the closing session of the meeting.
