Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the State Bank of Vietnam has recognized this as an important and urgent political task and has thoroughly grasped the spirit of urgency, making efforts to implement it resolutely and effectively with the highest political determination throughout the system. Up to now, the reorganization of the apparatus has been basically completed, ensuring the correct progress and roadmap set out.

Regarding the SBV branches in provinces and centrally run cities, based on the requirements and tasks of the SBV, the specific nature of its operations, and large and complex management objects (credit institutions and people's credit funds), to ensure the full implementation of the State management function on currency, banking and foreign exchange activities, and the implementation of the central bank function of the SBV for the economy in the provinces and cities, the SBV has completed the reorganization of 63 SBV branches in provinces and cities into 15 Regional SBVs, ensuring the implementation of State management, payment activities, monetary security, and treasury for the banking system. Of which, SBV Region 3 includes 4 provinces: Son La, Dien Bien, Lai Chau, Hoa Binh; the headquarters of the Regional SBV is located in Son La.

On March 1, 2025, the Governor of the State Bank issued Decisions on personnel transfer and appointment in Region 3, specifically: Mr. Trinh Cong Van, Director of the State Bank of Vietnam, Son La Province Branch, holds the position of Deputy Director of the State Bank of Vietnam, Region 3 Branch and assigns the Acting Director of the State Bank of Vietnam, Region 3 Branch; Deputy Directors of the State Bank of Vietnam, Region 3 include: Mr. Pham Manh Kien, Mr. Le Cao Cuong, Mr. Nguyen Dinh Vinh. At the Conference, Deputy Governor of the State Bank of Vietnam, Pham Thanh Ha, presented the decision to the Board of Directors of the State Bank of Vietnam, Region 3, and the heads and deputy heads of departments.

After the reorganization, the total number of civil servants and employees in Region 3 is 140 people. The organizational structure of the State Bank of Vietnam Region 3 after the reorganization includes 6 departments: Regional State Bank Inspectorate; Management and Supervision Department; General Department; Administration - Personnel Department; Currency - Treasury Department; Accounting - Payment Department.

The restructuring of the SBV's apparatus, including 15 regional SBVs, is the result of serious and drastic efforts by the SBV's Board of Directors and Steering Committee, implementing the consistent directions of the Central Committee, the Politburo, and the Secretariat on implementing the "revolution" of streamlining the apparatus, which is a key and urgent task, of special significance to the country's development in the new era. In the coming time, the SBV will continue to carry out related tasks to ensure progress, quality and improve the effectiveness and efficiency of state management, meeting the requirements of the Central Steering Committee and the Government's Steering Committee.
