Recognizing the important contributions of State Bank branches in provinces and cities

Speaking at the opening of the meeting, Deputy Governor of the State Bank of Vietnam Pham Thanh Ha said that, implementing Resolution 18-NQ/TW, the State Bank of Vietnam's Board of Directors, the collective of officials, civil servants, public employees, and workers of the entire banking sector have united, agreed, reached consensus, and are highly determined, closely following the direction of the Central and Government to review and reorganize the organizational structure. To date, the reorganization of the apparatus has been basically completed, ensuring the set progress and roadmap.

Deputy Governor of the State Bank of Vietnam Pham Thanh Ha delivered the opening speech at the meeting.

According to the Deputy Governor, the arrangement and reorganization of 63 provincial and municipal branches of the State Bank into 15 regional branches of the State Bank, in which the State Bank of Region 3 was arranged from the branches of the 4 provinces of Son La, Dien Bien, Lai Chau and Hoa Binh, is truly a turning point, marking a great transformation of the State Bank. In addition, this arrangement has a great impact on professional work such as financial and asset management of the State Bank; information technology system; payment system; monetary and treasury work; banking inspection and supervision work..., advisory work for local Party committees and authorities on local economic development; coordination with specialized agencies in the area; management and supply of currency and treasury for credit institutions, enterprises and people in each province...

The Deputy Governor emphasized that the SBV's Board of Directors respectfully acknowledges, recognizes and highly appreciates the important contributions and dedication of SBV branches in provinces and cities during the process of restructuring and streamlining the apparatus. In particular, it respects, commends, recognizes and highly appreciates the officials and civil servants holding leadership and management positions and those not holding leadership and management positions who have been exemplary and responsible for the process of streamlining the apparatus, are ready to sacrifice, voluntarily and proactively apply for early retirement; and are ready to take on tasks in lower positions to stabilize the organizational structure during the process of restructuring and streamlining the apparatus.

Acting Director of State Bank Region 3 Trinh Cong Van reports at the working session

Reporting at the meeting, Acting Director of the State Bank of Vietnam Region 3 Trinh Cong Van informed that Region 3 includes 4 provinces in the Northwest region, which is the western gateway of the country, bordering Laos and China. This is an area with great potential and favorable conditions for the development of agricultural, forestry, hydroelectric, eco-tourism production and many rare mineral resources. The natural area is 37,309 km2, accounting for 11.3% of the country's area; the population is 3.4 million people, the population structure in rural areas accounts for over 80%, and in urban areas is about 20%.

By February 28, 2025, there are 27 credit institutions in the area, the network of credit institutions is spread throughout the district and city with 54 level I branches, 39 level II branches, 158 transaction offices, 668 transaction points, 4 specialized mobile vehicles, the whole area has 243 ATM/CDM automatic transaction machines, 35,102 QR code points; besides, there are 2,583 service introduction points of 8 financial companies.

According to the Acting Regional Director, immediately after the Conference to deploy and summarize Resolution No. 18-NQ/TW of the State Bank of Vietnam, closely following the guidelines and policies of the Party, the State, and the direction of the Government and the State Bank of Vietnam. The State Bank branches in the provinces in the region and the Preparatory Committee for the establishment of the State Bank of Vietnam Region 3 have closely coordinated, fully studied the provisions of relevant laws, contributed opinions to the draft regulations and instructions; developed and completed specific plans, implemented key tasks on reviewing, arranging the organization and personnel to achieve the set results, on schedule and in accordance with the practical conditions of the area.

Overview of the working session

At the same time, the organization thoroughly disseminates, propagates, grasps the thoughts and aspirations and encourages civil servants and employees to stabilize their thoughts and work with peace of mind. In addition, with the response and support of "Responsibility, initiative, enthusiasm, dedication and not afraid of difficulties and hardships" of all civil servants and employees of 04 branches of the State Bank (Son La, Dien Bien, Lai Chau and Hoa Binh) who have joined hands and unanimously prepared the best conditions for the State Bank of Region 3 to immediately go into operation, ensuring convenience, smoothness, no congestion, interruption and on time as planned.

Under the close leadership and direction of the SBV Board of Directors and the enthusiastic support of the Departments and Agencies of the SBV, to date, SBV Region 3 has been operating basically stably, continuing to perform its assigned functions and tasks, contributing to the implementation of the banking sector's tasks, serving the construction and socio-economic development in the area.

Ensuring the Regional State Bank operates smoothly, safely and effectively

At the meeting, representatives of the leaders of commercial banks in the area also reported and spoke about the impact of the new operating model of the Regional State Bank on the operations of credit institutions, raised some difficulties, problems and made recommendations and proposals. Representatives of the Departments and Bureaus under the Central State Bank also discussed and answered the recommendations. Deputy Governor of the State Bank Pham Thanh Ha answered and answered the recommendations and proposals of the Regional State Bank and credit institutions in the region; at the same time, directed and oriented the Regional State Bank and credit institutions on organization and operation in the coming time towards stabilizing the organizational model, implementing the key tasks of the banking sector in monetary, credit, inspection, supervision, payment, etc.

Concluding the working session, Deputy Governor of the State Bank of Vietnam Pham Thanh Ha emphasized that, with its role as the lifeblood of the economy, the State Bank of Vietnam needs to quickly stabilize its organizational structure, strive to improve the effectiveness and efficiency of its operations, restructure its staff of officials, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks, overcome difficulties and obstacles, and strive to successfully complete assigned tasks. From there, it will work with the Government and localities to strive to achieve the highest level of the 5-year plan for 2021-2025, especially the task of meeting capital and banking service needs to serve the goal of accelerating and making a strong breakthrough to achieve an annual growth rate of at least 8% and strive for double digits in more favorable conditions, creating momentum, creating force, and creating a foundation for double-digit growth in the period of 2026-2030.

To achieve that goal, the Deputy Governor requested the Regional SBV and credit institutions in the area to continue to promote the sense of responsibility before the Party and the Industry, focus on leadership, direction, and implementation with the highest determination in all aspects of activities, focusing on the tasks and solutions set out in Resolution 01/NQ-CP of the Government, Directive 01/CT-NHNN of the Governor of the SBV to develop programs and plans to implement assigned tasks in 2025. In addition, continue to do a good job in organizing staff and streamlining the apparatus. Ensure selection, review, and re-evaluation before, during, and after the arrangement, with public and transparent criteria to arrange and assign streamlined staff, the right people, the right jobs, and effectively.
