Hanoi: Speeding up the progress of 5 concentrated social housing areas

According to the conclusion of Vice Chairman of the City People's Committee Duong Duc Tuan, the model of developing 5 concentrated social housing areas has been studied and proposed since the period of 2016-2017. Up to now, this model has been stipulated in the Housing Law 2023 and the guiding documents of the Central Government, the Government, and the Prime Minister, becoming a key solution in developing social housing from now until 2030 nationwide. The City People's Committee requested the Department of Construction and related departments and branches to enhance responsibility, innovate in solving work, and improve the quality of consultation. In particular, developing social housing, focusing on concentrated social housing areas, is identified as an urgent task that needs to be promoted in the coming time.

The Hanoi People's Committee directed to accelerate the investment progress of the Tien Duong 1 and Tien Duong 2 social housing areas, assigning relevant units to carry out procedures according to the "green channel", shortening the processing time according to the direction of the Chairman of the City People's Committee in Official Dispatch No. 991/UBND-TH dated March 19, 2025. The Department of Construction and the Department of Finance coordinate to complete the selection of investors no later than May 15, 2025. After having an investor, the Department of Construction will guide and urge the completion of the investment project, design implementation, and strive to start construction in September 2025.

The Department of Planning and Architecture determines the boundaries and scope of the land, the Department of Agriculture and Environment shall hand over the boundary markers to the Dong Anh District People's Committee before March 2025. The Department of Finance shall guide the Dong Anh District People's Committee to use the district budget or the City Development Investment Fund to immediately carry out compensation, support and resettlement in March 2025. The Dong Anh District People's Committee shall urgently recover land and carry out site clearance for the two land plots Tien Duong 1 and Tien Duong 2 before August 2025 to ensure a clean site for the purpose of starting construction in September 2025.

In addition to the two projects in Tien Duong, the City People's Committee also directed the implementation of three concentrated social housing areas in other areas including Dai Mach commune, Dong Anh district and Tien Phong commune, Me Linh district; Co Bi commune, Gia Lam district; land plot C1-5 under the S5 urban subdivision planning (Ngoc Hoi, Dai Ang, Lien Ninh communes, Thanh Tri district and Khanh Ha commune, Thuong Tin district).

The City People's Committee assigned the Department of Construction to carefully study the content of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. At the same time, the People's Committees of Dong Anh and Gia Lam districts will use district-level budgets to organize the preparation of a 1/500-scale detailed plan for concentrated social housing areas in Dai Mach, Tien Phong and Co Bi, ensuring completion before July 1, 2025. After the detailed plan is approved and the National Assembly passes the pilot resolution, the Department of Construction will advise the City People's Committee on the next processes and procedures to implement the project.

For land plot C1-5 in Thanh Tri and Thuong Tin districts, the City People's Committee requests the Department of Planning and Architecture to implement according to the direction in Notice No. 533/TB-VP dated November 14, 2024 and report to the City People's Committee in March 2025. At the same time, the Department of Planning and Architecture needs to review and update architectural planning indicators for 12 locations for concentrated social housing development and continue to propose additional land plots to complete the goal of building 100,000 social housing apartments by 2030 according to the direction of the Prime Minister, report to the City People's Committee before April 15, 2025. The rapid implementation of concentrated social housing areas not only contributes to solving the housing needs of low-income people but also promotes the sustainable development of the capital Hanoi, towards the goal of ensuring social security and modern urban development.
