The President hopes that Vietnam and Singapore will soon implement the framework of the Comprehensive Strategic Partnership effectively and substantially, bringing the bilateral relationship to strong development in the coming time.
On March 26, at the Presidential Palace, President Luong Cuong met with Singaporean Prime Minister Lawrence Wong on the occasion of the Prime Minister and his wife's official visit to Vietnam.
President Luong Cuong welcomed Prime Minister Lawrence Wong on his first official visit to Vietnam as Prime Minister of the Republic of Singapore; emphasizing that this is the first high-level delegation exchange after the two countries upgraded their relations to Comprehensive Strategic Partnership and is also a highlight in a year with many major holidays for the two countries.
The President congratulated the Government and people of Singapore on their achievements in recent years, turning the Lion City into a developed country with a leading financial, technological and innovation center in the region.
On this occasion, the President conveyed his regards to the President of Singapore and respectfully invited the President of Singapore and his wife to visit Vietnam at an appropriate time.
Affirming that Vietnam persistently and consistently pursues a foreign policy of independence, self-reliance, peace, cooperation, friendship, multilateralization and diversification of relations, President Luong Cuong emphasized that Vietnam attaches great importance to relations with neighboring countries and the region, including Singapore.
The President hoped that the two countries would soon effectively and substantially implement the Comprehensive Strategic Partnership framework, developing bilateral relations strongly in the coming time; and suggested that Singapore continue to support Vietnam in developing human resources, especially strategic-level officials; and improve quality in all areas of cooperation, including innovation, clean energy, and digital transformation.
The Singaporean Prime Minister expressed his pleasure to meet President Luong Cuong again after the meeting at the APEC Summit in November 2024 in Peru; sincerely thanked the Vietnamese high-ranking leaders and people for the warm welcome given to the delegation and the Prime Minister personally.
He expressed his deep impression of Vietnam's strong development in recent years; affirmed that Singapore wishes to continuously strengthen its cooperative relationship with Vietnam, a like-minded friend of Singapore and also Singapore's first Comprehensive Strategic Partner in ASEAN.
Emphasizing that Singapore is always a companion of Vietnam in the Doi Moi process, Prime Minister Lawrence Wong affirmed that Singapore is ready to actively cooperate and support Vietnam in economic and social development, realizing the double-digit growth target, becoming a developed country with high income by 2045. Singapore strengthens cooperation with Vietnam in areas of potential and demand for both sides such as renewable energy, sea cable connection and digital economy, and addressing emerging challenges.
The two leaders highly appreciated the outstanding achievements of cooperation in all fields in recent times, especially in politics, economics, trade and investment; agreed that the framework of the Comprehensive Strategic Partnership based on political trust and shared interests and visions in many fields will help to connect and engage more comprehensively, and cooperate more deeply and effectively between the two countries, both bilaterally and on regional strategic issues.
The two sides agreed that Vietnam and Singapore need to effectively promote cooperation potentials, with complementary economies; closely coordinate and effectively implement the contents of the new relationship framework, including the early completion of the development and implementation of the Action Program for the 2025-2030 period with specific programs and measures on the 6 overarching pillars of the Joint Statement on upgrading relations.
The two sides continue to strengthen political trust, increase high-level visits and contacts and channels (Party, State, Government, National Assembly, central and local levels), people-to-people exchanges, and business connections.
The two countries will further deepen defense-security cooperation, cooperate in preventing cross-border crimes, including cybercrime; increase information exchange and assessment of the regional and world situation; and cooperate in responding to traditional and non-traditional security challenges.
The two sides also agreed to effectively implement bilateral cooperation mechanisms to create breakthroughs in new areas of cooperation within the framework of the Comprehensive Strategic Partnership.

The two leaders agreed that Vietnam and Singapore share common views and visions on regional and world issues. The two countries need to continue to closely coordinate and support each other at regional and international forums, especially ASEAN and the United Nations, for peace, stability, cooperation and development; maintain solidarity and common stance of ASEAN on important international and regional issues, including the East Sea issue, and promote the settlement of disputes by peaceful means on the basis of international law, especially the 1982 UNCLOS.
On this occasion, the Singaporean Prime Minister promised to convey the President's invitation to the Singaporean President and his wife to visit Vietnam at an appropriate time./.
