Implementing Resolution No. 18, the State Bank has completed the reorganization of 63 provincial and municipal branches into 15 regional State Bank branches, ensuring state management, payment activities, monetary security, and treasury for the banking system.
In which, State Bank Region 3 includes 4 provinces: Son La, Dien Bien, Lai Chau, Hoa Binh; State Bank Region headquarters is located in Son La.
The Governor of the State Bank has issued decisions on personnel transfer and appointment in Region 3.
Mr. Trinh Cong Van, Director of the State Bank of Vietnam, Son La Province Branch, holds the position of Deputy Director of the State Bank of Vietnam, Region 3 Branch and is assigned the authority of Director of the State Bank of Vietnam, Region 3 Branch. The Deputy Directors of the State Bank of Vietnam, Region 3 include: Mr. Pham Manh Kien, Mr. Le Cao Cuong, Mr. Nguyen Dinh Vinh.

At the Conference, Deputy Governor of the State Bank of Vietnam Pham Thanh Ha presented the decision to the Board of Directors of the State Bank of Vietnam Region 3 and the heads and deputy heads of departments.
After the reorganization, the total number of civil servants and employees in Region 3 is 140 people. The organizational structure of the State Bank of Vietnam Region 3 after the reorganization includes 6 departments: Regional State Bank Inspectorate; Management and Supervision Department; General Department; Administration - Personnel Department; Currency - Treasury Department; Accounting - Payment Department.

The 4 provinces of Region 3 (Hoa Binh, Son La, Dien Bien, Lai Chau) are located in the Northwest of the Northern midland and mountainous region, which is a particularly important strategic area in terms of politics, economy, culture, society, national defense, security and foreign affairs of the whole country; the western and northern gateways of the country.
Up to now, the network of credit institutions in Region 3 has basically covered all districts, cities, remote areas.
In addition to 3 branches of the State Bank in the provinces with the function of managing banking activities in the area, Region 3 has 13 banks (38 level I branches, 39 level II branches), 12 People's Credit Funds and 1 microfinance organization, with 158 transaction offices and 668 transaction points in the communes.
