Realizing the dream of settling down

Quang Nam currently has about 140,000 workers, civil servants, and laborers living and working in large industrial parks such as Dien Nam - Dien Ngoc (Dien Ban town), Tam Thang (Tam Ky city), Truong Hai Auto Mechanics, Tam Hiep Port Logistics (Nui Thanh district)... With a large number of workers, the demand for social housing in the locality is constantly increasing. However, the development of social housing projects still faces many barriers.

According to Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province, social housing for workers, low-income laborers, officials, civil servants and the poor is a major program that the province pays special attention to and consistently directs.

“However, the implementation process still faces many difficulties, and the results have not been as expected. Many businesses want to invest in building social housing, but are faced with the problem of high costs while profits are low. The current investment support mechanism is not attractive enough, making investors hesitant,” Mr. Dung shared.

In that context, the social housing loan program under Decree 100/ND-2024 of the Government, implemented by the Vietnam Bank for Social Policies, Quang Nam branch, has recently brought new hope to many local households. With preferential capital, many workers, officials, civil servants, armed forces, etc. have reached their dream of having a home of their own.

The story of Ms. Tran Thi Nhon, a teacher in Phuoc Xuyen block, Nam Phuoc town (Duy Xuyen district) is a clear demonstration of the humane value of this loan program. She is a single mother raising a small child. Although her teacher’s salary is stable, it is not enough to buy a house in the context of escalating prices. Thanks to a loan of 500 million VND from the Social Policy Bank, Ms. Nhon boldly built a new house.

“Without this preferential loan, my dream of having a decent place to live for my children and I would have remained just a dream,” Ms. Nhon said emotionally.

Similarly, the family of Mr. Pham Van Dung (Duy Trinh commune, Duy Xuyen district), both husband and wife are workers at Sedo Vinako Company, also received a loan of 300 million VND to rebuild their house.

“When we learned about the social housing loan program, we registered, completed the paperwork, and received timely support from the bank. In addition to the policy loan, we borrowed a little more from relatives to have a solid house. Without this program, we don’t know when we would have settled down,” Mr. Dung shared.

Another case is Mr. Pham Van Vinh, a driver working at Truong Xuan Petroleum Trading Service Company Limited (Tam Ky City), who was also supported with a loan of 500 million VND. With a stable but not abundant income, for Mr. Vinh, the dream of owning a spacious house used to be something far away.

“Thanks to the preferential loan, my family now has a new, spacious and clean house. Since having a stable place to live, I feel secure in working and paying off my debt on time,” Mr. Vinh added.

Spreading humane policies to every home

Stories like those of Ms. Nhon, Mr. Dung, Mr. Vinh... are increasingly appearing in Quang Nam. As of February 28, 2025, the Vietnam Bank for Social Policies, Quang Nam branch, has disbursed more than VND 575 billion for the social housing loan program, supporting 1,788 customers to build, renovate and repair houses. Of these, 26 customers are people with revolutionary contributions; 273 workers; 228 low-income people in urban areas; 230 armed forces officers and 1,031 officials, civil servants and public employees.

In order for the program to spread widely and be put into practice, the provincial branch of the Social Policy Bank has actively coordinated with agencies and organizations such as the Farmers' Association, Women's Union, Veterans' Association, Youth Union... to strengthen propaganda and popularize the loan process and conditions. Based on the list of registered households, socio-political organizations coordinate with local authorities to organize transparent evaluation. Credit officers conduct appraisals, guide the completion of documents and disburse quickly and in accordance with regulations.

From preferential loans, many families in Quang Nam have new, spacious and clean houses.

Ms. Nguyen Thi Trang, Head of Planning and Operations Department of the Social Policy Bank, Quang Nam branch, said: “We focus on promoting propaganda so that people can understand and access preferential capital sources. At the same time, we closely coordinate with authorities at all levels and mass organizations to evaluate the right subjects, ensuring publicity and transparency, helping people feel secure when borrowing capital to build houses.”

It is known that in 2025, the Central Government has allocated an additional 30 billion VND to Quang Nam to continue promoting the social housing loan program. At the same time, the Provincial People's Committee has also agreed on the policy of entrusting capital to the Social Policy Bank, Quang Nam branch to speed up disbursement, contributing to effectively implementing the goal of eliminating temporary and dilapidated houses in the area.

Not just simply credit numbers, houses built with policy capital are symbols of the State’s sharing, companionship and support for the people. From their new homes, thousands of families in Quang Nam not only realize their dream of settling down but also have more motivation to work, contribute and build an increasingly better life.
