Ho Chi Minh City determined to achieve the target of disbursing public investment capital

By the end of the first quarter of 2024, the city had only disbursed about VND 5,566 billion (7.02%), so the leaders of Ho Chi Minh City requested units to focus on urgently implementing solutions to ensure disbursement of public investment capital as planned.

In 2024, Ho Chi Minh City was assigned 79,260 billion VND of public investment capital. The city aims to disburse over 95% of this total capital within the year. The Ho Chi Minh City People's Committee has planned to strive to disburse more than 10% of public investment capital (equivalent to nearly 8,000 billion VND) in the first quarter of 2024. However, by the end of the first quarter of 2024, the city's public investment capital disbursement only reached 7%.

Leaders of Ho Chi Minh City People's Committee requested units to focus on efforts to disburse public investment capital according to the 2024 plan.

To properly implement the Construction Investment Plan and disburse public investment capital, the leaders of the Ho Chi Minh City People's Committee requested units to speed up the progress of planning and investing in synchronous infrastructure construction; continue to review and adjust urban planning in the area; complete, submit for approval and implement the Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050; the project to adjust the Ho Chi Minh City Master Plan to 2040 with a vision to 2060...

At the same time, the leaders of the Ho Chi Minh City People's Committee also directed relevant units to speed up the construction progress of key projects and works: Ho Chi Minh City Ring Road 3, An Phu intersection, expansion of National Highway 50, Tran Quoc Hoan - Cong Hoa connecting road, Nguyen Van Linh - Nguyen Huu Tho intersection, My Thuy intersection; speed up the progress of putting into operation urban railway line No. 1; focus on completing investment procedures for key traffic projects, connecting regions: Ring Road 2 (section 1 and section 2), Ring Road 4; Ho Chi Minh City - Moc Bai Expressway, Expansion of Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway; Thu Thiem 4 Bridge, Can Gio Bridge,... Especially 5 projects applying BOT contracts according to Resolution No. 98/2023/QH15 of the National Assembly.

Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, requested the Department of Planning and Investment to closely monitor and periodically urge the implementation of the 2024 Public Investment Disbursement Plan. Weekly, specifically assess the implementation progress, capital and disbursement rate of projects; the implementation of investment procedures by relevant agencies; the organization of construction and disbursement of each investor, ensuring the progress of completing investment procedures, project construction progress and capital disbursement according to the commitment and plan; promptly synthesize and report to the City People's Committee to resolve or direct relevant agencies to resolve difficulties and problems of each project to ensure the progress of project implementation according to the set plan.

“From now until the end of the year, the city must disburse 73,000 billion VND, which means that each month it must disburse over 8,000 billion VND. Therefore, departments, districts and counties must focus on work to achieve the target, especially coordination between parties to resolve difficulties and problems. At the same time, the city also focuses on solutions to promote consumption, investment, export... striving for public investment disbursement in the second quarter to be no lower than 30%,” Mr. Phan Van Mai requested.
